November 2, 1999 The meeting of the Planning Commission of Franklin Township, held in the Township office, was called to order at 2005 hours. Present were Dwight Miller, Joe Szymanowicz, Ralph Breiding, Hugh Crandall, Tom Strick and family, Sue Antolik and Kurt Hetz. MINUTES Breiding moved to approve the minutes of 10/5/99 as presented. Miller seconded. Carried. VISITORS/PUBLIC COMMENT Strick Mylar - the Strick family owes a 10-acre parcel at 7683 New Road. They are subdividing off a 2.591-acre parcel with 400 ft. of frontage for their son. The remaining parcel will have 7.445 acres with 357.76 ft. of frontage. Breiding questioned the location of the septic system. There is 180 feet between the septic and the proposed well. Szymanowicz - the question is the location of the future house in conjunction with the utilities. You don't want to have to move them. Szymanowicz moved to accept the Tom Strick Mylar as presented. Breiding seconded. Carried. Mylar was signed. The Stricks left the meeting at 2020 hours. Lawrence Nichols/Kurt Hetz Mylar - Sue Antolik, realtor for the Nichols family, stated that the parcel at 8195 Clair Wright has an existing driveway that is found to be on the Hetz property at 8251 Clair Wright. Mr. Hetz has agreed to subdivide a 35 ft. strip with 0.565 acres off of his land to be incorporated into the Nichols property to accommodate the driveway. The Nichols parcel is 6 acres, the Hetz parcel is 89 acres. Breiding moved to accept the Nichols/Hetz Mylar as presented. Miller seconded. Carried. Mylar was signed. Woods/Ball/Harvey Mylar - the family owns a 66-acre parcel on Fry Road that is being subdivided into three parcels. Parcel A1 is 21.7243 acres with 347.35 ft. on frontage; parcel A2 is 21.7648 acres with 347.35 ft. of frontage; parcel A3 has 21.7400 acres with 347.35 ft. of frontage. None of the parcels were perked for septic. Members questioned the lot line dividing an existing pond at the rear of the property and an existing driveway that crosses two of the lots. Crandall - the pond and driveway were in existence before this subdivision. Miller moved to accept the Woods/Ball/Harvey Mylar as presented. Crandall seconded. Carried. Mylar was signed. Bernard Vincent Sketch Plan - the Vincent family, 9721 Mohawk, is purchasing a 53-foot strip of land with 2.07 acres from David Malone, 9749 Mohawk, that will be incorporated into their parcel. They are acquiring the land so that they won't have to move their fence that is on the Malone property. Without the purchase, the existing barn is only 6 feet from the property line. The remaining Malone parcel would have 392 ft. of frontage. Discussion. Crandall moved to accept the preliminary Vincent sketch plan as presented. Szymanowicz seconded. Carried. NEW BUSINESS Ordinance #3-99 Amending Ordinance #2-81 - discussion on the wording of amended Section 308. Miller recommended changing the word reduce to redefine and adding the phrase, "50 ft. from the edge of the road right-of-way". Discussion on the Growing Greener concept. Miller moved to recommend Ordinance #2-81 be amended and codified as set forth in the proposed Ordinance #3-99. Crandall seconded. Carried. Franklin Center Methodist Church Sign - the church wants to install a new sign that will be easier to read. A sign company told them that they would need a minimum of a 4'x8' back lit sign.
