September 4, 2007 The meeting of the Planning Commission of Franklin Township, held in the Township office, was called to order at 1930 hours. Present were Hugh Crandall, Joe Szymanowicz, Dennis Howard and David Knight. VISITORS/PUBLIC COMMENT No visitors were present. MINUTES Crandall moved to approve the minutes of 8/7/07 as presented. Knight seconded. Carried. OLD BUSINESS Carl Nelson Mylar – the Mylar is to come back to be re-initialed after some changes were made. It is not back as yet. Rewrite of Nuisance Ordinance – discussion on the rewrite; broad language vs. specific language. Howard – there is a problem in not being specific, you can’t defend it if it’s not listed as a nuisance. Discussion was held on airports within the Township. Szymanowicz said that his airport is registered with the Federal and State government as a privately-owned airport with restricted use. NEW BUSINESS Rewrite of Zoning Ordinance – discussion on the various options/costs available through Graney and Associates and on the Growing Greener concept for land development. Knight – I don’t see Growing Greener as a necessity for the Township. People move out here to go to the country, not to cluster housing. Crandall – if you had wetlands on your property, you could put 3 or 4 houses on high ground and put the rest in Growing Greener. Szymanowicz – leave it as a conditional use. There is no call for it and the cost to write an ordinance for it is too high. After reviewing the various options the Commission was unanimous in feeling that the best choice was option 1 on both SALDO and Zoning. They felt that there was no need for Growing Greener as a separate ordinance; it should be kept as a conditional use. Knight – if we get a Growing Greener application, it would need to be brought before the Commission. We would then figure out what configuration looks best.
