June 29, 2000 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar with the Pledge of Allegiance at 0800 hours. Present were Sachar, Denver Ireland, David Henderson and Don and Phyllis Kuhn. VISITORS/PUBLIC COMMENT Don and Phyllis Kuhn Mylar - M/M Kuhn are subdividing their rental at 8730 Brooks Road from their property at 8770 Brooks Road. Parcel has 370 ft. of frontage and 2.5255 acres. The existing pole building at the rear of the parcel is 51 ft. from the rear property line. Ireland moved to approve the Kuhn Mylar as presented. Sachar seconded. Carried. Mylar was signed. MINUTES Ireland moved to accept the minutes of 6/13/00 as presented. Sachar seconded. Carried. REPORTS Superintendent - Dave reported that the rest of the road oiling was done yesterday. Unfortunately many areas will need to be repaired because of truck traffic while the oil was fresh. Next week two days will be devoted to trucking with Washington Township on Zessinger Road that will work off what we owe them for Fry Road. The crew will also start replacing the pipe west of Russell Standard on Francis. Mager Tree Report - nothing. Agility - Dave said that he will ride with a PennDOT representative on Fry to measure areas that need to be done by them. Discussion on the repairs to Fry and Silverthorn done by Russell Standard. Areas not sealed by Russell Standard on Fry will be sealed by PennDOT. Silverthorn is done. Sachar - you have 20 to 30 feet of good pavement then a patch. Henderson - it would cost 2 or 3 times as much to overlay the whole road. Falls Road Bridge #2 - Ireland asked if the guiderail on the corner of Falls and Francis should be back further. Henderson answered that the radius is sharper because we were on private property before. The angle is sharper now. Discussion on having a dedication ceremony. Ireland - I don't think we need a dedication ceremony. None will be held. Bridge Acceptance Certificate - Ireland moved to accept the Falls Road Bridge #2 and to sign the acceptance certificate. Henderson seconded. Carried. Henderson signed the certificate. Falls/Francis Road Signs/Speed Limit/Ordinances - John said that he was surprised that Dennis Howard approved of littering the countryside with signs. Henderson - you're not seeing all these signs that close. There is 600-800 feet between them. Most of these signs are already there. Sachar moved to sign the Falls/Francis area according to the plan. Henderson seconded. Ireland - I don't think we need that many signs and it's not in the budget. Why did Corey say the area needs to be posted for 35 mph. Who authorized this letter from Corey? Henderson - his business deals with speed limits and jake brakes. That document has to be on file when the ordinances are in place for enforcement. Dennis Howard asked for this to be done when the bridge discussions were taking place. This letter completes the requirements of the law. Vote - Sachar, aye; Henderson, aye; Ireland, nay. Ireland - where are you getting the money? Sachar - from the sign budget. Do we direct the Solicitor to draft an ordinance for speed limit and jake brakes? Henderson - we can put it all in the same ordinance. Ireland moved to request approval from PennDOT for restriction on the use of jake brakes in that area. Sachar seconded. Carried. Generator - nothing. Airport Millings - nothing. Gravel and Dirt Roads Program - nothing. Repairs to Fry and Silverthorn - Ireland asked where the millings from Silverthorn were placed. Henderson - some were put on Shadduck and some went in Caldwell's driveway. There was no other place to put them. We were blocked in by Russell Standard's trucks and we had to dump somewhere. Equipment Sandblasting - Dave said that Salt Painting did a nice job and that they also sandblast and paint metal roofs. Sachar - the black on the Oshkosh needs to be touched up. FINANCIAL AND TAXES Bills - discussion on various bills. Ireland moved to pay the bills as listed totaling $11,780.13 general fund. Sachar seconded. Carried. Payroll - Ireland moved to approve payroll #13-00 as presented. Henderson seconded. Carried. Dave stated that he will work up a mid-year budget when June is closed. PLANNING, ZONING, HEALTH DEPARTMENT Planning Commission Minutes - none. Update Comprehensive Plan/Vision Committee - hearing on the strategic plan is July 11th at 8 p.m. The regular business meeting will be brief. Industrial Park/KOZ - nothing. Andrew Buren Subdivision - the trailer that was on the parcel with the school is gone. Question is where did it go? Appoint Dave Knight to Planning Commission - Henderson so moved, Ireland seconded. Carried. OLD BUSINESS Lights on for Safety - REA dropped the ball. They don't want to pay for new poles for lights. We were inquiring what the cost would be to us to have them install poles at Old State and Eureka. They will send their engineer out to do a study. Census - the Governor has started an outreach program because the count is so low, 20-24% have not been turned in. Recycle Day, June 17th - Dave reported that Dan Netzler will truck the tires to Buffalo for $400. This ends up being about the same price as Integrated Tire. Henderson moved to hire Interim Personnel to load the tires and to hire Dan Netzler to haul them to Buffalo. Ireland seconded. Carried. Thank you letters will be sent to all who volunteered. Ireland moved to purchase four $20 gift certificates to Crowley's Restaurant for community volunteers Jim Kell, Jim Pfadt, Marty Berry and Joyce and Bob Berry. Ireland moved to send special notice letters concerning junk cars to those noted as having more than one unlicensed, uninspected vehicle. Henderson seconded. Carried. NEW BUSINESS Volunteer Fire Department Brochure - Dave will set up a meeting with the fire department for July 27th to discuss the problem of volunteerism. Community Character Education - nothing. VFW Sports Fields - Denver reported that they are interested in putting in ball fields and would like to get information from the Board. Henderson - we've done this. We've sent them information on grants. We need a proposal from them. An operating authority has to agree to run the place at least as long as the grant period. The problem is the appropriating authority and the VFW needs to get the commitment from the operating authority then we can get a grant going. Ireland - I think we should all go up there and talk to them on July 17th. Henderson - the whole grant process is on our shoulders, along with making sure the ball fields get done and the operating authority is in place. Someone has to run it. Dave and Denver will attend their meeting on July 17th. SOLICITOR Solicitor was asked by phone the following: Buren Subdivision - working on it, it's not an easy task; Western Trail/G. Antolik - no word from the independent engineer, Schroeck will call Moorhead. Denver said that the engineer is taking too long, that it's going into another year. CORRESPONDENCE Evacuation of Personnel During Emergencies - Erie County EMS wants a list of authorized individuals to declare evacuations in case of emergencies. Sachar moved to name the following individuals by position authorized to recommend an evacuation of personnel within the boundaries of Franklin Township: Emergency Management Coordinator, FTVFD Fire Chief, Supervisors.
