March 14, 2000 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar with the Pledge of Allegiance at 2002 hours. Present were Sachar, Denver Ireland and David Henderson. VISITORS/PUBLIC COMMENT No one present. MINUTES Sachar moved to approve the minutes of 2/24/00 as presented. Henderson seconded. Carried. REPORTS Superintendent - Dave reported that there was a breakdown on the ditcher. Numerous parts were replaced which put the schedule back a week. Rick is almost done ditching the east side. There are continuing problems with the electrical system on the tanker. All the circuits are being replaced. The roads are breaking up. Crew borrowed 10-ton weight limit signs from PennDOT and put them up at all intersections. Shadduck was shut off temporarily. School buses are back on it today. The thaw humps were planed. There is extensive damage on Fry and Silverthorn, approximately 14 spots on Silverthorn and 30 on Fry. The damage to Fry is from heavy trucks, the milk truck is running it every day instead of coming in from the south to get to Olsavsky's. The hauling company has been told in years past to go around and come in from the south. Dave said he will try to catch him and force him to bond the road. The estimate is $20,000 worth of repairs on Silverthorn and Fry. Dave feels the spots on Silverthorn are where we cut a ditch down the center of the road. Sachar - Silverthorn between the blacktops really needs some gravel. Mager Tree Report - nothing to report. Generator - nothing. Airport Millings - nothing. Agility - Dave will meet with Scott Young soon. Ireland - have them seal coat. Henderson - the price might not be good for seal coating. They'd do small strips. Falls Road Bridge #2 - no action yet from the construction crew. Dave stated that he complained to our Engineer twice. Bob Everhart is complaining about the lack of action on the bridge. Mark Corey said he's talked to them. One-Ton, Oshkosh, Summer Road Program - Dave reported that Denver had found a one-ton at H.P. Trailer Sales and that he and Rick had looked at it. It is a 1993 Ford F350 XL with a 460-gas engine with 58,000 miles. The cab and chassis are in good shape but the steel dump box is in poor shape and it needs exhaust work. The price is $13,000. A new bed is $3,800 from the factory. It would have to be bid. Dave felt that we should write the specs and invite him to bid. The price is in line. The Board could authorize the bidding process tonight and the money could come from the graveling program. We held off on road plans for this year because of the bridge. Dave said that we could do a couple more pipes but would have to order them by this week. The pipe on New west and on Francis by Russell Standard need replaced. We would have to haul in more gravel to do them. Discussion on the County-wide study being done on communications. Sachar - the money ear-marked for the front bay is from the municipal building fund. Henderson - after the pavement repairs, we may have $25,000 to work with. That is a real big pipe by Russell Standard, another $2,500 would do the pipe on New. Sachar - save the rest for spot graveling on the bad spots and do the pipes. Ireland - spot gravel and do one road when we see what we have. Henderson - we would have to do it by August. Sachar - I would rather have a diesel engine in a Ford, better gas mileage. Ireland - let's shop some more. All were in agreement to do the two pipes, spot gravel, repair Silverthorn and Fry. The road graveling program will be delayed by a year. Henderson - if we gravel Silverthorn between the blacktops, that's two miles. Discussion on the 20% price increase for gravel due to diesel prices. Sachar - if we see in August that we can do it, do the two miles of Silverthorn. FINANCIAL AND TAXES Bills - discussion on various bills. Sachar moved to pay the bills as listed totaling $20,136.03 general fund and $3,881.90 EIT fund. Henderson seconded. Carried. Payroll - Sachar moved to approve payroll #5-00 as presented. Henderson seconded. Carried. PNC Money Market/Signature Cards, Bank Resolution - cards and resolution were signed. PLANNING, ZONING, HEALTH DEPARTMENT Planning Commission Minutes - minutes were reviewed. Mike Pontore Conditional Use Request for a Home Occupation - Henderson moved to advertise a hearing for April 11, 2000 at 8:00 p.m. Sachar seconded. Carried. Update Comprehensive Plan/Vision Committee - they meet Thursday evening. Dave said that he will encourage them to get the job completed. Industrial Park/KOZ - waiting for Edinboro Borough to say yes or no. Adopt Erie County Subdivision Ordinance - the County said to use the incorporation ordinance from the old subdivision ordinance. Buren Subdivision - no word from the Burens. SOLICITOR Western Trail/G. Antolik - the review by the independent engineer on Mark Corey's bills was held last Thursday at Attorney Schroeck's office. Will wait for his decision. Impact Fee Ordinance - nothing. OLD BUSINESS Lights on for Safety - nothing. Census 2000 - Dave reported that he talked to our mail carrier and asked how many bad addresses he turned back on the census pre-letter. He said 15%. Dave had a meeting with Congressman English and County Council members on this problem. Accuracy now depends on how well the enumerators do their job. Congressman English said he will work from the top down. NEW BUSINESS County Aid Form - form was signed by all. Edinboro Triathlon - Henderson moved to approve the request and send in the paperwork when the insurance form is received. Ireland seconded. Carried.
