May 9, 2000 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 2015 hours with the Pledge of Allegiance. Present were Sachar, Denver Ireland, David Henderson, Don Kuhn and Dan Parker. VISITORS/PUBLIC COMMENT Don Kuhn Revised Sketch Plan - on the recommendation of the Board, Mr. Kuhn revised his sketch plan for the subdivision of the property at 8730 Brooks Road. The sketch shows that the rear property line was extended to meet the 50 ft. rear setback requirements. Front and side yard setbacks also meet requirements. Board approved the revision. MINUTES Henderson moved to approve the minutes of 4/27/00 as presented. Ireland seconded. Carried. REPORTS Superintendent - Dave reported that 10 miles of road was deeply graded, the crew has installed a lot of driveway pipes, made various equipment repairs and are fixing the winter equipment getting it ready for summer storage. The under road pipe on Silverthorn by Lechefsky's is undermined and it will be replaced this year instead of the pipe on New. That pipe will have to wait until next year. Sachar - I had a complaint on the cold patch on Silverthorn. It wasn't packed in. Henderson - it's a temporary fix. It is sticky and not packed in. We have no roller to pack it in. Mager Tree Report - nothing. Agility - nothing. Generator - nothing. Airport Millings - the bid has not been let. Falls Road Bridge #2 - an example of the commemorative plaque was shown. It will be 8"x18" bronze. Discussion. One-Ton Replacement - there are several one-ton vehicles listed for the Palmyra auction on May 20th. Sachar moved to pre-authorize the purchase of a one-ton truck. Ireland seconded. Carried. Pavement Repairs/Fry and Silverthorn - discussion on the repairs needed and the need to stay within our budget. Dave reported that there are several areas on Silverthorn that the Township crew can repair. There are a total of 23 spots on Silverthorn and 52 spots on Fry that need to be repaired. The Township cannot afford to cut out all of them. Bob Everhart recommends a 2" overlay of the bad areas with a seal coat. Henderson - I asked Washington Township for help on Fry since it is a boundary road. He didn't say no. The cost proposal from Russell Standard to do the work is $16,539.93 for Silverthorn and $26,896.14 for Fry. We can use Agility to seal coat the other areas with lesser damage. Our summer road program goes right out the window. Sachar - I hoped the rug under Silverthorn would have prevented this. Discussion on the French drains that were used. Ireland moved to open bids for repairs to Fry and Silverthorn on June 13th at 8 p.m. Henderson seconded. Carried. Summer Road Program - there is no money for gravel (see above). State Gravel Road Program - waiting for word. Oshkosh Repairs - estimated cost of refurbishment is $11,440 including a stainless steel spreader box. Sachar - how will we finance this? Henderson - we need to do the job right. When we know all the figures this fall, then we'll look into financing and the package will include the one-ton. We expected to do the one-ton next year but it went bad this year and is uninspectable. Sachar - can we do without one this year? Henderson - it will hurt us in an ice storm. Our response time would go from 4 hours to 5 hours. We could purchase a spreader box for a one-ton from West County for $400. Ours is shot. Discussion on a new stainless steel spreader box for the Oshkosh. Ireland - do everything else and replace the box next year. Henderson - we will have to replace a lot of parts, we'll have at least $1,000 in repairs on the old one. It's just not worth it. The Walsh and Seigworth spreaders are comparable. Sachar - it doesn't pay to patch. Henderson - you pay for it in reliability. If it's broken, you don't plow. With this Oshkosh, we can use it for the first and last snows of the season and can keep the single-axle trucks in service longer. Sachar and Ireland said that they will think about it for the next two weeks until the May 25th meeting. FINANCIAL AND TAXES Bills - Henderson moved to pay the bills as listed totaling $38,435.77 general fund (includes bridge payments) and $10,355.42 state fund. Ireland seconded. Carried. Discussion on the cost of Russell Standard moving the bridge spoils to Francis Road. Ireland - try to include that cost on the bridge bill. Henderson - it was our responsibility to find a place to put the waste. Payroll - none. PLANNING, ZONING, HEALTH DEPARTMENT Planning Commission Minutes - no quorum for their May meeting. Vision Committee Report/Update Comprehensive Plan - Henderson moved to advertise a public hearing for July 11 at 8 p.m. on the Strategic Plan. Ireland seconded. Carried. Will include a copy in the Recycle flyer going out in June. Henderson - I think we should send out a post card as a reminder a week before the hearing. Industrial Park/KOZ - Dave reported that the last regional sewer meeting was almost a shouting match between DEP and Edinboro Borough. Discussion on the politics behind the problems with Washington Township, DEP and the Borough. Henderson - DEP cannot force a regional sewer system. The Borough is at their capacity with land use. Their tax base can never grow. Discussion. Adopt Ordinance #1-2000, New Subdivision Ordinance - hearing is May 25th. Buren Subdivision Progress - no word from the Burens or Attorney Schroeck on this issue. Executive Session/Wm. Roberts Appeal of Z.H.B. Decision - the Chairman called an executive session at 2108 hours to discuss the appeal of William and Jody Roberts of the Zoning Hearing Board decision on the property located at 11134 Eureka Road. The meeting was reconvened at 2117 hours. Henderson moved to disagree with the proposed offer from William and Jody Roberts and to authorize the Elderkin Law Firm to intervene on the Township's behalf on the appeal. Ireland seconded. Carried. SOLICITOR Western Trail/G. Antolik - a copy of the brief from Attorney Schroeck to engineer Bruce Simmons was reviewed. Impact Fee Ordinance - nothing. OLD BUSINESS Nothing on Lights on for Safety or Census Update. Recycle Day, June 17th - the first flyer is out. Steel prices are still down so we will end up paying for roll off's and will use Lincoln Metal. Another flyer will be sent the first of June. This year's program will include junk cars. Will try to get Jim Mischler and his 4-wheel drive tractor. Denny's Auto Wrecking will haul for us again. NEW BUSINESS Supporting Your Local Volunteer Fire Department - FTVFD representatives will come and meet with the Board at a future date. Community Character Education - Dave reported on a community education seminar held by the school district on the character-building program that they are using. They are asking for this program to also be a community project. Discussion on various ways the community can help. CORRESPONDENCE Reviewed.
