February 24, 2000 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar with the Pledge of Allegiance at 0804 hours. Present were Sachar, Supervisors Denver Ireland and Dave Henderson, Solicitor George Schroeck and Peggy Harvey. Secretary Bonnie Bernhardt was on vacation. VISITORS/PUBLIC COMMENT None Appointment of Assistant Secretary/Treasurer A motion was made by Henderson and seconded by Ireland to appoint Dave Henderson as Assistant Secretary/Treasurer. The Board could not remember, for sure, if this was done at the organizational meeting. Motion passed unanimously. Harvey Craft Show Harvey discussed with the Supervisors the Bar None American Festival to be held the last two weekends in July on the Woods property on Fry Rd south of Crane Rd. An application will be forthcoming as soon as the blank forms are available from the Township. Peggy Harvey left the meeting at 0820 hours. MINUTES A motion was made by Sachar and seconded by Ireland to approve the minutes of February 8, 2000 with the corrections. Correction: the SOLICITOR, Western Trail/G. Antolik minute on page 226 be changed to read: "we received a copy of a response filed by Attorney Marsh on behalf of Engineer Mark Corey to a suit filed by Mr. and Mrs. Antolik." Carried with Supervisor Henderson abstaining because he was not in attendance. SOLICITOR Western Trail/G. Antolik - discussion was held on when we were to receive a complaint from Antolik's attorney. It is due to be received soon. Discussion was held on the engineer fees review. Schroeck will try to set up a meeting with the engineer on March 8th. Impact fee - nothing now. Loyalty Oath - Schroeck reviewed the process of placing an "LS" meaning legal seal after a signer's signature for Henderson's benefit. This option would eliminate having to take all employees and others to a notary public for signing. REPORTS Roadmaster - Henderson reported that some snow plowing and brining was done and repairs were made to equipment. It was noted that roads were getting soft. Some pavement breakup was observed by Ireland on the Silverthorn blacktop. Fry blacktop was ok so far. Henderson noted the gravel roads had many soft spots. Henderson and Sachar noted that the gravel roads adjacent to paved roads where salt was being used were mushy from the salt softening the gravel surface. If it gets worse some stone may have to be placed. The Mager Undertaking - nothing. Agility - nothing, but PennDOT will be contacted soon. Falls Road Bridge #2 - no activity expected until a complete thaw occurs. Generator - nothing. Airport Millings - Henderson reported that the Airport had called indicating that they would have about a 1,000 tons (600 Cu. Yds.) of millings available for us from a taxiway resurfacing job. Russell Standard was contacted and agreed to haul the millings. They may be the resurfacing contractor too but the bids have not been let yet. Russell Standard will take some of the millings in payment for the hauling. More will be known soon. One-ton, Oshkosh, Summer Road Program - discussion was held on the price of diesel fuel and the penalty in increased cost that the Township will pay for graveling and hauling this year. Henderson suggested the Board consider not hauling gravel this year and using the money to buy an Oshkosh and a One-Ton and/or do more pipe replacements than previously planned. It was noted that the increased diesel price would probably cost the Township $3,000 to $4,000 more than planned. Since more money is not available the amount of graveling would have to be reduced. No decision was made at this time. Discussion was held on what equipment to sell at the auction. A motion was made by Ireland and seconded by Sachar to sell the One-Ton, Oshkosh and Mack at the county auction. Motion passed unanimously. The International cab and chassis and engine rebuild will be done later when time permits and when completed, will be sold separately. FINANCIAL AND TAXES Bills - discussion on various bills. A motion was made by Sachar and seconded by Ireland to pay the bills as presented. Motion passed unanimously. Payroll - a motion was made by Sachar and seconded by Ireland to approve payroll #4-00 as presented. Motion passed unanimously. Tax Collection Form - a motion was made by Sachar and seconded by Ireland to approve the use of the new form only. Motion passed unanimously. Warrant Tax Collector - a motion was made by Sachar and seconded by Ireland to warrant the tax collector for $78,059.24. Motion passed unanimously. PLANNING, ZONING AND HEALTH DEPARTMENT Review Planning Commission Minutes - none Update Comprehensive Plan/Vision Committee - waiting for Vision Committee final report. Industrial Park/KOZ - nothing. Harvey Craft Show - see above Erie County Subdivision Ordinance - waiting on a model ordinance from the county. Secretary needs to follow up. Andrew and Ella Buren Subdivision - the supervisors reviewed the current situation. The Secretary is to suggest to the Buren's that they subdivide their property so that all three residences are on separate parcels. ZHB Hearing, Roberts - discussion on the hearing scheduled for March 1 at 7:30 p.m. OLD BUSINESS Lights on for Safety - nothing. NEW BUSINESS County Aid - a motion was made by Henderson and seconded by Sachar to apply for county aid and to use the money for the Falls Road Bridge #2 construction. Motion passed unanimously. Remove Fire Department from Fleet Policy - a motion was made by Henderson and seconded by Ireland to remove the Fire Department's name from the fleet policy at their request. Motion passed unanimously. NWRECA Wastewater Monitoring Alliance - discussion. A motion was made by Henderson and seconded by Sachar to participate in the wastewater monitoring alliance with REA. Motion passed unanimously. The Secretary can complete and mail the form to them. CORRESPONDENCE County Meeting - all Supervisors are planning to attend the meeting tonight. Other Correspondence - the Supervisors reviewed and determined who will attend the upcoming county school sessions and the annual firemen's dinner.
