November 12, 2002 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 2002 hours with the Pledge of Allegiance. Present were Sachar, Jarrett Miller, David Henderson, Gary Truitt and Jane Everett. VISITORS/PUBLIC COMMENT Mathewson Mylar – Mrs. Everett presented a Mylar that showed the subdivision of the Mathewson farm at 6501 Old State Road. Lot A has 23.171 net acres with 468.56 ft. of frontage. Lot B has 43.753 net acres with 386.46 ft. of frontage. Lot C has 26.423 net acres with 464.45 ft. of frontage. Lot D has 28.864 net acres with 482.21 ft. of frontage and consumes parcel #22-5-22-4 that becomes an integral part thereof. Lot B has an existing barn; Lot C has an existing house and outbuildings. Sachar moved to accept the Mylar as presented. Miller seconded. Carried. Mylar was signed. MINUTES Miller moved to accept the minutes of 10/31/02 and 11/11/02 as presented. Henderson seconded. Carried. REPORTS Superintendent – Henderson reported that the crew is getting the equipment ready for winter. All the trucks have been inspected and the snow equipment will be loaded. There was a major failure on the tractor's axle. It is almost back together. The remainder of the roads that need to be mowed will be done on the drifting side. PM's are being done on the equipment. Lay-off will begin November 27th. Agility – Dave reported that PennDOT still owes us after the guiderail work. Next year we will use the balance from 2002 and 2003's mowing in exchange for seal coating. Diesel Engine – it is at Keystone Diesel for display and hopefully it will sell. Eureka Road #4 Paving Project – the road was graded and shot with oil and covered with anti-skid. Bid specifications are being drawn up. Bid opening will be December 10th for this project and the Francis Cemetery driveway and general trucking. Next season PennDOT is doing the berms of Route 98 from Old State to the County line. We hope to get the gravel. If they have a bad winter, they may only go to Route 6N. If received, it would be used for graveling and for the stockpile. They would keep any milled material. Intersection Light at Route 98 and Crane – nothing. Falls Road Bridge #1 – expecting the check from PennDOT any day. FINANCIAL AND TAXES Bills – a bill was received from Verizon claiming we damaged their lines on Clair Wright Road. PA One Call will be asked to mark the site so we can tell where the lines are located. Miller moved to pay the bills as listed totaling $12,670.17 general fund and $2,030.57 equipment fund. Henderson seconded. Carried. Payroll – Henderson moved to approve payroll #23-02 as presented. Miller seconded. Carried. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes, Update Comprehensive Plan/Regional PC, Industrial Park/KOZ, Storage Trailers, Census Undercount, OTM Bulk Sewer, Recycling Survey, Ordinance #3-02/EMA, Edinboro Lake Watershed Association, Quick Mylar – nothing. Francis Cemetery Grant – Sachar moved to authorize David Henderson as contact person and Bonnie Bernhardt as the other official signatory for the contract. Miller seconded. Carried. History Grant – a camera will be purchased and EUP will be paid for their work. Junk Car/Junk Drive-By – the Board will tour the Township on November 23rd at 9 a.m. Shooting Range – railroad ties are being delivered to the site for construction of a shoot house. SOLICITOR Animal Density, Verizon – nothing. Verizon Cable Damage – will take up this issue after PA One Call flags the road. Western Trail – will call the Solicitor for follow up. We should have a letter from our Engineer by the end of the week. We will schedule the road for acceptance on December 10, 2002. OLD BUSINESS Political Signs – the consensus of opinion from Supervisors on the PSATS website is that we need to redo our ordinance to say that no signs are permitted in the road right-of-way unless erected by the municipality. Sachar – do we have the right to limit signs in the right-of-way? Henderson – yes, signs in the right-of-way violates two separate laws. Mailboxes in many states are not allowed in the right-of-way. Open Records Policy – Dave said that he would convert the sample supplied by PSATS to our use. It can be adopted December 26th. It becomes effective on December 26th. Budget – Henderson moved to approve the tentative budget for advertising and for adoption on December 10, 2002. Miller seconded. Carried. Henderson – things could fall apart because of an error on the assessments. Some people failed to receive their notice. If someone takes it to court and there is an injunction, we wouldn't know what to charge in taxes. Guiderail/Falls and Francis – the District Justice gave the individual time limits on repayment to the Township. It is up to her office to follow up on it. NEW BUSINESS Complaint/Speed on Hawthorne Ridge Road – a complaint was received from one of our residents about the speed of vehicles using Hawthorne Ridge Road. Henderson – we could send Fairview Township a letter asking them to check and see if the road warrants a lesser speed limit. Will do. CORRESPONDENCE Terrorism Workshop – November 19th at the Riverside Inn beginning at 8 a.m. Jarrett will attend. Platea Regional Police Protection Meeting – November 19th at the Platea Borough Building beginning at 7:30 p.m. John will attend. ADJOURN Sachar called the meeting adjourned at 2048 hours. Bonnie J.
