March 8, 2005 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 2000 hours with the Pledge of Allegiance. Present were Sachar, David Henderson, Gary Truitt, Brian and Andrew Confer. Jarrett Miller was out of town. VISITORS/PUBLIC COMMENT Truitt asked where he could park his semi-trailer for several hours as the roads are currently posted with a 10-ton limit. Henderson – on the east side of the building. Jerry Caldwell wanted a place also but he wanted a block-heater plug-in. We plowed him a spot but he said he couldn’t back into it. We need a plan. Discussion. Sachar – when I made my comments, I did not intend to have block-heaters etc. made available. There is no reason to provide plug-in facilities. MINUTES Henderson moved to approve the minutes of 2/24/05. Sachar seconded. Carried. REPORTS Roadmaster – we received over 2 feet of snow last week. Larry has been on vacation. We had several problems with tires. General Tire did the on-site service as Mark’s Tire no longer does on-site work. Mark’s Tire repaired both tires. We also lost a wing off one of the trucks; the threads on the bolts were striped. Our snow-budget is in line, about the same as last year. Agility, CDL Driving Hours, Equipment Repairs, Stop Sign Maintenance, Anti-Skid Building – nothing. Falls Road Bridge #1 – ECATO sent a letter to County Emergency Liquid Fuels recommending approval of our request for funds. FINANCIAL AND TAXES Bills – Henderson moved to approve the bill list for payment totaling $7,805.35 general fund. Sachar seconded. Carried. Henderson – under normal circumstances, I would abstain from voting on item 5 but Jarrett is not here and the amount is diminutive. Payroll – Henderson moved to approve payroll #4-05 and #5-05 as presented. Sachar seconded. Carried. EMS Tax – June will prepare a report as soon as possible. Warrant Tax Collector – Henderson moved to warrant tax collector June Shelhamer for a 2004 Interim duplicate of $1,044.94 and for the 2005 Duplicate for $89,655.88. Sachar seconded. Carried. Discussion on the 2004 Interim and why it is to be collected when the 2004 Duplicate has been settled and is suppose to be closed. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes – reviewed. Alan Williams Mylar – Mr. Williams, 7388 West Stancliff Road, failed to have his Mylar recorded within the allotted time. Supervisors initialed and dated their signatures. Regional Planning Commission – John will attend the 3/9/05 meeting with proposed changes to the Comprehensive Plan. Industrial Park/KOZ, Storage Trailers, SFTF, Ordinance Compliance, Recycling, Edinboro Lake Watershed – nothing. History Grant – a letter was sent to all interviewees asking them to make corrections to any names or places in their interviews. Some want wholesale changes made. Henderson – I feel we should be accurate to the video. If we make content changes, the printed interview will not be accurate to the video. Henderson moved to keep the printed interview accurate to the video interview. Sachar seconded. Carried. A letter will be sent to all interviewees explaining this action. Shooting Range – no word has been received lately from the City on this issue. A letter will be sent to Joe Weindorf asking for an update. SOLICITOR MDIA Contract – a revised contract was received from MDIA. Henderson – MDIA used the word “solely” in the indemnification clause. Schroeck did not like that word. Issue tabled until 3/31/05 meeting. Vittorio Judgments – will discuss this matter at the 3/31/05 meeting. OLD BUSINESS Internet Survey, PA One Call, Ordinance #1-05/EMA – nothing. NEW BUSINESS None. CORRESPONDENCE Letter from DEP – DEP asked if the Township was doing an update to our Act 537 Plan. Henderson – we are not ready to do an update. We have to wait for the Plan updates of Washington Township and Edinboro Borough. When they are done, we can have a memorandum of understanding and then update our Plan. They may have encumbered funds for Washington Township and Edinboro Borough and there was and continues to be mention of Franklin Township in Washington Township’s 537 Plan update. We are mentioned for sewer service to our KOZ. Washington Township Code Amendments – they sent their proposed amendments for review. The comment time is generally 30 days from receipt.
