April 2, 1993 The emergency meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman Herbert Netzler at 1706 hours. Present were Netzler, Benjamin Sitek and David Henderson. ROAD CONDITIONS Henderson presented the list of Bad Road Locations for review. Discussion on declaring the Township roads a disaster area. Ben Sitek moved to declare the roads of Franklin Township, Erie County a disaster area and to send a letter to that effect to Senator Buzz Andrezeski, Representative Karl Boyes and Nick Sleptzoff of the Erie County Emergency Management Agency. Dave Henderson seconded. Carried. Dave reported that 16 ton loads hauled and put down is $200/load. As of April 2, we have used 20 loads. The over sized stone being used seems to be stabilizing if heavy vehicles stay off. The ruts need to be straightened out periodically. Dave reported that the worst roads at this point are Silverthorn north of Old State, West Stancliff between Silverthorn and Eureka, Eureka between Old State and Crane and Eureka south of Crane, New and several bad areas on Francis and Fry. He suggested an increased effort on Saturday, April 3 by hiring four trucks and one loader from Russell Standard Corp. which would allow stone to be put down quicker. Discussion on getting stone to the bad areas by heavy trucks which would increase road damage. Discussion on the effect of planeing. Netzler - said he would like to see B-19 used in the main sink holes. B-19 is $7.50/ton at the dock. Sitek - B-19 is much more expensive than stone. If we can't get disaster relief, we might as well fix the areas up well. Our graveling program for the year is shot. Netzler - B-19 bridges instead of going down into the mud. Henderson - you'll need a lot more material in a hole by using B-19 instead of stone. Sitek - do some of the sink holes with each and judge which is better. What would happen if we spread cinders from our trucks. Would that help dry up the water holes. Discussion. Henderson - if we use B-19 from the dock in Erie, we'll need to go from four to six trucks from Russell Standard. Can we even get material off the dock on a Saturday? Netzler - see if we can get six trucks, four for B-19 and two for stone and one loader. If the docks close at noon, we can switch back to stone. If we go with stone, three trucks for the loader and two for Rick and our JCB. Henderson - it would be good to go back to areas that have been stoned already and fix them up. Discussion on building up the roads used by the trucks so they can get to the trouble areas. Sitek - Dave and I have mixed feelings of leaving for the State Convention. We can stay. Netzler - No, I can handle it. We only need one person to manage the activities. OLD SPREADER Dave reported that Rick Summerville of S and S Equipment is interested in purchasing the old cinder spreader. Dave feels it's scrap.
