May 30, 2002 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 0805 hours with the Pledge of Allegiance. Present were Sachar, Jarrett Miller, David Henderson, Gary and Lisa Truitt, Sergeant Schau of the PSP and Mary Holt, reporter for the BTN. BID OPENING/DIESEL ENGINE, 0806 HOURS. No bids received. VISITORS/PUBLIC COMMENT Sergeant Schau said that the PSP had received the letter on the safety study of Route 98 done by PennDOT. They clocked 100 vehicles for speed at two locations between Route 6N and Hawthorne Ridge Road. The road is posted at 55 mph. The average speed was 60-67 mph with 7 vehicles traveling over 70 mph. The police rated the three highest accident zones in their jurisdiction with 2 being in Fairview Township. None were in Franklin Township. With the Edinboro Triathlon being held on June 1st, two troopers from Girard Barracks and two from Lawrence Park Barracks will be on duty for the event. A patrol will be sent to check on the ATV Rodeo being held on July 6th. There were no problems with that event last year. Sergeant Schau left the meeting at 0812 hours. Lisa Truitt volunteered to help with the writing of the newsletter being targeted for July. Jarrett said that he is still working on getting paid ads for it. MINUTES Henderson moved to approve the minutes of 4/18; 4/25 and 5/14,2002 as presented. Miller seconded. Carried. REPORTS Superintendent – Dave reported that the crew is mostly off this week. Rick Jr. will be mowing for the Triathlon, Rick Sr. is on vacation. Dave and Larry wanted to grade but rain is predicted most of the week. Scheduled work is behind due to the weather. Agility – Henderson moved to adopt the new 5-year agreement with PennDOT and authorize himself to sign the agreement. Miller seconded. Carried. See Resolution #4-02 at the end of the minutes. Diesel Engine – since no bids were received, John said that Keystone Diesel could put the engine on their Internet site and try to sell it for us. Eureka Road #4 Paving Project – deadline for filing an objection form is June 4th at 2 p.m. Safety Study/Route 98 – we received the report from PennDOT. Dave suggested using the Lights on for Safety offer from RECA to put a light at Route 98 and Crane Road. We would have to pay for the pole and long-arm light and they would pick up the electric costs for 5 years. Sachar – pursue that with RECA. Falls Road Bridge #1 – nothing. Gravel from Route 98 Berm Work – we received 3184 yards of material. Dave and Earl from Russell Standard will figure out the final bill for hauling. It will be $2-3 less a yard than if we had purchased it. Oil on Fry Road – oil has set up and some patch work has been done by Washington Township. FINANCIAL AND TAXES Bills – Miller moved to pay the bills as listed totaling $2,229.48 general fund; $836.60 state fund and $2,978.00 EIT fund. Sachar seconded. Carried. Payroll – Miller moved to approve payroll #11-02 as presented. Sachar seconded. Carried. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes, Industrial Park/KOZ, Storage Trailers, Animal Density, History Grant, Census Undercount, SFTF, Bar None Festival – nothing. Lights on for Safety – see safety study on Route 98. Update Comprehensive Plan – the current regional effort for a joint comprehensive plan with Franklin and Washington Township and Edinboro Borough as discussed. Washington Township's Planning Commission voted to recommend approval by their Council for the joint plan. Henderson – Erie County Planning has offered the use of their GIS system for mapping free of charge. The cost will be between 30 to 40 thousand dollars for a joint plan with most of the cost being covered by State grants. They want a $6,000 commitment from us. If we did a plan alone it would cost us $20,000. What we have done already would be an update to our current plan. This would be a complete professional job. We can pay the $6,000 next year. Miller – if the Borough doesn't go for it, will our cost be the same. Dave answered yes. The workload would be less with two municipalities instead of three. Miller moved to adopt Resolution #3-02. Henderson seconded. See the end of the minutes for the resolution. Sachar – will this entail recreational facilities? This makes logical sense. Henderson – yes, it will be a more complete plan. The devil is in the details when you get around to updating your zoning and subdivision ordinances. You can divide your undesirable things like junkyards, power plants etc. between municipalities instead of each allowing for that type of use. As an example Washington Township already has a salvage yard (Jays) so we don't need to plan for one. Same thing with I-1 zones, you would group the zones together so they could cross boundary lines. Motion carried. Letters on Junk Vehicles etc. – the Supervisors will drive the Township on June 7th at 6 p.m. listing any violations they see. Recycle Grant – no word. John reminded the Board that we have a commitment from Waste Management for the use of roll-offs. Henderson – I heard that appliances were no longer being accepted at the processing plants. I will check with Kathy Jones at Erie County Planning on it. Francis Cemetery – we received a nice letter of support from Rep. Karl Boyes. Attorney George Schroeck arrived at 0833 hours. McKenrick Conditional Use Request – hearing is June 11th at 8 p.m. SOLICITOR GMSD EIT Collection Revisions – Schroeck reported that he talked to the School District's Attorney who said that the revisions are not complete. The wording on distressed sales is to be removed from the ordinance. OLD BUSINESS Web Site – work is completed. It will need to be kept up to date. The election results were posted on the site by 9 p.m. on Election Day. Wynn Woods Mining Permit – the scope of the pit is limited. No additional comments will be made to DEP. Newsletter – see visitor section. Fire Department Incentive Program – PSATS adopted a revised form of our incentive program. They will send it on to the appropriate legislature. NEW BUSINESS Erie County Humane Organization – no additional comments. Resolution #5-02/Emergency Operations Plan – Dave stated that the plan is always dynamic and ongoing. Appendices can be adopted without redoing the whole document. Sachar – I would like to have more time to read the whole document. Will take up at the next meeting. GMSD EIT Audit – Sachar moved to approve the audit and to send the school district a letter to that effect. Miller seconded. Carried. Cinders/Week in August – we will receive a week's worth of cinders in August. We have an abundance now so will see if any other township needs them. Will ask tonight at the Yearbook Dinner. CORRESPONDENCE Public Safety Commission Advisory Board – all will attend a meeting at the Lake Shore Fire Department on June 4th at 7 p.m. ADJOURN Sachar called the meeting adjourned at 0853 hours.
