October 12, 1993 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman Herbert Netzler with the Pledge of Allegiance at 2000 hours. Present were Netzler, Benjamin Sitek, Clarence Mischler and Timothy Vanco. David Henderson was on vacation. MINUTES The minutes of September 23, 1993 were approved in a motion by Ben Sitek and second by Herb Netzler. Carried. VISITORS Tim Vanco - requested his property located at 11881 Silverthorn Rd. be rezoned from A-1 and I-1. He questioned if the zoning request is granted and if the road was paved whether it would need a bond posted because of the heavy truck traffic. Netzler moved to advertise a hearing for the Vanco rezoning request and the Lechefsky variance request for November 9, 1993 beginning at 7:45 p.m. Sitek seconded. Carried. REPORTS Superintendent - Ben reported that several roads were graded but not brined. Four Year Road Plan, Milled Material from Airport - nothing. Aldrich Cemented Driveway - Ben reported that he checked and the cement is up about 4" and that if Aldrich fills in the edges with dirt it should be all right. A letter will be sent asking Mr. Aldrich to fill in the berms so the snow plow doesn't catch. Road Inspection - it will be advertised that the road inspection is changed from Oct. 28 to Oct. 27. Tim Vanco left the meeting at 2010 hours. FINANCES AND TAXES Bills - Ben moved to pay the bills as listed excluding Custom Clutch, Erie Fence, Green Distributors and Hoover Sand and Gravel totaling $13,232.05 general fund. Herb seconded. Carried. Payroll - Ben moved to approve payroll #20-93, Herb seconded. Carried. Computer Update - nothing. Approve Relief Check - Herb moved to approve the relief check to the FTVFD Relief Association. Ben seconded. Carried. PLANNING, ZONING AND HEALTH DEPARTMENT Industrial Parks, Permits - nothing. Matha/Teed Hearing Fee - wait until next meeting to discuss with the Solicitor. Mary Woods Mylar - Herb moved to approve the Mylar, Ben seconded. Carried. Mylar was signed. Lechefsky, Vanco - see visitors. SOLICITOR Nothing until Thursday meeting. OLD BUSINESS Sesquicentennial, Clean Up/Goodban, Safety Meetings - nothing. DER Grant Contract - waiting for new contract with the correct paperwork for a drop off system. NEW BUSINESS FTVFD Tones - nothing. Storm Sewer/FTVFD - Ben reported that he bought the forming lumber and is waiting for the drains. CORRESPONDENCE Various upcoming meetings and training sessions were reviewed and reservations taken.
