November 21, 2002 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Vice Chairman Jarrett Miller at 0815 hours with the Pledge of Allegiance. Present were Miller, David Henderson and Reporter Mary Hall. VISITORS/PUBLIC COMMENT No visitors present. MINUTES Henderson moved to approve the minutes of 11/12/02 as presented. Miller seconded. Carried. REPORTS Superintendent – Henderson reported that the equipment is ready for winter. He would like to have graded the roads one more time before winter but the weather didn't cooperate. Lay-off begins Tuesday at the end of the workday. Agility, Sale of Diesel Engine, Eureka Road #4 Paving Project, Light at Route 98 and Crane, Falls Road Bridge #1 – nothing. FINANCIAL AND TAXES Bills – Henderson moved to pay the bills as listed totaling $3,262.93 general fund; $200.00 fire department fund; $4,329.00 EIT fund. Miller seconded. Carried. Payroll – Henderson moved to approve payroll #24-02 as presented. Miller seconded. Carried. TAN – Henderson moved to pay off the tax anticipation note as soon as funds become available. Miller seconded. Carried. Attorney George Schroeck arrived at 0821 hours. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes, Update Comprehensive Plan, Industrial Park/KOZ, Storage Trailers, OTM Bulk Sewer, Census Undercount, Ordinance #2-02, Edinboro Lake Watershed Association, Recycling Survey – nothing new to report. History Grant – Dave reported that he sent e-mail to Professor Weinkauf/EUP asking when his department can help us and received no response. They are over committed. We will probably have to sit out a grant cycle, if so the Historical and Museum Commission will be notified. SFTF – the Health Department is still looking into maintenance agreements. Junk Cars – the drive-by will be scheduled for 11/30/02 at 9 a.m. Shooting Range/ESTA – the County has a question on how to build baffles on the outdoor range. John Sachar arrived at 0825 hours. Bizzarro/Quick Mylar – the Mylar shows a 10.175 acre gross parcel being subdivided by the Bizzarro's and purchased by M/M Daniel Quick, 6065 West Stancliff Road, and added to their existing parcel #22-3-12-2.01. Lot has 303.52 ft. of frontage. Henderson moved to approve the Bizzarro Mylar as presented. Miller seconded. Mylar was signed. Jim Fulton Mylar – the Fulton's are subdividing a lot with the existing house and outbuildings and 10.0 net acres. Lot has 300 ft. of frontage at 10645 Route 98. The residue will have 35 net acres and 400.27 ft. of frontage. Henderson – the Mylar says the building line is 75 ft. from the right-of-way; it should read 50 ft. set back from the right-of-way. Miller moved to accept the Fulton Mylar as presented. Sachar seconded. Carried. Mylar was signed. SOLICITOR Animal Density, Verizon – nothing. Western Trail – the ordinance to accept Western Trail Drive as a Township road is advertised for December 10th. The hearing begins at 8:00 a.m. Engineer Mark Corey is due to give us a final report. Verizon Cable Damage – Henderson reported that Verizon billed us for damage to their cable on Clair Wright Road. PA One Call painted the area and there are only two crossings on the road. At the only possible site where the damage could have occurred, the cable probably was running on the surface. The ditch was bucket ditched this fall and there is no cable there now. The ditch is not dug deeper than the rest of the road ditch. Verizon may have buried the cable after the problem. There is no record of whether Verizon had a permit to cross the road there. Sachar moved to send a letter detailing the specifics and saying that we will not pay the bill. Henderson seconded. Carried. Attorney Schroeck left the meeting at 0843 hours. OLD BUSINESS Political Signs – nothing. Open Records Policy – reviewed draft. Will adopt by vote 12/10/02. Budget – advertised for adoption on 12/10/02. Employee Benefits Plan – a hired advisor will prepare our Benefits document for $100. He is checking on a 401K plan for voluntary use by the employees. If the Township would like his company to do the paperwork for our cafeteria plan, he would charge $300 a year. NEW BUSINESS Authorize Legal Notice/Auditors – Henderson moved to authorize advertising that Monahan and Monahan will be appointed to audit the Township books at the organizational meeting in January. Miller seconded. Carried. CORRESPONDENCE Terrorism Workshop Report – Miller reported on the November 19th workshop. An overview from the County EMA, Dept. of Health, PA Dept. of Health, FBI, Erie Bomb Squad and others was presented. Panel discussions were held. Miller – the State is divided into risk categories.
