April 27, 2000 The meeting of the Franklin Township Board of Supervisors, held in the Township office, was called to order by Chairman John Sachar at 0800 hours with the Pledge of Allegiance. Present were Sachar, Denver Ireland, David Henderson, Peggy Harvey and Joyce Berry, Chairman of the Vision Committee. VISITORS/PUBLIC COMMENT Peggy Harvey/Bar None Craft Show - Ms. Harvey's public assembly application was complete. Henderson moved to approve a public assembly permit for Peggy Harvey for the weekends of July 22-23 and July 29-30, 2000 for the Bar None American Festival. Ireland seconded. Carried. Vision Committee Report/Update Comprehensive Plan - Ms. Berry presented the Strategic Plan prepared by the Vision Committee for review. The Committee feels that the Comprehensive Plan should guide the Township in the way the residents said that they want it to go. Henderson - the new RECA septic system should be approved this year but it will be in the same category as a small flow treatment facility with a long approval time frame. It will be another year before it will get quick approval. Berry - there are two main aquifers under the north end of the Township. Any large industry or housing developments would have to be located there. There is also water on the southeast corner. The Strategic Plan as presented by the Vision Committee was reviewed point by point. Discussion was held on police response time, the need for possible rezoning, preserving natural sites in the northwest corner of the Township, the need for green space and buffer zones along streams. A copy of the Plan will be mailed to all residents along with the recycle newsletter and a public meeting will be held afterward. Joyce Berry left the meeting at 0836 hours. MINUTES Sachar moved to approve the minutes of 4/11/00 as presented. Ireland seconded. Carried. REPORTS Superintendent - Dave reported that equipment has been repaired and roads have been lightly graded. We are preparing for road oiling, the letters to residents have been sent. Ireland - why did it take so long to patch Fry Road? Henderson - you can't patch unless it is dry and warm enough. Some townships may have hot patch capabilities but we don't. It was a judgment call on whether to patch Fry or grade the whole Township. I chose to grade. I'm currently preparing the mailing for recycle day and the comprehensive plan will have to be written because we can't afford to hire it done. Ireland - we don't need to create a paper monster. Mager Tree Report - nothing to report. Agility - we're ditching the west side of Route 98 for PennDOT. Falls Road Bridge #2 - discussion on placing a bronze commemorative plaque on the wing wall of the bridge identifying the contractor, engineer, Board, date etc. The approximate cost would be $300 for an 8"x18" plaque. Henderson moved to approve placing a commemorative plaque on Falls Road Bridge #2. Ireland seconded. Carried. Falls Road Bridge #1 - Mark Corey suggests scheduling the design and construction this fall during the 12 Year Transportation Plan update and get it into the first 4-year schedule. It has been approved on the State level. Henderson so moved. Ireland seconded. Carried. Francis Road Pipe - the job is completed, area has been seeded. Manuals were ordered from PennDOT. Mark Corey will help in the decision on the amount of guide rail needed. Generator - nothing. Airport Millings - nothing. The contract has not been let. One-Ton Purchase - nothing. Oshkosh Replacement - Henderson moved to approve the purchase of a 1984 Oshkosh from the municipality of the Town of Williamstown, N.Y. for $34,000. Ireland seconded. Carried. Summer Road Program - Dave reported that he had no detailed information yet, as he is waiting for Bob Everhart to ride along with him and give a cost estimate on repairs to Silverthorn and Fry. Silverthorn and Fry Repairs - see above. Gravel and Dirt Road Program - Dave reported that we probably won't hear on this matter until mid-year on funding from the Soil Conservation District. Funding includes gravel, tubing, riprap etc. but no paving. FINANCIAL AND TAXES Bills - discussion on various bills. List includes the pay off of the Infrastructure Bank loan. Henderson moved to approve payment of the bills a listed totaling $368,046.07 general fund; $2,604.50 state fund and $178.10 Silverthorn Road Assessment fund. Sachar seconded. Carried. Payroll - Henderson moved to approve payroll #9-00 as presented. Ireland seconded. Carried. Tax Collector Bank Resolution Form - form was signed. Infrastructure Bank Loan Payoff - Henderson moved to approve the payoff of the loan using various funds. Ireland seconded. Carried. CDBG Application - the Township has tried in the past to receive grant money but it requires the area to be of a low to moderate income level. Henderson - I am of the opinion that there is no place in the Township that would meet the income requirements. Discussion on making application for the KOZ at some future time. Sachar - would a recreation area qualify? Like the VFW sports area. If a business wants to expand within the Township, would they apply through us? Henderson - parks and playgrounds are permitted. Dave will call and ask if the sports fields are feasible. PLANNING, ZONING, HEALTH DEPARTMENT Planning Commission Minutes - nothing. Update Comprehensive Plan/Vision Committee - see visitor section. Industrial Park/KOZ - regional sewer meeting on Friday, 28th. Henderson will attend. Harvey Craft Show - see visitor section. Ordinance #1-2000, Subdivision Update - scheduled for vote on May 25th. Buren Subdivision Progress - Mrs. Buren produced copies of several separate deeds for her property. There are no separate lines on any maps here or at the Courthouse showing the divisions. She is trying to avoid the expense of a subdivision. Discussion. OLD BUSINESS Lights on for Safety - nothing. Census - nothing. Recycle Day, June 17th - because of the low price of steel last year, we ended up paying for the roll-offs. Will check with Liberty Metal this year to see if we can get a better price. Discussion on mosquito spread diseases and abandoned tires as a breeding ground. Refurbish Front Truck Bay - the cost estimate from Otenni's was reviewed. Board decided to remove the floor cleaning from the estimate. Dave reported that $1,500 was budgeted for new lights, etc. Summer is a good time to do it when the equipment is out and the doors can be opened for ventilation. Sachar moved to hire Otteni Industries, First General Services to do the work. Henderson seconded. Carried. Attorney Schroeck arrived at 0925 hours. SOLICITOR Western Trail/G. Antolik - Attorney Schroeck presented a copy of the Township's rebuttal to Attorney Moorhead's brief. Sachar - should we have an opinion from Mr. Simmons by next meeting? Schroeck felt that we should. Buren Subdivision - Schroeck said that Mrs. Buren could avoid large surveying bills if the Township and the County agree to re-divide the property along the original deed lines. Attorney Schroeck agreed to write up three separate deeds and have her record them at the Courthouse. The new deeds will use the lines from the old deeds on file. Sachar - are you suggesting that we send the county a letter saying that there were three deeds? Henderson - George is suggesting creating 3 deeds using the old deed lines that she can take to the Courthouse and get three separate parcel numbers. Schroeck - I'll do the work for her no charge. I understand the situation. I'll also do the letter gratis. Henderson - once the assessment office draws the map, a building permit can be issued. Ireland moved to authorize the Solicitor to draw up the deeds and to send the County a letter on this issue gratis. Sachar seconded. Carried. NEW BUSINESS Support Your Volunteer Fire Department Brochure - members of the fire department are coming for the May morning meeting to discuss ways of facilitating our local volunteer fire department. Minor Vandalism at the Township - Henderson moved to send a letter to area residents asking them to tell their kids to stay away from the Township grounds. Ireland seconded. Carried. CORRESPONDENCE Stray Dogs/Need for a Shelter - a local kennel operator wrote asking for support by sending a letter to County Council asking them to fund a local shelter. Currently Erie County strays are being sent to Crawford and other counties. Henderson moved to send County Council a letter on this issue. Ireland seconded. Carried.
