January 7, 2002 The organizational meeting of the Supervisors of Franklin Township, held in the Township office, was called to order at 0810 hours with the Pledge of Allegiance. Present were John Sachar, David Henderson and Jarrett Miller. ORGANIZATIONAL AGENDA APPOINTMENTS: Temporary Chairman/Temporary Secretary - Henderson moved to appoint John Sachar as temporary chairman and Bonnie Bernhardt as temporary secretary. Sachar seconded. COMPENSATION AND MILEAGE RATES: Recommend to Auditors - Supervisors Wages and Benefits According to the Pay and Benefits Schedule - Henderson moved to recommend to the auditors the Pay and Benefits Schedule. Wages and Benefits - Laborers, Equipment Operators, New Employees, Secretary/Treasurer, Zoning Secretary and Zoning Hearing Board Secretary according to the Pay and Benefits Schedule - Henderson moved to set the wages and benefits for those listed according to the Pay and Benefits Schedule. Act 511 Tax Collector - Henderson moved to ay the 511 Tax Collector four (4) percent of taxes collected plus expenses. Miller seconded. Carried. Compensation for Selling Garbage Tags; Shelhamer - Henderson moved to pay June Shelhamer 10 cents (.10) per tag sold. Miller seconded. Carried. Solicitors Fees - Henderson moved to pay the Solicitors as established at the previously negotiated rates or their hourly rate. Miller seconded. Carried. Engineer Fees - Henderson moved to pay the Engineer fees as established at the previously negotiated rate or their hourly rate. Miller seconded. Carried. OTHER: Roadmaster Duties - Henderson moved that the Road Superintendent duties be as outlined in the Second Class Township Code and as authorized by the Board of Supervisors. Miller seconded. Duties - Other Employees - Henderson moved that the other employee's duties be as outlined by the Second Class Township Code and as determined by the Road Superintendent and/or the Board of Supervisors. Meeting Dates and Time - Sachar moved to set the monthly meeting dates for the second Tuesday at 8:00 p.m. and the last Thursday at 8:00 a.m. Budget sessions will be held on November 11th and 13th at 8:00 a.m. Meeting will be moved to the FTVFD Social Hall in case of an overflow crowd. The organizational meeting for 2003 will be held on January 6th at 8:00 a.m. Miller seconded. Carried. Office Hours - Henderson moved to set office hours for Tuesdays and Thursdays from 8:00 a.m. to 2:00 p.m. Miller seconded. Carried. Set Treasurer Bond Limit, $200,000 - Henderson moved to set the Treasurer's bond at $200,000. Miller seconded. Carried. Depository for Township Funds - Henderson moved to approve PNC Bank and PLGIT as depositories for Township funds. Miller seconded. Carried. Review Procedures for Selling Garbage Tags and Review Price - Henderson moved to keep the procedures the same and to charge the current price of $2.00 per regular tag and $1.00 per recycle tag. Miller seconded. Carried. Review Charges for Ordinances, Etc. - Henderson moved to set the fees at $6.50 plus postage and/or costs for ordinances and 10 cents a copy. Research time is set at $5.40 per half hour or part thereof for the first half-hour and $5.40 for each successive half-hour or part thereof. Miller seconded. Carried. Review Schedule of Fees for Highway Occupancy Permits - Henderson moved to set the schedule of fees at $50 installation fee/no permit required for replacing an existing pipe; state road - $50 installation fee/no permit for new pipe; State road/replacement pipe and township roads/replacement pipe or new pipes: $25 installation/permit fee for a 10 ft. extension pipe; $50 installation/permit fee for a 20 ft. pipe; $75 installation/permit fee for a 30 ft. pipe; $100 installation/permit fee for a 40 ft. pipe, or at the prevailing rate per the State's Schedule of Fees. Carried. Reenact All Fees for Various Applications, Ordinances and Fines - Henderson moved to reenact all fees for various applications, ordinances and fines. Miller seconded. Carried. Enact Fee for Tax Certifications and Memo Bills RESOLUTION NO. 1-02 IT IS HEREBY RESOLVED, this 7th day of January, 2002 that the locally elected tax collector is authorized to collect actual out of pocket expenses incurred as follows: A. $5.00 service charge for providing tax certifications upon request by members of the public. B. $20.00 charge for NSF checks that are returned from the bank and charged to the account of the tax collector. C. $5.00 service charge for "in lieu of" bills or additional duplicate tax bills. The tax collector shall retain these expenses and they shall not be paid to the township. In no event shall the collection of these expenditures by the tax collector be considered compensation or salary for the office of elected tax collector. If the collection of these expenditures by the tax collector is determined to be compensation or salary for the office of elected tax collector by a court of competent jurisdiction, this resolution shall become null and void. MINUTES Henderson moved to accept the minutes of 12/27/01 as presented. Sachar seconded. Carried. REPORTS Superintendent - Dave reported that some snow was plowed and equipment problems corrected. To date we have had 46 inches of snow. Agility, International Cab and Chassis - nothing. Eureka Road #4 Paving Project - Dave reported that L-Tap had information on the new fabric. The question is can we reduce the amount of gravel used if we use the new fabric. They said yes, by 1/3. They referred us to the manufacturer who will run the design through ASHTO and give us a report. Elk Creek Boundary Roads - will send a letter asking to be put on the agenda for their February meeting. Safety Study/Route 98 - Dave will send PennDOT a letter of request. FINANCIAL AND TAXES Bills - Henderson moved to pay the bills as listed totaling $3,631.03 general fund and $1,343 fire dept. fund. Sachar seconded. Carried.
