June 14, 1994 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman Benjamin Sitek at 2000 hours with the Pledge of Allegiance. Present were Sitek, Herbert Netzler, David Henderson, Dale Kallenbach, Don Kuhn, Clarence Mischler and Denver Ireland. MINUTES The minutes of May 26, 1994 were corrected to read on page 183 under board instructions, "cement tile". Sitek moved to approve the minutes as corrected. Henderson seconded. Carried. VISITORS Mischler - what's happening with the low level nuclear waste site selection. I hear they need 500 acres. Netzler - it will never come here. The National Heritage Inventory will take care of it. The only area in this Township suitable is by John Sachar's farm and West Stancliff Road. Run off from the waste site can not go into any stream. They will only consider a site with 500 acres. The best site in this area is around Ben's camp in Warren County. Henderson - that area is a long way from transportation routes. They look for land that's not suitable for septics, clay ground. Netzler - at the meeting they had models to look at and earthquakes were discussed. They have funds for only 30 years. Kallenbach - what are you doing with Francis Road from Russell Standard west to Mohawk? I've had vehicle damage, Don has had vehicle damage and so have others. We counted 300 pot holes in that section. It's a potential law suit waiting to happen. If you're not going to repair it, grade it off. Sitek - I repaired that last year. Russell Standard told me they wouldn't do it any more. Netzler - it's ours to repair. That was our experimental section last year. Henderson - we worked on that section 3 or 4 times this year. Everhart told me they would repair it. Netzler - take some crushed material and our single axle and it will pack in good. Scarfire it up and grade it. Kallenbach - I'm asking officially that you do something, it's really bad. Kuhn - I'll volunteer to bulldoze it up and turn it back to dirt. Henderson - I'd like to talk to Bob first. It's going to take us three days to repair storm damage from the other night. Sitek - if Bob says yes ask him when. Don't shut down graveling. Do it the first of next week. What's our next step if Bob can't do it. Netzler - we've been given notice. Take a day off graveling and fix that road. Take the grader and a couple of Russell Standard trucks and use this crushed material. Dave will contact Bob Everhart and go from there. Discussion on reassessment and cost involved. Ireland - the road flooded by my house. What size of pipe are you going to use. Henderson - 24" plastic pipe. Every pipe overflowed last night. A large pipe in every spot is not economically feasible. We can't change them all. Kallenbach - the guide rail on Brooks is hanging in the air. Henderson - it needs a longer pipe or concrete wing walls. We move from one crisis to another around here. It would need an extension with hundreds of loads of gravel and it still may not correct the problem. Netzler - it was repaired 28-34 years ago, it's held up pretty well. REPORTS Superintendent - Ben reported that 3000 yds. of crushed gravel and 750 yds. of Zessinger was stockpiled, repairs were made to many roads, stop signs replaced, trucks rerouted, trees and flowers planted. Dave reported that graveling is being done since his return. 4 Year Road Plan - nothing. Fry Road Repair - nothing. Plows for Grader - Dave will look at a plow that Ted Stossmeister has available. Crandall Mowing - Dave instructed Dick Crandall to talk to Ben about the mowing procedure. He is asking $20/hr. labor and machine. Supervisors thought the price was acceptable. Piper/Concrete Driveway Pipe - Dave reported that our policy guide does not allow resetting concrete pipe which seldom come out in good enough shape to reset. He will tell Piper that we will install a new c.m.p. Ben moved not to reset the concrete pipe and to tell Mr. Piper to purchase a corrugated metal pipe and we will set it for the $35 fee. Dave seconded. Carried. Majba/Guide Rail - Mr. Majba has a few pieces of guide rail and posts for sale. Dave will look at it. Barlotti Trailer - Herb reported that Arlene Pushinsky has sold the house and land with an agreement that the present trailer has to go. The new owners will bring in a new one. Sitek - I don't see how that's legal, two families on one lot. Look what happened to Ellie Cilladi. Netzler - the agreement of sale is Dorothy and her trailer have to move and a new trailer will come in. Dave moved that the Supervisors have no control over the situation. Herb seconded. Carried. Reflective Stripes - nothing. Orders from the Board - repair Francis Road and ditch. Netzler - what about the compressor? Discussion. Herb will repair it. Romonosky Driveway - Dave took pictures of the problem. Stormwater runs down