March 28, 2002 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 0805 hours with the Pledge of Allegiance. Present were Sachar, Jarrett Miller, David Henderson, George Antolik and Earl Koon from Russell Standard. VISITORS/PUBLIC COMMENT George Antolik – you told my wife that we had no final approval for our subdivision. The preliminary plan shows that we can expand it. Henderson – according to State law, you have no preliminary plan. Antolik – the preliminary plan lets me install improvements to reach a final approval. Improvements need to be in before the final plan approval. Henderson – your five-year time limit has run out. Antolik – when I submitted the preliminary plan it showed the final plans. Sachar – we're waiting for a letter from you saying that you want to keep the road as a private road. Antolik – you are the ones in contempt of court. The court says I am to get my bond money back in 24 months. The subdivision extension has been started. Sachar – have your attorney talk to our Attorney and settle this because we are not getting anywhere. Attorney George Shroeck arrived at 0823 hours. Antolik – the minutes say that my wife used abusive language; she never used that kind of language. My wife questioned whether Henderson inspected the road. I object to the wording in the minutes about her using abusive language. Sachar – I remember what I would call abusive language from you both. If you want to object, it can be noted in the minutes of this meeting. After Mr. Antolik called Mr. Henderson a liar several times, Mr. Schroeck advised not putting up with verbal outbursts and suggested calling the PA State Police. Mr. Antolik left the meeting at 0824 hours. MINUTES Miller moved to approve the minutes of 3/12/02 as presented. Henderson seconded. Carried. REPORTS Superintendent – Dave reported that due to another snowstorm the plows were put back on the trucks and one plow round was completed without much damage to the roads. Ditching is being done. The Agility ditching is completed. Crew has put some stone on the roads. Agility – ditching on State roads has been completed. Eureka Road #4 Paving Project – Dave said that he would work the figures within the next two weeks and do a final plan. There is a 45-day objection period and a hearing must be held within that period. Sachar moved to hold a hearing on the Eureka Road #4 paving project on April 18th at 8 p.m. in the FTVFD Social Hall. Safety Study/Route 98 – waiting. Falls Road Bridge #1 – nothing. FINANCIAL AND TAXES Bills – Miller moved to approve the bill list for payment totaling $5,641.12 general fund and $119.00 fire department fund. Henderson seconded. Carried. Payroll – Henderson moved to approve payroll #7-02 as presented. Miller seconded. Carried. Reassessment – Dave reported on a meeting held with the County Executive and the Assessment Office. Much of the discussion held was on the lack of complete information given to people. If it is legally approved, the County will produce the ratio of each municipality and it will be available through the Township to our residents. They refused to give the Township the information earlier. Taxpayers deserve that information. Also not everyone received information on Clean and Green. The information only went to those who have 10 acres or more. Anyone whose land can produce $2,000 worth of income a year needs the information. The ratios will change according to how many put their land in Clean and Green. It was suggested that the ratio information be put on the County website. The deadline for applying for Clean and Green is June 1st, appeal period runs through October and the final certification numbers will be set in November. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes, Update Comprehensive Plan, Industrial Park/KOZ, Storage Trailers, Ordinance #1-02, History Grant, Lights on for Safety, Census Undercount, OTM Bulk Sewer, Maintenance Agreement for SFTF, Recycling Grant – nothing. Francis Cemetery Grant – Dave said that he would create the grant paperwork as soon as possible. He did not know when the grant round is available. SOLICITOR Impact Fee Ordinance, Oshkosh Registration – nothing. Nudity Ordinance Comparison – Attorney Schroeck feels that the Township is in good shape with our present ordinance but would like to review the minutes. GMSD EIT Collection Revisions – the school district is to eliminate the questionable revisions. Waiting for their draft. OLD BUSINESS William Walker SFTF – nothing. Township Web Site – in progress. NEW BUSINESS Annual Recycling Roundtable – meeting will be held on April 10 at 9 a.m. at the Blasco Library. Economic Development Meeting – meeting will be held on April 10 at 7 p.m. at the Washington Township Municipal Building. CORRESPONDENCE Reviewed.
