February 28, 2002 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 0806 hours with the Pledge of Allegiance. Present were Sachar, Jarrett Miller, David Henderson, Gary Truitt, Deborah Antolik and reporter Mary Holt. VISITORS/PUBLIC COMMENT Deborah Antolik - what is the view on Western Trail since the cul-de-sac is not paved? We can't continue the subdivision if it is paved, we would need to tear it up. If that is the case, we'll keep it as a private road. Sachar - you do not have an approved subdivision plan for any extension of the road. If you want to keep it as a private road, send us a letter saying that and ask for your bond money back and we will consider that subject to our Solicitor's approval. You have failed to comply with the Judge's court order. Antolik - but your Solicitor wrote that court order. Sachar - when a judge signs an order it's as if he wrote it. Antolik - the court order says you have to give us our bond money back. Sachar - we're bending over backwards to accommodate you. Based on the last court order the road is not complete. We are at an impasse here. We'll expect a letter from you stating that you want the road to remain a private road and the return of your bond money. MINUTES Miller moved to accept the minutes of 2/12/02 as presented. Henderson seconded. Carried. REPORTS Superintendent - Dave reported that the roads were plowed once and cindered. Crew will post for soft spots and put up signs for rough areas. We made repairs on Carbury and Francis and the rain pounded it all right back out. We put two 10-ton loads on Carbury by the bridge. Sachar - did you just fill in the holes? Henderson - we put a layer on and packed it in as best we could. We used limestone, the best material available. The question is do we want to spend that much money for nothing. It would be several thousand dollars per operation. The problem is that drivers may come upon these areas too quickly. The signs are the answer. Agility - Dave reported that George Backo from PennDOT would be here in a couple of weeks to do a work plan. PennDOT has a trencher on a Bobcat that we could use to put the drains in on Eureka. The result is less material needed and no big cuts across the road. The Bobcat also has a pusher unit for cleaning under guide-rail. International Cab and Chassis - nothing. Safety Study/Route 98 - Dave reported that he thinks PennDOT did the inspection the other day. We can expect a meeting with them on this issue as soon as their report is completed. Falls Road Bridge #1 - Engineer Corey sent a letter to Jim and Lillian Mischler on the upcoming bridge survey job and on the possible need for small chunks of right-of-way that may be needed for the wing walls. Antolik - why are you repairing another bridge on the same road? Sachar - because it is unsafe. It has taken us this long to get the financing needed. Russell Standard's trucks use both of those bridges. Eureka Road #4 Paving Project - the bids will go out soon. We are waiting for Mark Corey to give us specifications. FINANCIAL AND TAXES Bills - Miller moved to approve the bill list as presented totaling $11,005.13 general fund; $359 fire department fund; $4022.00 EIT claims fund. Henderson seconded. Carried. Payroll - Henderson moved to approve payroll #5-02 as presented. Miller seconded. Carried. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes, Update Comprehensive Plan, Industrial Park/KOZ, Storage Trailers, Ordinance #1-02, Lights on for Safety, Census Undercount, History Grant, Recycle Grant, Maintenance Agreement/SFTF - nothing. OTM Bulk Sewer Service Agreement - the letter was sent to Washington Township. We won't hear from them until after their March meeting. Attorney George Schroeck arrived at 0822 hours. SOLICITOR Impact Fee Ordinance, Oshkosh Registration - nothing. Nudity Ordinance Comparison - Schroeck reported that it should be done soon. GMSD EIT Collection Revisions - Schroeck reported that the Township should receive a rewrite soon. The School District is deleting the reference to tax collectors being authorized to hold a delinquent tax sale to recover money that is owed. Schroeck - I have been in contact with their Attorney and he agreed that it wasn't a wise idea to include it in their rules and regulations. They will be sending all the municipalities' involved new paperwork. OLD BUSINESS E-Mail Addresses - each Supervisor received their e-mail address. Walker SFTF - we have not received a signed agreement, escrow check or proof of publication as yet. NEW BUSINESS Memo of Understanding with Red Cross - Sachar moved to authorize the Township Emergency Management Coordinator to sign the memo of agreement for disaster assistance with the American Red Cross. Miller seconded. Carried. Receipt of Best Newsletter State Award - Franklin Township received a first place award from PSATS for our newsletter. The newsletter contained information on the Falls Road Bridge #2 project. CORRESPONDENCE Upcoming meetings and training sessions were reviewed. Miller will attend a Town Hall meeting with DCED on April 22nd. Henderson - we need to sell that engine and the cab and chassis. Can I be authorized to sell the cab and chassis if I can find someone who would pay $200 or more? The engine would be sold separately. Miller moved to authorize Dave Henderson to try to sell the International cab and chassis for $200 or more. Sachar seconded. Carried. ADJOURN Sachar called the meeting adjourned at 0832 hours.
