January 4, 2000 The organizational meeting of the Supervisors of Franklin Township, held in the Township office, was called to order at 0803 hours with the Pledge of Allegiance. Present were Denver Ireland, John Sachar and David Henderson. ORGANIZATIONAL AGENDA APPOINTMENTS: Temporary Chairman/Temporary Secretary - Henderson moved to appoint Denver Ireland as temporary chairman and Bonnie Bernhardt as temporary secretary. Sachar seconded. Carried. Chairman - Ireland moved to appoint David Henderson as chairman. Henderson declined. Henderson moved to appoint John Sachar as chairman. Ireland seconded. Carried. Vice Chairman - Henderson moved to appoint Denver Ireland as vice chairman. Sachar seconded. Carried. Secretary-Treasurer; Assistant Secretary-Treasurer - Henderson moved to appoint Bonnie Bernhardt as secretary-treasurer and David Henderson as assistant secretary-treasurer. Ireland seconded. Carried. Vacancy Board - Henderson moved to appoint Paul Sachar to the vacancy board. Sachar seconded. Carried. Solicitor and Special Counsel for Various Boards - Henderson moved to reappoint all Solicitors and Special Counsel for the various boards. Schroeck and Associates as regular Township Solicitor; Steadman Law Firm, Elderkin Law Firm and Quinn Law Firm as special counsel. Ireland seconded. Carried. Secretary - Planning Commission and Zoning Hearing Board - Henderson moved to appoint Bonnie Bernhardt. Ireland seconded. Carried. Act 511 Tax Collector - Sachar moved to appoint June Shelhamer at the previous rate of four (4) percent. Ireland seconded. Carried. Zoning Administrator - Ireland moved to appoint Bonnie Bernhardt. Henderson seconded. Carried. Planning Commission - Henderson moved to reappoint Mike Pontore. Sachar seconded. Carried. Zoning Hearing Board - Henderson moved to appoint Janet Woods as alternate, Brian Woodward as alternate and Dennis Howard as regular member. Ireland seconded. Carried. Executive Board of the ECATO, delegate and two alternates - Henderson moved to appoint Dave Henderson as the delegate, Ireland and Sachar as alternates. Sachar seconded. Carried. State Convention Delegate - Sachar moved to appoint Denver Ireland as the delegate. Henderson seconded. Carried. Road Superintendent; Assistant Road Superintendent - Sachar moved to appoint David Henderson as road superintendent and Denver Ireland as assistant road superintendent and John Sachar as second assistant road superintendent. Ireland seconded. Carried. Henderson mentioned that he will be on vacation the last week of January and the first two weeks of February. Equipment Operators and Laborers; Temporary Drivers and Substitutes - Henderson moved to approve David Henderson, John Sachar, Denver Ireland, Richard Gould, Raymond Swift, Lawrence Pieper, Ed Warhola, Dennis Swift, Joe Johnson, Randi Hammond, Kevin Hammond, Randy Pertl, Paul Pieper, Craig Pieper, John Lutz, Dave Malone, and Ed Dlugolenski and any others currently working. COMPENSATION AND MILEAGE RATES: Recommend to Auditors-Supervisors Wages and Benefits According to Pay and Benefits Schedule - Sachar moved to recommend to the Auditors the Pay and Benefits Schedule. Wages and Benefits-Laborers, Equipment Operators, New Employees, Secretary/Treasurer, Zoning Secretary, Zoning Hearing Board Secretary According to the Pay and Benefits Schedule - Henderson moved to set the wages and benefits for those listed according to the Pay and Benefits Schedule. Accumulated vacation days or hours can be carried over at the end of the year. Ireland seconded. Carried. Act 511 Tax Collector - Henderson moved to pay the 511 tax collector 4% of taxes collected plus expenses. Ireland seconded. Carried. Compensation for selling garbage tags: Shelhamer and Walter - Henderson moved to pay June Shelhamer and Ruby Walter 5 cents (.05) per tag sold. Ireland seconded. Carried. Solicitors Fees - Henderson moved to pay the Solicitors as established at the previously negotiated rates. Ireland seconded. Carried. Engineer Fees - Henderson moved to pay the Engineer fees as established at the previously negotiated rate. Ireland seconded. Carried. OTHER: Roadmaster Duties - Sachar moved that the Road Superintendent duties are as outlined in the Second