March 31, 2005 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 0809 hours with the Pledge of Allegiance. Present were Sachar and David Henderson. Jarrett Miller was out of town. VISITORS/PUBLIC COMMENT No visitors present. MINUTES Henderson moved to approve the minutes of 3/8/05 as presented. Sachar seconded. Carried. In answer to Sachar’s question, Henderson reported that Matt Kerr’s request for no shooting at the range on his son’s wedding day will be honored by the City of Erie Police Department. Joe Weindorf is working on a response to our letter concerning the range. REPORTS Roadmaster – Dave reported that spring road conditions on Francis Road are quite bad. The crew has been out working on it by using stone and a blinker has been put up. All the roads have bad spots where the frost is coming out. There was farm tractor damage to the berm of Mohawk Road. The crew is tearing down one truck and the grader today. We will be getting our next to the last round of cinders this week along with #67 and #57 stone. There was $9,000 allotted in the budget for stone this year. The stone will be coming from the dock. A small amount of gravel will also be ordered. Sachar – a lot of our stone from last year is in the fields. Henderson – loose stone was on the berms and was plowed off. The only answer is to fit it up and roll it in place in the fall but I don’t know how we can do that, we don’t have a roller and not enough manpower. One year we picked it up with the Athey. Agility, CDL Driving Hours, Stop Sign Maintenance, Anti-Skid Building – nothing. Falls Road Bridge #1 – Dave reported that paperwork for the Emergency Liquid Fuels application was collected and mailed. Equipment Repairs – still waiting for the results of an oil test on #5’s engine. A sample needs to be taken of #6’s transmission oil. FINANCIAL AND TAXES Bills – discussion on various bills. Sachar moved to pay the bills as listed totaling $8,804.98 general fund. Henderson seconded. Carried. Dave stated that the gas/diesel pumps are getting old and will need to be replaced soon. Henderson – the City of Erie paid their 2003 EIT money of $18,200. It will be put into a certificate of deposit. Payroll – Henderson moved to approve payroll #6-05 as presented. Sachar seconded. Carried. EMS Tax – waiting. Determination of Credit to be Applied to Benefits for Part-Time Work in Previous Years – Dave questioned how to figure benefits credit for previous years worked in a part-time capacity for those who are now working full time. There is no good standard to follow. Larry Pieper who is now working nearly full time used to plow snow and did some summer work in previous years. We have given him credit for two years already. Sachar – how would you verify employment? Henderson – we would have to research our own records. Pieper started in his present employment in 1999. That gives him 6 years and we gave him credit for 2 years. For Larry the benefits would mean a 64-cent an hour increase for longevity and an addition week of vacation. Discussion. Issue will be revisited the last meeting of April after further consideration. Pay for Attendance at State Convention – Sachar moved to pay David Henderson his regular wage during his attendance at the State Convention. Henderson seconded. Carried. This is allowed by law. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes, Regional Planning, Industrial Park/KOZ, Storage Trailers, SFTF, Ordinance Compliance, Recycling, Shooting Range, Edinboro Lake Watershed – nothing. History Grant – corrections are completed. Web site will be updated. Washington Township Proposed Zoning Changes – the draft was received after our Planning Commission’s meeting and any comments need to be in before their next meeting. Henderson – most of the proposed changes have nothing to do with the Township. The only thing is the zoning change at Koman Road from low density to higher density and that is compatible with our adjacent I-1 zoning. OLD BUSINESS Internet Survey – Dave reported that he had a meeting with a representative from Win Beam for a wireless service proposal. The Township would need a grant for the proposal to come together. Representative Good wants to schedule a meeting. If he would give us a grant, we could move forward with wireless service. The estimate is for $100,000 to put in infrastructure. The estimated cost to the customer is $25/month. We also need to look for money for cross-pipes on Francis and Silverthorn. PA One Call, Ordinance #1-05/EMA – nothing. NEW BUSINESS Triathlon/June 4th – Henderson moved to authorize the use of Township roads for the Triathlon on June 4th pending proof of their insurance holding the Township harmless and on PennDOT’s approval. Sachar seconded. Carried. Meeting with Representative Matthew Good – will try for a meeting as early as possible on April 14th. CORRESPONDENCE Reviewed. SOLICITOR Attorney Schroeck arrived at 0858 hours. MDIA Contract – Attorney Schroeck stated that he does not like the word “solely” in their proposal. Discussion. As written they are responsible only if the problem was caused by their negligence, not if a contractor caused a problem and their inspector didn’t catch it. Discussion. Henderson – an electrical problem is the most likely case scenario. Schroeck – the word “solely” needs to be taken out of the contract. Discussion. A letter will be sent to Lane Wolfe of MDIA concerning this. Vittorio Judgment – waiting for the next NIDMA meeting. Attorney White responded to our letter.
