March 30, 2000 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 0800 hours with the Pledge of Allegiance. Present were Sachar, Denver Ireland, David Henderson, Jim Pfadt and Nevearin LeSuer. VISITORS/PUBLIC COMMENT Jim Pfadt - expressed his concern about the number of mobile homes located within the Township. Can we restrict them? Washington Township makes them use a permanent foundation. Also is the craft fair permitted? Henderson - she has been working with us. We have a comprehensive Public Assemblies Ordinance and she is working on her permit. Sachar - my observation is a trashy mobile home would be a trashy house. Pfadt - a mobile home has no storage where a house does. Henderson - a lot of mobile homes have been converted to houses. If they are forced to put in a permanent foundation, you'd never get it converted into a house. The Census will tell us how many mobile homes we have. Nevearin LeSuer Mylar - Mr. LeSuer is subdividing two parcels with existing houses and outbuildings. Lot 1 at 10944 Fry Road has 257 ft. of frontage with 3 acres, lot 2 at 10956 Fry Road has 250 ft. of frontage and 2.87 acres. Mr. LeSuer will build a new home on the remaining 49 acres with 212.77 ft. of frontage at 10922 Fry Road using a flag lot. Discussion on the south property line with neighbor Ed Ignaczak and on future flag lots. Ireland moved to approve the Nevearin LeSuer Mylar as presented. Henderson seconded. Carried. Mylar was signed. Mr. LeSuer left the meeting at 0823 hours. MINUTES Ireland moved to approve the minutes of 3/14/00 as presented. Henderson seconded. Carried. REPORTS Superintendent - Dave reported that the roads were planed and are being planed again today. He is holding off on grading until they firm up more. The crew has been getting the equipment ready for auction. They will take it over next Tuesday or Wednesday. Mager Tree Report - nothing. Generator - nothing. Airport Millings - nothing. Summer Road Program - nothing. Repairs to Silverthorn and Fry - nothing. Denver said that Silverthorn seems to be settling down. Agility - Dave reported that he had a meeting with PennDOT and we will be doing ditching, mowing and a couple of tail ditches for them. The ditches are west of Mohawk on Old State and one on Hollobaugh's on Old State and whatever else they want done. Falls Road Bridge #2 - the crew is back working on the bridge. The delay was because there was no washed stone for backfill available. They are hauling the stone from Townville. They will begin the south wall next week. If there are no major weather delays, they should be done a month from now. Francis Road Dip - crew will fill in the dip by the under road pipe to widen that section between Mohawk and Brooks with the material from the bridge. Discussion. One-Ton Purchase - some vehicles may be available in mid-May at the Palmyra auction. Truck and Trailer had one here and will give us a price. Oshkosh Replacement - several pictures of trucks available were received. The Palmyra auction will have one also. FINANCIAL AND TAXES Bills - discussion on various bills. Dave said that he will use the R-3 stone by the banks of the I-79 bridge on West Stancliff and in the ditch on Eureka by Hugh Crandall's. Sachar moved to pay the bills as listed totaling $8,239.34 general fund. Ireland seconded. Carried. Payroll - Henderson moved to approve payrolls #6-00 and #7-00 as presented. Ireland seconded. Carried. PLANNING, ZONING, HEALTH DEPARTMENT Review Planning Commission Minutes - nothing. Harvey Craft Show - she is finalizing her permit application. Update Comprehensive Plan/Vision Committee - they will present their final report on April 11th. Industrial Park/KOZ - Dave reported that at the last sewer meeting, DEP issued an ultimatum to Edinboro Borough to create a regional sewer system. DEP and the Boro will meet again and come up with a final plan for a system. If the Boro says no, Washington Township's sewer rates will go up 40% for repair work. Adopt Erie County Subdivision/Ordinance #1-2000 - Dave reported that we are in the final stages of review. Denver asked if the Attorney has to review the whole ordinance. Dave answered that he only has to review page 1. We're adopting by reference. Ireland moved to advertise a hearing for Ordinance #1- 00/new Subdivision Ordinance for May 25th at 8 a.m. Henderson seconded. Carried. Buren Subdivision - it was noted that there are steps up to the trailer now. Mr. Buren has been going in and out of it. Sachar directed the secretary to write to the Burens and ask them what's going on and to remind them that they are not allowed to live in it until the property is subdivided. George Burbules Mylar - the Mylar for the subdivision of the former Pete Gregan property at the corner of Crane and Silverthorn was reviewed. The Mylar shows 11 lots varying in size from lots with 250 ft. of frontage and a lot with 2.1522 acres to a lot with 632 ft. of frontage and a lot with 9.713 acres. Ireland moved to approve the Burbules Mylar as presented. Henderson seconded. Carried. Mylar was signed. OLD BUSINESS Lights on for Safety - nothing. Census - will have another meeting with Congressman English. Triathlon - waiting for insurance form. Recycle Day - will check with the fire department and ESTA for June 3,10 or 17. NEW BUSINESS Request from Weis Library U.M. Church Youth Group for Recycle Soda Cans - Sachar moved to allow the Youth Group to take the recycled soda cans from the Township garbage bin. Henderson seconded. Carried. CORRESPONDENCE State Wide Building Code Meeting - Denver reported on the meeting that he attended. MDIA estimates the cost for a residence would be $420 for six inspections. Sachar - is there any talk on the county level? Henderson - yes. The meeting was for all officials to discuss how best and what methods are available for compliance. Personally I think we should be in a group to hold down the cost to the resident. A unified system is the most economical for economic development. Discussion on what is exempt. Attorney George Schroeck arrived at 0935 hours. SOLICITOR Western Trail/G. Antolik - we will reply with our rebuttal and file it with Mr. Simmons. Letter of Complaint - reviewed an anonymous letter about several abandoned vehicles on a property on Crane.
