September 26, 2002 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 0805 hours with the Pledge of Allegiance. Present were Sachar, David Henderson, Gary Truitt and Mary Holt, reporter. Jarrett Miller was out of town. VISITORS/PUBLIC COMMENT No comments. MINUTES Sachar moved to approve the minutes of 9/10/02 as presented. Henderson seconded. Carried. REPORTS Superintendent – Dave reported that the crew has been grading. Brine is in short supply. A capitol projects budget with an equipment replacement schedule will be put in the Supervisors boxes for review. Agility – PennDOT will use their bobcat to clean under our guiderails during the third or fourth week of October. Eureka Road #4 Paving Project – the road was graded this week. PennDOT thinks the separation problem will go away over winter and spring. They feel that the road should stabilize. A nuclear gauge test will still be done. Diesel Engine, Light at Route 98 and Crane, Falls Road Bridge #1 – nothing. FINANCIAL AND TAXES Bills – discussion on the Anderson bill. There was a shifter problem on the JCB and a problem with the all-wheel drive on the grader. Sachar moved to pay the bills as listed totaling $6,670.15 general fund, $4,000 fire dept. fund. Henderson seconded. Carried. Payroll – Sachar moved to approve payroll #19-02 and #20-02 as presented. Henderson seconded. Carried. Tax Collector's Convention – Sachar moved to authorize June Shelhamer to attend the State Tax Collector's Convention and to pay her expenses. Henderson seconded. Carried. PLANNING, ZONING, RECREATIN, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Review Planning Commission Minutes, Industrial Park/KOZ, Storage Trailers, Census Undercount, OTM Bulk Sewer, Maintenance Agreement for SFTF, Junk Cars, Francis Cemetery – nothing. Ordinance #2-02 EMA – waiting for County EMA review, hearing is set for October 31st at 8 a.m. Update Comprehensive Plan/Regional Planning Commission – the latest draft by-laws will be reviewed. Ordinance is on hold waiting for clarification from the State. History Grant – we have compiled a list of 62 names of people to interview that must be culled down to 30. Attorney Schroeck arrived at 0815 hours. An executive session was called at 0815 hours to discuss Western Trail. Meeting resumed at 0820 hours. Attorney Schroeck left the meeting at 0820 hours. Recycle Survey – the County survey has been received by Township residents. Deist Conditional Use Hearing – hearing is set for October 8th at 8 p.m. William Carney Mylar – Mr. Carney, 10381 Silverthorn Road, purchased a parcel next to his and is selling a portion of it to his neighbor Chris Zaczyk, 10433 Silverthorn Road. This parcel, Lot B, will have 50 ft. of frontage and 3.3847 acres and will become part of Zaczyk's original lot. Lot B runs along the south and west sides of the Zaczyk lot. Sachar moved to approve the Carney Mylar, Henderson seconded. Carried. Shooting Range at ESTA Complaint – the Township received a complaint from Phil Herrington, 7259 New Road, about the shooting range noise from the ESTA (Camtech) grounds. Shooting practice occurs during the day and has happened around eight times in the last two months. Sachar – have the zoning officer look it over and see if the design of the range is according to the plan they filed and report back. Edinboro Lake Watershed Association – Sachar moved to appoint Jarrett Miller as the Township representative to the Association. Henderson seconded. Carried. SOLICITOR Western Trail (see above), Verizon, Ordinance on Animal Density – nothing. OLD BUSINESS Guiderail Damage at Falls and Francis – hearing was rescheduled for September 27 at 9:30 a.m. in front of D.J. Stuck. Political Signs – nothing. CCC Meetings – Board was encouraged to attend one of the scheduled meetings. Open Records Policy – we are looking for a model policy to come from PSATS. NEW BUSINESS None. CORRESPONDENCE Meeting with County Planning Director, Dave Skellie – will try for October 11 in the morning. Terrorism Workshop – all were encouraged to attend the session on November 19th.
