November 15, 1993 The budget session for the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman Herbert Netzler at 0900 hours. Present were Netzler, Benjamin Sitek and David Henderson. The proposed budget was presented for review. No changes on the revenue section. Millage remains at 17 mills. Discussion on the jump in workers compensation in 1993. Township jump was 73%, fire department was 18%. Included in the budget is a proposed 3% cost of living increase. 407/Data Processing - $2,000 was added for computer updating. 409/Building and Grounds - $2,000 was put in for the roof, a door opener for building #2 and several weather monitoring devices. 411/Fire - we will reimburse the fire dept. around $1,680 at the end of the year and hold $2,400 for their workers comp. premium for 1994. 430/Highways, General - $700 was included for a new radio. 431/Ditching and Driveway Pipes - includes ditching and bank work on W. Stancliff underpass by I-79. Ben questioned whether we would do the State's work. Dave answered yes and worry about it later. He added that we asked for $2,000 to be put in their budget for the work but have not heard from them. Dave stated that the work needs to be done. 432/Snow and Ice Removal - Dave said $22,000 was put in the budget but he hopes that it's higher than needed. Herb said that if you put your equipment payments in there when the equiment is used for snow removal you would get a truer figure. Dave agreed that you can do it that way by spreading your payments over all the expense accounts where the equipment is used. Project Roads for 1994 - New Road east and west to Mohawk, Mohawk south of New and West Stancliff from Silverthorn to Fry will be done in 1994. 434/Zessinger Pit - E.S.T.A. plans on buying some gravel at a cost of $0.75/yd run of bank and $2.75/yd. crushed. 435/Girard Pit - Elk Creek Twp. mowed for 138 hours at $40/hr. this year equal to $5,520. If charged back at $2.30/yd., we owe them 2,400 yards of gravel. Yardage owed is growing because Frosty is not taking enough gravel out each season. We owe Elk Creek at total of 5,066 yards. Franklin Township has paid Joe Pustelak for it and for the digging. Netzler - it would be cleaner for us to pay for mowing and charge him for gravel. Henderson - even better to buy our own Tiger mower. This is a good deal if he would take the gravel owed him. Netzler - we should set down with their Board and discuss if we are going to change the system. We should tell Frosty to abide by the deal. Sitek - what about the hours involved. Henderson - it's down this year because Marty isn't whacking trees and bushes. The problem with mowing just in the fall is the heavy weeds that clog the machine and fill the ditches and drain pipes. It would be a faster job if he mowed twice a season. If we had our own Tiger, the cost wouldn't be so high and it could be done more than once. Sitek - tell Frosty to settle up each year and store what's coming to him at his location. Henderson - that's a disadvantage to Frosty. I'll talk to him. 437/Repairs to Equipment - $1,000 included for power assisted steering on the Mack, $1,000 for two front bearing units on the Athey auger and $1,000 for teeth for the York rake. Herb said he would check on a whole axle for the Mack at Hovis. Netzler - the air compressor should be fixed. Henderson - I would like to have it repaired in late winter at an estimated cost of $200 for gear repair. 438/Maintenance to Highways - discussion on the amount spent in 1993 which included Fry Road. Discussion on the trees at the Olsavsky property on Fry. Mr. Olsavsky is threatening to sue Washington Twp. and Franklin Twp. for the cost of cutting down one of the trees in the front yard. He feels that Washington Township caused the problem when they ditched before paving. Dave reported that he and Earl Koon told the younger Olsavskys that the trees should be removed because the roots were exposed. The roots were exposed prior to the ditching. The boys told Dave and Earl not to remove or limb the trees as was suggested. Dave stated that with that comment the responsibility fell on the Olsavsky's shoulders. Netzler - if a tree is over 4" you can't cut it without the owner's permission. Henderson - the Olsavsky's complained about the ends of the driveway pipe by the house being crushed by milk trucks. We both told them it could be repaired and then we told them about trees and they said don't touch them. Sitek - that 50' right of way is the Township's responsibility. We need legislation that says anything within our 50' right of way is up to our Board whether something needs to be removed. It shouldn't be up to the homeowner. This Township won't pay the Olsavsky's a cent. Henderson - if we hadn't told them about the trees it would be different. Cash Reserve in Permanent Improvement - Dave said he would recommend paving New Road with a FB surface from Rt. 98 east to the sluice pipe past ESTA's drive using the milled material. Discussion on whether Francis will need another coat and on rumors that Russell Standard is upset about the money they've put into it. Ben said to talk to Bob Everhart, if he feels we owe him money to pay it. Dave felt the problem was that Bob reprocessed that pavement and it fell apart this spring and that money is down the drain. The Supervisors will ask Everhart to lunch and discuss the problem with him. Money for Zoning Ordinance Revision - Joe Franks from MDIA will attend the 19th meeting. We will ask him about cost. Herb volunteered to get a quote on another printing of the present zoning ordinance. Discussion on the Hough. ADJOURN Netzler called the budget session adjourned at 1050 hours. Bonnie J.
