February 8, 2005 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 2007 hours. Present were Sachar, David Henderson and Carol Loll/Erie County Council. Jarrett Miller was out of town. VISITORS/PUBLIC COMMENT Carol Loll stated that she stopped in to keep in touch. Discussion was held on Council’s vote on the Convention Center. MINUTES Henderson moved to approve the minutes of 1/27/05 as presented. Sachar seconded. Carried. REPORTS Roadmaster – Dave reported that because of the unusually warm weather, the 10-ton weight limit signs would be put up on Friday. He is hoping for more cold weather to firm up the roads. Agility, Falls Road Bridge #1, CDL Driving Hours, Equipment Repairs, Stop Sign Maintenance – nothing. Anti-Skid Building – Dave reported on a building that Millcreek Township employees built for their anti-skid material. Anthony Concrete will make the blocks on demand. Henderson – we should consider it for two years out. We have cinders until 2006. We could give them a design and order the blocks for the summer of 2006. They could make them whenever they had time and store them for us. I estimate the cost at $80,000 for a 50’x60’ building. That is the least expensive way to go. Dave will work on this issue. FINANCIAL AND TAXES Bills – Sachar moved to pay the bills as listed totaling $7,195.86 general fund. Henderson seconded. Carried. Payroll – Henderson moved to approve payroll #3-05 as presented. Sachar seconded. Carried. EMS Tax – waiting for the tax collector’s report. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes, Industrial Park/KOZ, SFTF, Ordinance Compliance, Recycling – nothing. Regional Planning Commission – next meeting is 2/9/05. Storage Trailers – Dave will work on a draft ordinance. History Grant – the last five transcriptions will go to Dianne Horn for a final check. Henderson – I would like to have each interviewee proof their own interview to see if they catch any mistakes that we’ve missed before we print. Will do. Shooting Range – no word lately from Joe Weindorf. A letter was read from Matt Kerr that he sent to Mr. Weindorf asking that no shoot or burn be scheduled the day of his son’s backyard wedding in June. Loll – I’d like to see them get that building up if they have the funds. SOLICITOR MDIA Contract – nothing. Vittorio Assessment – waiting for approval from the Eureka Road NIDMA. OLD BUSINESS Internet Survey, PA One Call, Ordinance #1-05/Establishing EMA – nothing. NEW BUSINESS Cafeteria Plan/Add Funds – Dave state that he would like to see the plan expanded to allow employees to add pre-tax dollars to their plans up to June 30th each year. He stated that this is legal. Sachar moved to amend the employee’s Cafeteria Plan to allow employees to add pre-tax dollars to their plan prior to June 30th each year. Henderson seconded. Carried. Request from Resident/Burning – a resident has requested that the Township write a letter to his neighbor asking that all burning be done in a confined area or container. The resident is concerned that burning items may blow onto his property and catch his barn on fire. Letter was authorized. CORRESPONDENCE Upcoming training sessions were reviewed. A note from Supervisor Miller was read. ECATO Schools – Dave will attend March 3, March 17 and March 24; John will attend March 10 and March 24. ECATO Fireman’s Dinner – Dave and John and two invited firemen will attend the dinner on March 29th at the Usher’s Club in McKean. ADJOURN Sachar called the meeting adjourned at 2036 hours. Bonnie J.
