December 1, 2009 The meeting of the Planning Commission of Franklin Township, held in the Township office, was called to order at 1906 hours. Present were Commission members Dennis Howard, David Knight; and Hugh Crandall; and Zoning Officer Bonnie Bernhardt. The Pledge of Allegiance was said by all. No visitors were present. VISITORS/PUBLIC COMMENT Public Meeting Zoning Ordinance, comprehensive rezoning – The Pennsylvania Municipalities Code required public meeting on the proposed comprehensive rezoning contained in the proposed zoning notice was opened. There being no members of the public present, the public meeting period was closed at 1907 hours. MINUTES Howard moved to approve the minutes of 10/6/09 as presented. Knight seconded. Carried. OLD BUSINESS Zoning Ordinance detailed review – The commission conducted a detailed review and made many technical corrections, typo corrections and improvements. Howard made a motion to recommend adoption by the Supervisors of the corrected version of the comprehensive rezoning contained in the rewritten zoning ordinance. Knight seconded. Carried. Sign Ordinance -- The commission conducted a detailed review and made many technical corrections, typo corrections and improvements. Knight made a motion to recommend adoption by the Supervisors of the corrected version of the rewritten sign ordinance. Crandall seconded. Carried. NEW BUSINESS Lampson Pipe use of 11984 Fry Road, Parcel ID# 22-011-032.0- 005.01 – Documents were received from Lampson Pipe requesting the use of the parcel for both inside and outside warehouse storage. It was noted that this use is conforming under the current zoning but would not be allowed under the zoning ordinance that is in process of adoption. Their notification/request for land use at this time preserves their right to use the property for outside warehousing within the setback zones as they propose. This use cannot be continued or transferred to another property lessee or owner if the property ownership or lease changes. Howard made a motion to receive the land use plan that requests outside warehousing within the setback areas and enter the planned use in the Township land use and zoning records. Knight seconded.
