December 26, 2002 The meeting of the Board of Supervisors, held in the Township office, was called to order by Chairman John Sachar at 0800 hours with the Pledge of Allegiance. Present were Sachar, Jarrett Miller, David Henderson, Gary Truitt and Joe Platz. VISITORS/PUBLIC COMMENT Joe and Marilyn Platz Mylar – Mylar shows Lot A with 385.9 ft. of frontage on Gudgeonville and 626.66 ft. of frontage on Clair Wright with 4.237 net acres. Lot B has 262.02 ft. of frontage on Clair Wright with 6.690 net acres. Both lots have septic approved sites. Miller moved to accept the Platz Mylar as presented. Henderson seconded. Carried. Mylar was signed. Mr. Platz left the meeting at 0805 hours. No other public comments. MINUTES Miller moved to accept the minutes of 12/10/02 as presented. Henderson seconded. Carried. REPORTS Superintendent – Dave reported that a few plow rounds were done with no problems. Agility, Sale of Diesel Engine, Intersection Light at Crane and Rt. 98, Falls Road Bridge #1 – nothing. Eureka Road #4 Paving Project/Francis Cemetery Driveway Paving – after a review of the paving bid received from Russell Standard Corp. Henderson moved to accept the bid, Miller seconded. Carried. Contract was signed. CDL Driving Hours – a policy and resolution are needed. FINANCIAL AND TAXES Bills – Miller moved to approve the bill list for payment totaling $3,930.28 general fund. Henderson seconded. Carried. Payroll – Henderson moved to approve payroll #26-02 as presented. Miller seconded. Carried. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes, Industrial Park/KOZ, Storage Trailers, Census Undercount, SFTF, Francis Cemetery, Recycling Survey, Edinboro Lake Watershed – nothing. Comprehensive Plan/Regional Planning Commission – Henderson moved to advertise and hold a hearing on January 30, 2003 on the Joint Planning Commission By-Laws and Ordinance. Hearing will begin at 8:00 a.m. Sachar seconded. Carried. History Grant – all the needed equipment and supplies have been purchased. The graduate assistant will start work after the first of the year. Junk Cars – will do a drive-by on 12/28/02 at 9:00 a.m. Ordinance #2-02/EMA – waiting for County EMA review. Shooting Range – Dave will call the County EMA office on both of these issues. Zoning and Building Code Enforcement and Administration – the joint effort with the other townships is falling apart. MDIA submitted a proposal to the Township. Henderson – invite them to a meeting to discuss their proposal. Because the County effort is falling apart, each municipality will have to do it on their own and each will be different. Builders won't have a one-stop place to go. Miller – my concern is if a contractor contacts an agency for an inspection and they don't show up, it's hard to schedule additional work, like cement trucks. Henderson – the initial problem will be lack of inspectors. A larger company like MDIA can move their people around to handle the need. Truitt – is this company paying the Township any money for being an exclusive supplier? Henderson – no and MDIA is more reasonable than the others. Miller – there will need to be 8 inspections done for a new house. Discussion. Henderson – have MDIA come and talk to us. Will do. OLD BUSINESS Political Signs, Benefits Plan – nothing new to report. Erie County EMA Meeting Report – Dave and Jarrett reported that the County has a whole new plan and feel that it is a more workable. We will get a CD-ROM version. Miller – we're good to operate under our present plan for two years. They had several plans to consider. Henderson – we can always adopt the County plan by reference. NEW BUSINESS Amend the 2002 Budget – Henderson moved to amend the 2002 budget to reflect actual revenues and expenses through December 31, 2002 including adjustments made by the Township and auditor adjustments. Miller seconded. Carried. CORRESPONDENCE Annual State Convention – tentatively Jarrett and Dave will attend. Other correspondence was reviewed. Discussion on the Eureka Road #4 Paving Project work schedule for 2003. George Schroeck arrived at 0900 hours. SOLICITOR Ordinance/Animal Density, Verizon – waiting. Western Trail – the Solicitor will file the necessary road acceptance documents. A resolution needs to be filed with the Clerk of Courts and paperwork needs to be sent to PennDOT on the adoption of the road. Verizon Cable Damage – Dave sent a letter detailing the issue to Schroeck who will compose a letter with our position on the matter and send it to Verizon.
