April 6, 1999

The meeting of the Planning Commission of Franklin Township, held in the 
Township office, was called to order at 2003 hours.  Present were Ralph 
Breiding, Hugh Crandall, Mike Pontore, Leslie Horn, Colleen Cook, M/M Art Foy.

VISITORS
Findley and Betty Horn Mylar - Leslie Horn presented a Mylar that showed a 
three acre lot with 250 ft. of frontage on Eureka Road being subdivided off a 13 
acre parcel on the north side of the property at 11468 Eureka Road.  Mike 
Pontore moved to accept the Horn Mylar as presented.  Hugh Crandall 
seconded.  Carried.  Mylar was signed.

Colleen Cook/Louis Beck Mylar - M/M Cook are purchasing a 5-acre parcel 
from Louis Beck and adding it to their existing parcel located at 11098 Silverthorn 
Road.  Parcel has 198 ft. of frontage making their total frontage 528 feet.  Mike 
Pontore moved to accept the Cook/Beck Mylar as presented.  Ralph Breiding 
seconded.  Carried.  Mylar was signed.

Art and Lois Foy Sketch Plan - the Foys want to subdivide off a 2-acre parcel 
for their daughter from their 50-acre parcel on the west side of Eureka Road 
across from 10979 Eureka Road.   Parcel will have 250 ft. of frontage.

Discussion on how best to subdivide his acreage and on the Health Dept. 
regulations on septic systems.  Members present saw no problems with the 
sketch as presented.

MINUTES
Pontore moved to accept the minutes of March 2, 1999 as presented.  Crandall 
seconded.  Carried.

OLD BUSINESS - None. 

NEW BUSINESS
Amendment to Zoning Ordinance and Amendment to Official Map/KOZ - 
members reviewed the proposed Ordinance #1-99 that amends Franklin 
Township Ordinance #2-81, known as the Franklin Township Zoning Ordinance, 
that will incorporate specific zoning for the Franklin Township Keystone 
Opportunity Zone area and the area immediately adjacent to it; and the 
amendment to the Franklin Township Official Map that will reflect those changes.

Breiding said that it looked all right to him.  Pontore agreed and said that he 
hopes the area is successful.  Members present recommended adoption of 
Ordinance #1-99 and the accompanying change to the official map of the 
Township.

Pontore moved to adjourn, Breiding seconded.  Meeting adjourned at 2120 
hours.
