February 8, 2000 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar with the Pledge of Allegiance at 2000 hours. Present were Sachar, Denver Ireland, and Scott Tait. Absent was David Henderson who was on vacation. VISITORS/PUBLIC COMMENT Scott Tait - where are we in the process? Sachar - the independent engineer has been selected, Bruce Simmons from North East. We have paid our half of his retainer fee. He has 30 days to review the bills. I am not aware if Mr. Simmons has the billings. Mr. Tait left the meeting at 2003 hours. MINUTES Ireland moved to approve the minutes of 1/27/00 as presented. Sachar seconded. Carried. REPORTS Superintendent - Denver reported that truck 5 had a break down. There was a problem with it getting fuel. Truck 6 had the wing fall off and it ruined a front tire. Both have been repaired and are in service. The new chains got 1265 miles per set, which includes a lot of paved miles. Old Gas Tanks - Denver asked if the tanks can be repaired. Sachar - it would be nice to have a spare. We can check with Larry Gehrlein when he comes back in the spring. Ruined Tire on #6 - Denver stated that we have no spare front tires. Two are on order on state bid for #6. We have a loaner on the truck now. He told Rick to order a new tire so we will have a spare and are still waiting for the other two. Falls Road Bridge #2 - the contractor went home due to weather related problems. Bridge is on hold until the weather breaks. Mager Tree Report, Generator, Agility - nothing. One-Ton - discussion on it's future serviceability. FINANCIAL AND TAXES Bills - discussion on various bills. Sachar moved to pay the bills as listed totaling $6,436.31 general fund and $21,725.82 PA Infrastructure Bank C.D. Ireland seconded. Carried. Payroll - Sachar moved to approve payroll #3-00 as presented. Ireland seconded. Carried. PLANNING, ZONING, HEALTH DEPARTMENT Review Planning Commission Minutes - minutes were reviewed. Update Comprehensive Plan/Vision Committee - nothing. Industrial Park/KOZ - nothing. Harvey Craft Show - working on her permits. Erie County Subdivision Ordinance - nothing. Buren Subdivision - Mrs. Buren wants to move a mobile home onto a separate five-acre parcel on Clair Wright Road that the family owns. Discussion. SOLICITOR Western Trail/G. Antolik - we received a copy of a suit filed by Attorney Marsh on behalf of Engineer Mark Corey against Mr. And Mrs. Antolik. Impact Fee Ordinance - nothing. Loyalty Oath for Employees - the Solicitor recommended that the employees sign an oath and put L.S. after their names. Discussion. OLD BUSINESS Lights on for Safety - nothing. NEW BUSINESS Apply for County Aid - will do when Dave returns. Zoning Hearing Board Hearing/William Roberts - hearing is March 1, 2000 at 7:30 p.m. CORRESPONDENCE ECATO Meeting - ECATO meeting is February 24th at 7:30 p.m. at Summit Township. Discussion will be held on the Hotel/Motel Tax. All will attend.
