July 10, 2001 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 2000 hours with the Pledge of Allegiance. Present were Sachar, Denver Ireland, David Henderson, Jarrett Miller and Gary Truitt. VISITORS/PUBLIC COMMENT Gary Truitt said that he was contacted by Rep. Karl Boyes' office who said that a fall meeting would be set up with the residents and Mr. Boyes concerning paving Eureka south of New. MINUTES Henderson moved to approve the minutes of 6/28/01 as presented. Ireland seconded. Carried. REPORTS Superintendent - Dave reported that the crew was off last week. This week the work on the West Stancliff/I-79 bridge project begins. On Wednesday we will be receiving materials. It will be put in the field on the former Glass property southeast of the bridge. Crew will work on this project for the next two weeks. Mager Tree Report, Agility, International Cab and Chassis - nothing. Eureka Road Paving Project - Dave reported that he did the survey on crossroad pipes. He estimates it will cost $12,000 to replace them. He has not estimated under-drain costs yet. Ireland - has any cross pipes been replaced recently? Henderson - no, and they are getting old. I'll price it out in the near future. West Stancliff/I-79 Bridge Project - Dave said that he needs authorization to bid special gravel aggregate and reported that the project has been approved for the rest of the grant to be paid this year. We can complete the project this year. Ireland moved to advertise bids for special gravel aggregate. Bids to be opened August 14th at 8 p.m. Henderson seconded. Carried. FINANCIAL AND TAXES Bills - discussion on various bills. Sachar moved to approve the bill list for payment totaling $4,689.18 general fund; $1,246.86 state fund; $126.39 Silverthorn Assessment fund. Ireland seconded. Sachar abstained from voting on item #5 (Keystone Diesel Engine). Carried. Payroll - Ireland moved to approve payroll #14-01 as presented. Sachar seconded. Carried. PLANNING, ZONING, RECREATION, SAFETY AND HEALTH Planning Commission Minutes - discussion on the changes made by the Commission to Ordinance #2-01, Animal Density draft. Henderson - study this further before we advertise and hold a hearing. Ireland - did the old ordinance have reference to roadside stands? Henderson - yes and it was consistent with other ordinances. Update Comprehensive Plan, Industrial Park/KOZ, Storage Trailers - nothing. SOLICITOR Western Trail/G. Antolik, Impact Fee Ordinance, Oshkosh Registration, Nudity Ordinance Comparison, Zessinger Pit/R. Ivancic - nothing. Waste Management Ordinance Violation - suit will be filed. Discussion on the liens to be filed for non-payment of road oil bills from 2000. Denver said they should be filed with the District Justice because you get your money back with interest. Dave said the cheapest way is to file a lien with the prothonotary. Weight Limit Ordinance Comparison with Act 33-2001 - the Solicitor will be asked to do a comparison between our Weight Limit Ordinance and the new Act 33 of 2001 to make sure ours complies with the Act. Sachar - your saying Act 33 penalizes municipalities for posting roads? Henderson - yes if you try to weight limit a road and it's not done correctly. This is part of the vehicle code. We have an emergency-posting ordinance for posting weight limits in the spring. We need to check it against this Act. Ireland - why do we put signs up? Henderson - this law penalizes you for putting them up without the proper ordinances. OLD BUSINESS Lights on for Safety - nothing. Recycle Day Wrap-up - Dave put an updated analysis in the Board's boxes. Dave Anthony from Washington Twp. remains apologetic for Council's failure to attend and help at Recycle Day. New Recycle Grant - the new grant round will begin soon. New grants for recycling are to be given to those municipalities who have an ordinance in place that prohibits the burning of recyclables. Sachar - how would you enforce the ordinance? Henderson - we have DEP employees that live in the Township. We would have to make every effort to control burning. Sachar - everything is recyclable, paper, leaves, etc. It boggles my mind that we can police our residents that closely. Henderson - according to their news release, you have two choices, no grant or comply. Discussion. Girard Pit Unbilled Expenses - Mr. Summerville stopped in and asked if he could truck gravel from the Zessinger pit instead of the Girard pit and instead of paying cash for the unpaid expenses. Henderson - he would have to mine, screen and truck it to us. The cost to us is 50 cents a yard to Rudy. There is some reasonable cost to him for his screening time. Ireland - use last year's trucking bid. Sachar - even if he brought it from the Girard pit, we'd still have to figure prices. Henderson - the Zessinger gravel could be stockpiled and used as backfill. It is full of silt and stone and couldn't be used on the roads. It would be a lot more muddier screened rather than crushed. We're not taking enough yards to bring in a crusher. We don't use Zessinger run-of-bank because of the rocks in it. His screen is already over in the Zessinger pit. He needs to propose some numbers to us. Ireland - if he screens it, it is acceptable to me. Sachar - request a proposal giving us the number of yards that equates to yards per dollar and cents. Census Appeal - nothing. NEW BUSINESS Recycle Grant - see above. CORRESPONDENCE ECATO Picnic, August 23rd - Denver and his daughter will attend.
