January 27, 2000 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 0807 hours with the Pledge of Allegiance. Present were Sachar and Denver Ireland. Supervisor David Henderson was on vacation. VISITORS/PUBLIC COMMENT No visitors present. MINUTES Ireland moved to approve the minutes of 1/4/00 as presented. Sachar seconded. Carried. REPORTS Superintendent - it was reported that repairs to equipment have been made, snow has been plowed, the electrical wiring on the brine truck is nearly completed. There is a fuel leak on truck #5, a new gas tank has been ordered. Agility, Mager Tree Report, Generator - nothing. Falls Road Bridge #2 - the February deadline will not be met due to weather problems. A change was made to the wing walls to texture the top section. FINANCIAL AND TAXES Bills - discussion on various bills. Sachar moved to pay the bills as listed totaling $161,750.67 general fund (includes a $150,000 transfer to a money market account); $12,132.64 permanent improvement fund; $19,421.02 Infrastructure Bank C.D. transfer to G.F.; $123.00 municipal building fund; $183.36 Silverthorn Rd., assessment fund. Ireland seconded. Carried. Payroll - Ireland moved to approve payrolls #1-00 and #2-00 as presented. Sachar seconded. Carried. PLANNING, ZONING, HEALTH DEPARTMENT Planning Commission Minutes, Comprehensive Plan/Vision Committee, Industrial Park/KOZ, Harvey Craft Show, Erie County Subdivision Ordinance, Buren Subdivision - nothing. Alternate for Zoning Hearing Board - Janet Woods declined. Sachar moved to appoint Carol Sanders. Ireland seconded. Carried. Will ask Bob Laycock if Ms. Sanders declines. SOLICITOR Western Trail/G. Antolik - a letter from our insurance company was received acknowledging receipt of our letter. One family on Western Trail informed us that Mr. Antolik has been plowing the road. Impact Fee Ordinance, Loyalty Oath - nothing. OLD BUSINESS Lights on for Safety - nothing. NEW BUSINESS Apply for County Aid - deadline is March 31st. Will wait for Henderson's return. Money Market Account - the TAN proceeds will be placed in a money market account through PNC Bank. Signature cards were signed. CORRESPONDENCE Nothing.