Class Township Code and as authorized by the Board of Supervisors. Ireland seconded. Carried. Duties-Other Employees - Ireland moved that the other employee's duties are as outlined by the Second Class Township Code and as determined by the Road Superintendent and/or the Board of Supervisors. Henderson seconded. Carried. Meeting Dates and Time - Henderson moved to set the monthly meeting dates for the second Tuesday at 8:00 p.m. and the last Thursday at 8:00 a.m. Budget sessions will be held on November 13 and 15 at 8:00 a.m. Meeting will be moved to the FTVFD Social Hall in case of an overflow crowd. The organizational meeting for 2001 will be held on January 2nd at 8:00 a.m. Sachar seconded. Carried. Office Hours - Henderson moved to set the office hours for Tuesday and Thursday from 8:00 a.m. to 2:00 p.m. Ireland seconded. Carried, one nay Ireland who stated that he feels the hours should be from 8 a.m. to 4 p.m. Set Treasurer Bond Limit, currently $150,000 - Ireland questioned the amount with the Falls Road Bridge funds on hand. Discussion. Sachar moved to set the Treasurer's Bond at $425,000. Henderson seconded. Carried. Depository for Township Funds - Ireland moved to approve PNC Bank and PLGIT as depositories for Township funds. Henderson seconded. Carried. Review Procedures for Selling Garbage Tags and Review Price - Henderson moved to keep the procedures the same and to charge $1.75 per regular tag and $1.00 per recycle tag. Sachar seconded. Carried. Review Charges for Ordinances, etc. - Henderson moved to set the fees at $6.50 plus postage for ordinances and 10 cents a copy. Research time is set at $5.00 per half-hour or part thereof for the first half-hour and $5.00 for each successive half-hour or part thereof. Ireland seconded. Carried. Review Schedule of Fees for Highway Occupancy Permits - Henderson moved to set the schedule of fees at $50 installation fee/no permit required for replacing an existing pipe; state road - $50 installation fee/no permit for new pipe; state road/replacement pipe and township roads/replacement pipe or new pipes - $25 installation/permit fee for a 10 ft. extension pipe; $50 installation/permit fee for a 20 ft. pipe; $75 installation/permit fee for a 30 ft. pipe; $100 installation/permit fee for a 40 ft. pipe. A charge of $50 for an extra load of crushed gravel. Sachar seconded. Carried. Custodian Petty Cash - Henderson moved to appoint Bonnie Bernhardt as custodian of petty cash. Sachar seconded. Carried. MINUTES Henderson moved to approve the minutes of 12/30/99 as presented. Ireland seconded. Carried. REPORTS Superintendent - Dave reported that he checked the roads for flooding and suspects that the Falls Road bridge got flooded again. Mager Tree Report, Agility, Generator - nothing new to report. Falls Road Bridge #2 - they appear ready to pour. FINANCIAL AND TAXES Bills - discussion on various bills. The disability coverage hours are being reevaluated. Sachar moved to pay the bills as listed totaling $2,534.30 general fund and $1,370 Fire Dept. fund. Ireland seconded. Carried. Payroll - none. PLANNING, ZONING, HEALTH DEPARTMENT Planning Commission Minutes, Comprehensive Plan/Vision Committee, Industrial Park/KOZ, Harvey Craft Show, Erie County Subdivision, Buren Subdivision, Alternate to Zoning Hearing Board - nothing new. SOLICITOR Western Trail/G. Antolik, Impact Fee Ordinance, Loyalty Oath - nothing to report. OLD BUSINESS Nothing new to report. NEW BUSINESS Tax Anticipation Note - Henderson moved to seek a TAN from PNC Bank for $150,000 and to authorize the Secretary, Chairman and the Board to sign any necessary documents. Sachar seconded. Henderson - we need $100,000 for bridge cash. Discussion on how the figure was determined. If we'd known the bridge was coming in at $450,000 instead of $300,000 we would have applied for that amount. We will get back 80% of that $100,000. When we redo the budget, we will recalculate the money needed for the summer road program. We can't bid gravel when we don't know the State's repayment schedule. We can't commit. We may have to cut out some of the graveling program. Motion carried. CORRRESPONDENCE None. Ireland - who told the Attorney to write this letter about benefits?
