April 12, 1994 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman Benjamin Sitek at 2000 hours with the Pledge of Allegiance. Present were Sitek, Herbert Netzler, David Henderson, Larry Wolfe and wife, Dan Parker and Clarence Mischler. MINUTES The minutes of March 31, 1994 were approved as presented in a motion by Netzler and second by Henderson. Carried. VISITORS Larry Wolfe Variance Request - Mr. Wolfe is asking for relief from the I-1 front set back of 100' to 75' and side yard requirements of 50' to 15' so he can build a pole building on his property at 6159 Crane Road which is zoned I-1. Netzler moved to hold a hearing on May 10, 1994 at 1945 hours. Henderson seconded. Carried. REPORTS Superintendent - Dave reported that it's been raining a lot so planeing is behind schedule, gravel is being trucked to bad spots. Truck #6's ram was to be done today, it will go to Eau Claire, PA when it's ready. Herb suggested stripping it down beforehand. Herb reported that the Mack is coming along well but may need a steering cylinder. Plows for Grader - Dave will get prices from vendors to have delivery by snow season. He estimates a used front plow at $3,000, a new one at $5,000 and a wing at $10,000. Herb said to buy one at least as big as the one on the Oshkosh and that we do not need a wing on it. Dave will get vendor prices, Herb will get surplus listings. First Responder/HazMat - Dave reported that township personnel are likely to have to respond in a support function and need a minimum level of training. There is a course offered at Villa Maria Conference Center on April 22-24. Supervisors and employees need to attend. Dave will look into having Joyce Berry teach us the material here. Denver Ireland arrived at 2017 hours. Buren Driveway Pipe/Clair Wright - Ben reported that the grader tore up an end of the pipe which is 10" on one end and 12" on the other. Upon research, he found that there was no permit for the pipe, it is all rusted out and there needs to be a larger one installed (a 15" pipe). Herb moved to have Mr. Buren buy the pipe and the Township will install it free. Dave seconded. Carried. FINANCIAL AND TAXES Bills - discussion on the number of cutting edges on hand. Herb suggested doubling up on edges to extend the life. Dave said he is using carbide blades now on the front. Dave moved to pay the bills as listed excluding the Anderson Equipment bill for JCB repair totaling $6,770.26 general fund and $8259.60 state fund. Herb seconded. Carried. Payroll - Ben moved to approve payroll #7-94 as presented. Dave seconded. Carried. PLANNING, ZONING AND HEALTH DEPARTMENT Replacement for Zoning Hearing Board - Herb moved to appoint Denver Ireland to replace Joe Szymanowicz who moved onto the Planning Commission. Dave seconded. Carried. Denver accepted. Industrial Parks Grants - letter of intent will go out tomorrow. SOLICITOR Cable TV, load limits ordinance, eminent domain, Intra-Global, airport milled material, front footage on Silverthorn, specs for garbage collection contract - all items on hold. Ireland - what's happening with the airport millings? Henderson - it's in the discussion stage. OLD BUSINESS Sesquicentennial - Edith is working on the book. Safety meetings, health care provider list, employee rights, man in travel trailer on Mohawk - all items on hold. NEW BUSINESS Parent/Community Advisory Group/G.M.S.D. - Herb moved to send Ben Sitek, Jr. a letter asking him if he will serve on the committee. Dave seconded. Carried. Discussion.
