November 14, 2000 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 2007 hours with the Pledge of Allegiance. Present were Sachar, Denver Ireland, David Henderson, Ed Kuligowski, Ron Farmer and sons, Dan Parker and Reporter Tim Hahn. VISITORS/PUBLIC COMMENT Kuligowski Mylar - Mr. Kuligowski is subdividing a 250 ft. frontage by 8.755 - acre lot with an existing barn and mobile home at 6734 Old State Road. Remaining land has 3 two-acre lots fronting on Old State and a 19.761-acre lot that is accessed by a 50 ft. private drive/publicly dedicated road. A separate parcel at the rear is also accessed by the private drive. Ireland moved to accept the Kuligowski Mylar as presented. Henderson seconded. Carried. Mylar was signed. Ronald Farmer - are you planning on tar and chipping Francis Road? Sachar - it's not in the long-range plan. Farmer - when are you putting the guide rails back up? Henderson - they are ordered but Green Acres is behind schedule. Farmer - what is the deal on Gudgeonville? Sachar explained the situation with Girard Township. Farmer asked if we have tried for a grant for paving. Sachar - Silverthorn and Fry were assessed by the front foot and the residents paid for their road. Harry Farmer - Francis is mud when it rains and dust in the summer. How far is it to pave it, one mile? Henderson - take a petition around to your neighbors, get 51% of the front footage and we will pave it. It costs $150,000 a mile to pave. My entire budget for roads is around $250,000 and that includes wages, maintenance, parts, payments, etc. How can we afford to pave? Ron Farmer - in the summer, it's so dusty you can't breath. Francis is the most traveled road in the Township. You put up speed limit signs but who enforces it? Henderson - I agree it is heavily traveled. PSP enforces the speed limit. To answer your question, we coated the signs and poles with goop to help prevent theft. Sachar - we have some money saved. We can pave a section by front foot assessment. This year we had $46,000 in repairs to the paved sections of Silverthorn and Fry. If you get 51% of the front feet, then we will pave. Some will be for it and some against but all must abide by it if you get 51%. Cousins Mylar - the Mylar shows the storage buildings being separated from the existing house at 7388 West Stancliff Road. Both lots meet Zoning Ordinance regulations. Discussion. Henderson moved to approve the Cousins Mylar as presented. Ireland seconded. Carried. Mylar was signed. Servidio Mylar - Mr. Servidio is subdividing a 2.494-acre lot at 6226 West Stancliff Road that has an existing double-wide mobile home on it. Sachar questioned the 225 ft. frontage left on the corner of West Stancliff and Shadduck Road. (See motion and vote at end of minutes.) MINUTES Approval of 10/26; 11/8; and 11/13 minutes tabled. REPORTS Superintendent - Dave said that the crew is working on the Oshkosh axle. The one-ton and one single-axle are ready for snow. One last driveway pipe will be installed this week, the last one for the year. Next week the crew will ready the second single-axle and the grader and finish the axle repairs on the Oshkosh. Layoff will probably be at the end of the week the week after Thanksgiving this year. Mager Tree Report - nothing. Agility - nothing. Gravel Road Program - nothing. Generator - nothing. Girard Township/Gudgeonville Road - their meeting is tonight. Falls Road Bridge #2 - last payment from the State was received and Shingledecker Welding was paid. FINANCIAL AND TAXES Bills - discussion on various bills. Henderson moved to pay the bills as listed totaling $9,509.68 general fund; $1,046.94 equipment fund; $100.00 fire department fund and $241.61 municipal building fund. Ireland seconded. Carried. Payroll - Henderson moved to approve payroll #23-00 as presented. Sachar seconded. Carried. Dave reported that Larry Pieper is taking physical therapy. Gerry Caldwell has been filling in. PLANNING, ZONING, RECREATION, SAFETY AND HEALTH Planning Commission Minutes - the Commission would like the Solicitor to tell us who is allowed to use a private drive/publicly dedicated road and who is allowed to use a gated community road. Commission is also looking at storage trailers and animal density per acre. They will report their recommendations to the Board. Board agreed to direct the Solicitor to research and answer these questions. Henderson - we can get some information from Erie County Planning and also ask Millcreek Township. Update Comprehensive Plan - nothing. Industrial Park/KOZ - nothing. Buren Update - nothing. VFW Recreation Complex - they sent a letter saying that they will go it alone. Dave's Pond Recreation Complex - nothing. Regional Parks and Recreation Meeting - in an effort to eliminate duplication of services, Washington Township is attempting to set up a combined municipality and school district meeting to discuss this issue. Ireland - it should be addressed to the whole Board of Supervisors. Sachar moved to approve participation in the discussions. Ireland seconded. Carried. Abandoned Gas Wells - nothing. Storage Trailers - nothing. See Planning Commission minutes above. SOLICITOR Western Trail/G. Antolik - we should soon have our engineer's inspection report on Western Trail. The Solicitor should have the paperwork for taking over the road here for the Thursday meeting. Impact Fee Ordinance - nothing. OLD BUSINESS Lights on for Safety Intersection Lighting - nothing. NEW BUSINESS Regional Parks and Recreation - see above. CORRESPONDENCE Glinodo Earth Force Letter - letter supports the Montessori School as a charter school.
