October 6, 2009 The meeting of the Planning Commission of Franklin Township, held in the Township office, was called to order at 1918 hours. Present were Commission members Dwight Miller, Joe Szymanowicz, Dennis Howard, and David Knight; Zoning Officer Bonnie Bernhardt; consultant Tom Graney, Jr.; and visitors Janet Woods, David Guianen, Terry Banks and Rick Banks VISITORS/PUBLIC COMMENT Proposed Zoning Map Changes – Consultant Graney, the public, the commission members and the zoning officer discussed the proposed changes in the zoning map. Miller made a motion to recommend adoption of the zoning map with some minor changes regarding flood plains and with a change to the set back of the special zone for billboards along I-79 to conform to the federal requirement. Knight seconded. Carried. MINUTES Howard moved to approve the minutes of 9/1/09 as presented. Miller seconded. Carried. NEW BUSINESS Conditional Use Request for Side Yard Relief, 11050 Eureka – Guianen presented a request for a conditional use side yard relief to erect a 24 ft by 40 ft pole building no closer than 15 ft to the side yard. If the building were placed at the 30 ft set back line the building would partially cover the property’s leach field. Knight made a motion to recommend to the Supervisors approval of the conditional use without any conditions. Howard seconded. Carried OLD BUSINESS Zoning Ordinance Rewrite – see visitors/public comments. Janet and Gerald Woods Subdivision – Woods presented a subdivision plan that creates a lot, which will be owned by Janet Woods, from two adjoining parcels, #22-11-24-12.01 owned by Gerald Woods and #22-11-24-12.02 owned by Janet Woods. The 12.01 parcel will contribute to the final lot 1.164 total acres and the 12.02 parcel will contribute 1.299 total acres. The final combined parcel size, according to the Mylar, would be 2.463 total acres. Knight made a motion to approve and sign the subdivision plan contingent upon the Township’s disclaimers being added. Seconded by Szymanowicz.
