March 2, 1999 The meeting of the Planning Commission of Franklin Township, held in the Township office, was called to order at 2002 hours. Present were Hugh Crandall, Mike Pontore, Joe Szymanowicz, Calvin and Lauren Lydic and Carl Enterline. MINUTES There was no quorum for the 2/2/99 meeting. VISITORS Calvin and Lauren Lydic Sketch Plan - presented a sketch plan for the subdivision of a 38-acre parcel owned by Calvin and his brother Lauren. Each brother will get a 19-acre parcel, each has approximately 800 ft. of frontage on Clair Wright Road. Calvin resides at 8184 Clair Wright and Lauren resides at 8138 Clair Wright. There is a septic system in place at 8184, septic in existence on 8138 has been approved for a repair permit. A sand mound system will be installed. Mr. Lydic said that existing buildings are 250 ft. from the side lot line. Pontore moved to recommend approval of the Lydic sketch plan as presented. Szymanowicz seconded. Carried. Enterline/Rickard Mylar - Mr. Enterline is purchasing the rear portion of Martha Richard's property at 9684 Rt. 98. Parcel is 34.35 acres. The remaining acreage on the Rickard property will be approximately 10 acres. Parcel will be added to Mr. Enterline's existing property at 9784 Rt. 98. There will be no frontage on Route 98. Pontore moved to accept the Enterline/Rickard Mylar as presented. Crandall seconded. Carried. Mylar was signed. Cell Tower Ordinance - Szymanowicz said that he would recommend to the Supervisors that they consider adopting a cell tower ordinance. He is concerned about the possibility that towers will interfere with local airports, both private and public. He suggested limiting them to I-1 zones. Discussion. Bernhardt Sketch Plan - the Supervisors granted a frontage variance to David Bernhardt, 10709 Eureka Road, several years ago. Mr. Bernhardt plans to subdivide a parcel at 10721 Eureka Road for his daughter and son-in-law that would have 180 ft. of frontage. The proposed parcel has an existing structure, well and septic system on it. Those present saw no problem with the plan since a variance was granted by the Board of Supervisors and because the mobile home has existed on the property for so many years.
