April 25, 2002 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 0800 hours with the Pledge of Allegiance. Present were Sachar, Jarrett Miller, David Henderson, Solicitor George Schroeck, Gary Truitt, and Mary Holt. Prior to the bid opening, discussion was held by the Supervisors about the minimum offer that would be acceptable for the awarding of a bid to sell the diesel engine. The Supervisors agreed that the bid would have to be nearly what the Township had paid to have the engine rebuilt or about $4,000. Two bids were received, publicly opened and read: Bid #1: Rome Miller, $1,625.00 Bid #2: Amish Timber Farmers, $1,267.70 Motion was made by Sachar and seconded by Henderson to reject all bids. Carried unanimously. The Supervisors will give further consideration to the disposition of engine at a later date. VISITORS/PUBLIC COMMENT Gary Truitt and the Supervisors discussed the Eureka Rd paving project hearing. No objections have been received since the hearing. Junk cars, junk equipment and other trash problems were discussed. The Supervisors agreed to ride around the Township and assess the situation before any letters were sent. All problem properties would be sent a letter at the same time. MINUTES Miller moved to accept the minutes of 4/9/02 as presented. Sachar seconded. Carried unanimously. REPORTS Superintendent – Henderson reported that the crew is back on full time and is scraping, painting and prepping winter equipment for storage. The crew was able to grade all roads last week during the good weather. Three quarters of the limestone has been put down out of the 40 loads planned. More will be used in greasy spots after the next grading. Agility – Henderson met with PennDOT representatives. A work plan was created to use their skid steer with trencher attachment on the Eureka #4 project and to clean under guide rails. Safety Study/Route 98 – Henderson reported that the PennDOT engineer had contacted him by phone and will be sending a report soon. New, larger stop signs will be installed at Crane Road on both approaches to Rt. 98. These stop signs will be on both berms so that traffic will see two stop signs as they approach Rt. 98. Additionally, stop bars will be painted at the intersection. Some other signs around the intersection may be moved if there is a sight problem. PennDOT is also cooperating with Elk Creek Township to improve the traffic light at Rt. 98 and Rt. 6N. PennDOT will be paying for the parts to install strobes in the stoplights. Elk Creek will be responsible for the installation. Further, PennDOT said that the accident history on other areas of Rt. 98 is average and no other problems would require remediation. Henderson discussed with the engineer the difference in the radius of the road and the radius of the guide rail at the curve just north of the Falls Road south intersection. Henderson noted that the guide rail radius misleads drivers because its radius is different than the road. Gravel from Rt. 98 berm paving – PennDOT will be paving the berms on Rt. 98 from Old State Road to Rt. 832 beginning about April 30. Henderson has made an arrangement with Russell Standard to haul the gravel to the Township roads or lot in exchange for half of the material in payment for the hauling. About 10,000 yards will be removed. It is expected that PennDOT will be unable to handle the hauling themselves and the Township may receive a considerable amount of the material. Oil on Fry Road – Motion was made by Sachar and seconded by Miller to participate with Washington Township in the oiling and chipping of Fry Road from the Washington Township line north to the pavement at Stancliff Road. Carried unanimously. Cost will be about $2,600 plus the cost of the stone, possibly another $1,000. The Township crew will scarify, grade and reshape the road as soon as possible in preparation for the oiling on May 8, 9 or 10. Washington Township has a roller that can be used to compact the gravel. FINANCIAL AND TAXES Bills – Miller moved to approve the bills as presented for payment totaling $3,250.94 general fund and $8,388.51 state fund. Sachar seconded. Carried. Payroll – Miller moved to approve payroll #9-02 as presented. Sachar seconded. Carried unanimously. Reassessment – Henderson reported on a meeting held with County Council about reassessment irregularities. Discussion was held on many problems that have been exposed. It remains to be seen what Council will do. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes, Update Comprehensive Plan, Industrial Park/KOZ, Storage Trailers, Ordinance #1-02, History Grant, Lights on for Safety, Census Undercount, OTM Bulk Sewer Service, Maintenance for SFTF, Recycle Grant, Repairs to Francis Cemetery – nothing. Bar None Festivals Public Assemby Application – The applications were received April 24 and will be reviewed by the staff and the Supervisors for approval at the next meeting. County Comprehensive Plan Public Forum – Henderson attended the public forum held at General McLane High School on Monday evening. The County Comprehensive Questionnaire was provided to the Supervisors as well as our Comprehensive Questionnaire for comparison. Henderson noted that the Land Use and Public Facilities portions of the County plan will soon be written by the County Planning Department and forwarded to the Township for review. SOLICITOR Impact Fee Ordinance, Oshkosh Registration – The Solicitor requested that these items be removed from his section of the agenda until they are formally given to him for his review. The chair agreed. Nudity Ordinance Comparison – The Solicitor is confident that our Ordinance is in order. His review is complete. GMSD EIT Collection Revisions – The Solicitor is still awaiting the revised regulations from the School District. OLD BUSINESS William Walker SFTF – still waiting for signed agreement and escrow check. Web Site – The Supervisors will review the progress of the website after the meeting. Economic Development Meeting – Henderson attended a meeting April 10 at Washington Township. Visioning was done regarding economic development for this area. The suggestions of the participants will be included with the other visioning forums being held around the County. Triathlon – awaiting proof of insurance. NEW BUSINESS None. CORRESPONDENCE Upcoming training sessions and meetings were reviewed. Miller and Sachar are considering attending the BOCA ECATO seminar and will advise the Secretary.
