January 2, 2001 The organizational meeting of the Supervisors of Franklin Township, held in the Township office, was called to order at 0821 hours. Present were John Sachar and David Henderson. ORGANIZATIONAL AGENDA APPOINTMENTS: Temporary Chairman/Temporary Secretary - Henderson moved to appoint John Sachar as temporary chairman and Bonnie Bernhardt as temporary secretary. Sachar seconded. Act 511 Tax Collector - Henderson moved to pay the 511 Tax Collector four (4) percent of taxes collected plus expenses. Sachar seconded. Carried. Compensation for Selling Garbage Tags; Shelhamer and Walter - Henderson moved to pay June Shelhamer and Ruby Walter 10 cents (.10) per tag sold. Sachar seconded. Carried. Solicitors Fees - Henderson moved to pay the Solicitors as established at the previously negotiated rates or their hourly rate. Sachar seconded. Carried. Engineer Fees - Henderson moved to pay the Engineer fees as established at the previously negotiated rate or their hourly rate. Sachar seconded. Carried. OTHER: Roadmaster Duties - Henderson moved that the Road Superintendent duties be as outlined in the Second Class Township Code and as authorized by the Board of Supervisors. Sachar seconded. Duties - Other Employees - Henderson moved that the other employee's duties be as outlined by the Second Class Township Code and as determined by the Road Superintendent and/or the Board of Supervisors. Meeting Dates and Time - Henderson moved to set the monthly meeting dates for the second Tuesday at 8:00 p.m. and the last Thursday at 8:00 a.m. Budget sessions will be held on November 12th and 14th at 8:00 a.m. Meeting will be moved to the FTVFD Social Hall in case of an overflow crowd. Review Procedures for Selling Garbage Tags and Review Price - Henderson moved to keep the procedures the same and to charge the current price of $2.00 per regular tag and $1.00 per recycle tag. Sachar seconded. Carried. Review Charges for Ordinances, Etc. - Henderson moved to set the fees at $6.50 plus postage and/or costs for ordinances and 10 cents a copy. Research time is set at $5.25 per half hour or part thereof for the first half-hour and $5.25 for each successive half-hour or part thereof. Sachar seconded. Carried. Review Schedule of Fees for Highway Occupancy Permits - Henderson moved to set the schedule of fees at $50 installation fee/no permit required for replacing an existing pipe; state road - $50 installation fee/no permit for new pipe; state road/replacement pipe and township roads/replacement pipe or new pipes; $25 installation/permit fee for a 10 ft. extension pipe; $50 installation/permit fee for a 20 ft. pipe; $75 installation/permit fee for a 30 ft. pipe; $100 installation/permit fee for a 40 ft. pipe, or at the prevailing rate per the State's Schedule of Fees. REGULAR AGENDA: VISITORS/PUBLIC COMMENT No one was present. MINUTES Henderson moved to approve the minutes of 12/28/00 with the change of a typing error. Sachar seconded. Carried. Denver Ireland arrived at 0837 hours. REPORTS Superintendent - Dave reported that we have had 141.6 inches of snow to January 2, 2001. Things are going well considering the amount of snow that we have had. Crew is doing a lot of plowing, usually twice a day. Larry Pieper and John Yeaples plow at night with Ray Swift and Gerry Caldwell plowing during the day. We are getting close to the point of needing to use the Oshkosh, the banks are getting high. Mager Tree Report, Agility, Generator, Gravel Roads Program, Boundary Road Agreement/Girard Township - nothing new to report. FINANCIAL AND TAXES Bills - discussion on various bills. Ireland moved to pay the bills as listed totaling $5,502.57 general fund. Sachar seconded. Carried. Payroll - none. PLANNING, ZONING, RECREATION, SAFETY AND HEALTH Review Planning Commission Minutes - none. Update Comprehensive Plan, Industrial Park/KOZ - nothing new to report. Buren Subdivision - discussion on the placement of the mobile homes on the property where the schoolhouse was located. Mrs. Buren said that one of the newer mobile homes would be used as a schoolhouse replacing the old one that was removed. She signed a building permit that was issued for a schoolhouse with the restriction that the mobile home was not to be used for residential purposes. She said the other mobile home is to be attached to an existing shed and both structures are to be covered with pool liner and used as barn and hay storage. Henderson - the simple solution is to subdivide. The quality of the two mobile homes is better than the trailer used as a schoolhouse. Ireland - you still have the old house on the property. Sachar - I can see that being made into a storage building. Send her a letter and ask her to come in and settle the building permit for the second mobile home. Henderson - what's applicable here is the possibility of two trailers being connected and used for residential purposes. Sachar - you could have two trailers if one is used as an outbuilding. Is it being used as a schoolhouse? Are there children being educated in it? Ireland - ask her to give us a list of the children attending the school. Discussion. Sachar - the building permit application for the second trailer isn't complete. Ask her to come in and complete it. Henderson - the Burens have to send a list once a year to the General McLane School District giving the name of the principal, teachers and children attending their school. Sachar - call the school district and see if she has complied with the law. Ireland moved to send the Burens a letter asking them to come in and complete their building permit application form for the second mobile home. Sachar seconded. Carried. Abandoned Gas Wells, Storage Trailers - nothing new to report. SOLICITOR Western Trail/G. Antolik - Dave said that he will call Mark Corey and ask him to outline the repair process and then we can get an estimate on costs. Western Trail appears to be plowed regularly. The residents shouldn't have anything to complain about. Ireland - how much more engineering fees can be tacked on to his bill? Henderson - as long as it is an inspection fee, there is no problem. The last engineering bill was for an inspection. Ireland - we have to send a final bill. What if we have expenses after that? What about the Attorney's fees? If Corey writes up something, can we bill that? Henderson - I'd tack it on. They asked us for more detail. They didn't propose a detailed plan, they asked for one. Ireland - I just want to see the situation solved. Sachar - Antolik still hasn't said he wants us to take the road over. Henderson - it's implicit in their last letter, not explicit. Brine Co-Product Determination - Dave reported that we should get the lab results back soon and then will forward it to DEP. Oshkosh Registration - Dave reported that Jim Cooper will call PennDOT today if there is no word from them. OLD BUSINESS Lights on for Safety - nothing new to report. NEW BUSINESS No new business.
