February 24, 2005 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 0803 hours with the Pledge of Allegiance. Present were Sachar, Supervisor David Henderson, Tax Collector June Shelhamer, Solicitor George M. Schroeck, and SGT Eric J. Lacey, station commander PSP/Girard. Supervisor Jarrett Miller and Secretary/Treasurer Bonnie Bernhardt were out of town. MINUTES Henderson moved to approve the minutes of 2/08/05 as presented. Sachar seconded. Carried. VISITORS/PUBLIC COMMENT June Shelhamer noted that she had the 2005 tax duplicate and would be bringing it to the Township office next week. The website tax form and tax bill info needs updated. The tax bill info will be done shortly and the earned income tax form will be recreated as a PDF-format, fill-in-the-blanks form for the 2006 tax year. June Shelhamer left the meeting at 0805 hours. SGT Lacey, who was making his regular stop at the Township meeting, inquired if there were any issues that needed to be discussed and if there were any large functions scheduled for this year. He was informed that nothing had been heard yet about anything being held at the Buffalo Farm or any other functions. A brief discussion was held about recent mailbox-smashing vandalism. SGT Lacey left the meeting at 0815 hours. SOLICITOR MDIA Contract – nothing. Vittorio Assessment – It was noted that we are waiting for approval from the Eureka Road NIDMA to move forward. The process server from Schroeck’s office had found the Vittorio’s. Schroeck will fax us a notice about the service of the assessment info previously mailed and returned from Vittorio. REPORTS None. FINANCIAL AND TAXES Bills – Sachar moved to pay the bills as listed totaling $6,918.26 general fund. Henderson seconded. Carried. Payroll – Any payrolls to be approved will be approved at the March 8 meeting. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes, Industrial Park/KOZ, SFTF, Regional Planning, History Grant, Shooting Range, Ordinance Compliance, Recycling – nothing. Storage Trailers – Dave will work on a draft ordinance. Dunegan Mylar – The Subdivision Plan of Daniel R. Magee and William A. Dunegan was presented showing a 10-acre lot (9.788 net acres), designated Lot A, being divided from Dunegan lot, parcel ID 22-12-29-1, and being combined with Magee lot, parcel ID 22-12-29-1.03; and a 2-acre lot (1.795 net acres), with primary and alternate septic sites noted, and with 250 feet frontage on Rt 98, designated Lot #1, being created from the Magee lot, parcel ID 22-12-29-1.03. Sachar moved to approve the subdivision plan, Henderson seconded. Carried. Mylar was signed. OLD BUSINESS Internet Survey, PA One Call, Ordinance #1-05/Establishing EMA – nothing. NEW BUSINESS None. CORRESPONDENCE Erie Airport Wetlands replacement project - A letter was reviewed explaining that land was needed for wetlands replacement for the extension of the airport runway.
