July 25, 2002 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 0803 hours with the Pledge of Allegiance. Present were Sachar, Jarrett Miller, David Henderson, Gary Truitt, Attorney George Schroeck, Mary Holt/BTN, and Sergeant Mark Schau/PSP. VISITORS/PUBLIC COMMENT Sergeant Schau stated that more patrolling of Rt. 98 is being done. The Girard Station has gained three additional troopers; staff is now at 43. Troopers have been writing a lot of warnings for stop sign violations, 22 written for Route 98. Henderson – after the warnings, we will try to get another traffic study from PennDOT for Route 98 to see if the speeding problem is under control better. ATV's continue to be a problem. We have an article in our newsletter about them. Schau – we have been citing quite a few operators in west county. They use that abandoned railway bed. Route 98 is a high accident road but mostly in Fairview Township around Rt. 5, Rt. 20 and I-90. The last fatality in your Township was driver error, 2 cars passing at once. Discussion on the accident. Other than that, your Township has been quiet. Sergeant Schau left the meeting at 0808 hours. MINUTES Miller moved to approve the minutes of 7/9/02 as presented. Henderson seconded. Carried. REPORTS Superintendent – Dave reported that the hoist arm on Truck 5 was taken to Bob's Sales for repairs and will be put back on tomorrow. Estimate on repair costs is $1,500. The manifold on the tanker was replaced. The brakes on the 1- ton work but are still not right. Sachar – take it to a specialist, a Ford garage and let them trouble-shoot it. Agility, Diesel Engine, Light at Crane and Rt. 98, Falls Road Bridge #1 – nothing. Eureka Road #4 Paving Project – Dave reported that the cross pipes were finished last week. Crew is ditching and grading. Flattening the crown will be done soon. Russell Standard is due to start on August 12th and should be done in seven days. The Geotextile fabric will be delivered August 7-9 and placed at three locations on the road. On the 12th Russell Standard will do the profile grading and rolling. The road will be closed during the day and opened after the workday. It should be done by August 19th before school buses start running again. Miller - I had 4 complaints about the mowing. Some say it was a poor job and others say their road hasn't been mowed at all. Henderson – I had two phone calls saying the mowing was wonderful, that it has never looked so good. We are three weeks behind. FINANCIAL AND TAXES Bills – Miller moved to approve the bill list for payment totaling $4,944.92 general fund; $12,757.90 state fund. Henderson seconded. Carried. Payroll – Sachar moved to approve payroll #15-02 as presented. Miller seconded. Carried. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes, Industrial Park/KOZ, Storage Trailers, Census Undercount, OTM Bulk Sewer, Maintenance Agreement/SFTF – nothing. Update Comprehensive Plan – a draft ordinance with by-laws and regulations has been received from the Edinboro Regional Planning Commission. Will format and send to our Planning Commission for their approval. History Grant – our grant application was approved for a $5,000 grant. Work will start in November. Miller moved to authorize John Sachar to sign the grant contract. Henderson seconded. Carried. Francis Cemetery Grant Application – the grant application was denied but was filed at the end of the fiscal year. Sachar moved to reapply for a grant. Miller seconded. Carried. Letters/Junk Cars – letters were sent. SOLICITOR GMSD EIT Revisions – the questionable items were removed. Henderson will ask our tax collector, June Shelhamer to read it and give her opinion. Supervisors will approve the draft at their 8/15/02 meeting if she approves. Animal Density Ordinance – nothing new from the State on this issue. Verizon DSL – Dave and our Solicitor will work on a letter after the meeting. Western Trail/G. Antolik – nothing new to report. OLD BUSINESS Newsletter – draft was reviewed. Will be sent next week. Guiderail Damage/Falls and Francis – no word from the person responsible. Second certified letter sent to the 10021 Porky Road, Albion address listed in the PSP report has not come back. Political Signs – no further word on this issue. Corridor Stakeholders Meeting – John reported that most of the input at the meeting was from those directly affected by the corridor: Millcreek, Summit townships and the City of Erie. Sachar – to promote mass transit usage, it was suggested that there should be an increase in the fuel tax to push people to use the system. That suggestion was not well received. There was some discussion on high-speed transit from Erie to Pittsburgh but you can't force people to use it if it was built. NEW BUSINESS None. CORRESPONDENCE Update to 9-1-1 System – each Supervisor has been asked to send back their approval/disapproval of the suggested upgrades. Miller moved to support the upgrades. Henderson seconded. Carried. Erie County Boroughs Picnic – Jarrett attended and reported on their meeting. Propane Cylinders – old propane cylinders cannot be refilled without putting on a new pressure relief valve. If a recycle day is held next year we could collect them. Miller – Country Fair will take them but will charge you for a new valve. Henderson – if you buy a new tank and fill it, it's cheaper than repairing the old one. County Household Hazardous Waste Recycle Day – the household hazardous waste recycle day will be held on September 14th from 8 a.m. to 2 p.m. at the Millcreek Mall in the former Ames parking lot.