her drive from the barn and washes out both sides of her driveway pipe. He said she needs another 10' on her pipe and someone needs to draw her a blueprint on how to construct a ditch along her drive. Dave added that we only do driveway installations as a courtesy. She got another load of gravel today because of the washout. Sitek - I told her she wasn't getting any more gravel. Discussion on amount charged to install pipes. Kallenbach - let them pay a contractor to install it and you be there to make sure it's done right. You're giving away your services. Henderson moved to sent Mrs. Romonosky a letter and tell her she has to repair her driveway to prevent water damage to the road. Sitek seconded. Carried. FTVFD Use of Diesel Pump - Ben asked if we should buy their old tanker. Dave said it would cut our brine capacity in half. Herb added that they aren't selling the tanker. Dave moved to let FTVFD use our diesel pump on their honor and they pay for what they use. Herb seconded. Carried. Storm Damage - Dave reported that the under road pipe on Silverthorn by Lechefsky's was undermined on both sides. Shadduck is also ripped up. Most of our pipes overflowed, berms are gone in some areas. We need to fill in the berms and use the grader to smooth the area. On occasion Dave will have Ray dump a load of gravel, he will take the JCB to smooth it and finish the job with the grader. FINANCIAL AND TAXES Bills - Dave said that he feels the shifter in the grader was a premature failure. It costs $1,800. He would agree to pay labor and mileage but to argue with Dresser over the failure of the shifting tower. Ben moved to pay the bills as listed excluding $1,830.12 from the Anderson bill (shifter) totaling $1,754.98 general fund, $521.85 building fund and $7,363.74 state fund and also to pay the EIT claims totaling #3,714.58 EIT claims account. Dave seconded. Carried. Payroll - Ben moved to approve payroll #11-94. Dave seconded. Carried. Herb asked Dave to check the JCB brakes, they sound dry. Dave said he would. Copier Proposal - a proposal was received. We will ignore it until we get more. PLANNING, ZONING, HEALTH DEPARTMENT Discussion on setting all side yard requirements at 15 feet. Dave suggested accessory buildings at a minimum of 15' and the main building, house or factory, at 30-50 feet. Will wait for the Attorney to be present. Industrial Grants - discussion on PennVest system. Sewage/Washington Twp. - nothing. National Heritage Inventory - Netzler moved to totally ignore it. Henderson seconded. Carried. Conrad Financing Form - Dave moved to have the zoning officer sign the section concerning zoning. Herb seconded. Carried. Conrad Trailer Question - Mrs. Conrad had asked if her mother could put a trailer on their property where a trailer had previously been placed. It would be hooked into their existing septic system. Herb reported that he had called Pete Holmchenko of the Health Dept. and he said as long as he could see a septic for the trailer to be hooked into it was all right with him. Discussion on two single family dwellings on one parcel of land. Ben moved that he wants to see a letter from the Health Dept. giving their approval on the septic system on the Conrad question. SOLICITOR All items on hold. OLD BUSINESS Sesquicentennial - working on it. Health Care Provider List - nothing. Employee Rights - nothing. Neighborhood Crime Watch - nothing. FTVFD/Township Safety Meetings - Dave reported that a planning meeting was held which was well received with lots of discussion. Group sessions will be held soon. E.S.T.A. Pond - the engineers for ESTA moved the pond this way 50 feet and will leave our driveway alone. Dave feels the engineer was in error by messing up the pond site. He told them to put the pond in the swale which is useless to us. The engineer designed a square pond so a liner would fit. The pond site was put in with no consideration for the Township. Netzler - if you're already having drainage problems, you don't move a road down 2 feet. Sitek - I'm upset because they totally ignored us. Blueprints were reviewed. Netzler moved that whenever the pond is done, they resurvey the area and we will agree with the new survey stakes, they do not move the road from the original plans, there will be no ditches on the north berm. We will supply new pipe for across the road. They do the work and we buy the pipe for the FTVFD property drains. Sitek seconded. Carried. Discussion on cementing the end of the fire department driveway. NEW BUSINESS Teleconference - Herb reported that there will be a teleconference on the state budget. He will attend. The complaint that he would like to voice is on state mandates that are not funded. Ben suggested he tell them that it's about time municipalities under 4,000 people be given some help.
