November 17, 1994 The budget session of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman Benjamin Sitek at 0915 hours. Present were Sitek, Herbert Netzler and David Henderson. REVENUES Projected revenues at 18 mills - $347,851, excluding one time large revenues - $272,851. Projected revenues at 17 mills - 344,051, excluding one time large revenues - $269,051. EXPENSES Discussion on various expense accounts. 404, Legal - Herb felt that research on the cable television issue boosted cost this year. 408, Engineer - Dave said he put in $3,500 for 1995, the rest of the cost for the Silverthorn Road project will be in 1996. 409, Building and Grounds - was high this year because of the high heating costs with the bad winter and pipes needed for drainage on our property adjoining ESTA. Dave said Jeff Nelson suggested sending ESTA a bill for 1/2 the costs incurred with the drainage. Herb said to contact the other townships and have them all share in the cost as they will all utilize the ESTA facilities. Dave said he had and they just laughed. Herb will send a letter on his letterhead asking that they share the cost. 415, Emergency Management - includes $3,500 in case a generator comes up. 430, Highways - includes $700 for a radio if needed. 431, Ditching - we're over budget this year but got a lot of ditching done. 434, Zessinger Pit - the cost of crushing is $60,459 and we still owe for the last 5 or 6 thousand yards crushed. Ben said he can't figure why Hoover was short every time they crushed. Herb said they would be if they were counting more going in than going out. Henderson - we have exact figures for loading and hauling from Hoover and Russell Standard. The engineer on the ESTA project used compacted yards. We didn't know that, if we had we would have had Hoover crush 30,000 yards instead of 20,000 yards. Someone is lying somewhere because each load was counted. Our cost was $2.45, we charged ESTA $2.75. The remainder of the ESTA money when it comes in will go to pay Ivancic and Tan. Whatever Hoover's bill is will represent our loss. The figures in Zessinger pit represent Silverthorn Road project only. The amount includes County Aid funds and is based on 12" of base, 4" of top. 435, Girard Pit - will be put out for bid. Discussion on scales. 437, Repairs to Equipment - discussion on what is included in the various category headings, on expenses for truck 5, 6, and 10. 438, Repairs to Highways - includes Fry Road project - $11,100; Francis Road project - $8,700; stock pile - $9,800; Silverthorn Road project - $1,000; Silverthorn Road contingency - $4,000 (cost overrun). Dave said this is where choices are to be made because the budget as presented is out of balance; at 17 mills - $14,338, at 18 mills - $10,538. Netzler - scrub Fry and Francis, do Francis in 1997 and leave Fry out altogether. Henderson - if that's what you want, we will be $5,462 to the good in the end. I suggest we leave that amount out of balance and put that cash in the bank to build up our cash balance. Sitek - we should have agreed ahead of time with all the townships that the expenses incurred because of ESTA would be shared. Netzler - they're putting up a fence right now, make sure they put in a gate on our side. Sitek - how anxious is Washington Twp. to pave Fry? Henderson - it's in their budget for 1995. Sitek - let them pay for the whole thing and we will make payments on our share. They have the money, they get block grant money. Netzler - Ridge said he'd take care of block grants and DER. I want a letter sent telling our legislators to take care of these issues. Henderson - we have three choices on the lost gravel: it's in our pile and on New; it's on Eureka (Washington Twp./Elk Creek Twp.); or Hoover didn't produce it. Netzler - Hoover validated his amounts, Russell Standard validated theirs. The only one not validated is Washington Twp. and it's only validated according to them. Henderson - our stockpile came out almost exact. What if no one admits a mistake. If split three ways it would be $3,000 each. Netzler - then we dig up the road and then we have PennDOT come out and take core samples of New and Eureka. We voted on $4.50 a yard to Washington Twp. If we stuck to that we wouldn't be out so bad. I'm asking Frosty if he is using the gravel from the Girard pit. If not he's getting billed for the money we spent to stockpile it. We can't make our taxpayers bear the brunt. Sitek - I don't want to create hard feelings. Netzler - Russ Atkins told me Washington Twp. didn't include gravel in their liquid fuel project for this year.
