August 7, 2007 The meeting of the Planning Commission of Franklin Township, held in the Township office, was called to order at 1900 hours. Present were Dwight Miller, Hugh Crandall, David Knight and Tim Yonkin. MINUTES Crandall moved to approve the minutes of 7/3/07 as presented. Knight seconded. Carried. VISITORS/PUBLIC COMMENT Tim Yonkin Conditional Use Request for Side Yard Relief, 7388 West Stancliff – Mr. Yonkin would like to remove ˝ of an existing wood structure and build a new pole-type addition onto the remaining section. The present structure is only 13.3 ft. from the neighboring property line and the Mylar for a previous subdivision of the property has printed on it that the structure must be demolished. With ˝ of the building removed, the side-yard would be 21.3 ft. to the new addition which would be 16’x32’ (512 sq. ft.). Discussion on how the land was subdivided leaving the existing structure that close to the property line. Photos supplied by Mr. Yonkin of the structure were reviewed. Crandall – can the building be moved? Yonkin – no, it’s pretty solid. It’s shifting but worth saving at least ˝ of it. I would use it as a machinery storage shed. The new section will have metal siding. Crandall – the Mylar says the building is to be demolished. Yonkin – I hate to tear down something that is still worth saving. If it is a conditional use, my neighbors won’t have an argument with it. Miller – we signed the Mylar with the stipulation that the structure be demolished. Yonkin – other areas of that side yard get really soft in the spring. Where the building is now, I can get my boat in and out of that location in the spring. Crandall – I hate to see a new building added to that existing one. Knight – you are just compounding the problem. That building doesn’t look very solid. Yonkin – I would tear it all down if I can put the new one up at 21.3 ft from the property line. Crandall and Knight – we’d like to see you build a new building beside this one maintaining a side-yard of 30 ft. and tear this one down. Knight – if you said you couldn’t move the location because of your septic system or your house location, then I could see considering a conditional use, but you have several things with this location that are deviations from the Zoning Ordinance. I can’t really get behind this idea. Miller – we can’t violate the Zoning Ordinance because your property is soft in the spring. Crandall – could you rotate your building so you can get the boat in or could you locate the door in a different spot? Knight – as it stands right now, we can’t approve this. Crandall – we’re sorry, but I don’t think this will fly. It won’t get past the Supervisors. Further discussion. Mr. Yonkin thanked the members for their consideration and left the meeting at 1951 hours. OLD BUSINESS Carl Nelson Mylar – E.C. Planning Dept. wanted some changes made to the Mylar. When the changes are completed, the new version will need to be considered. Discussion was held on the letter received from the Planning Dept. concerning this subdivision.
