April 12, 2005 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 2005 hours with the Pledge of Allegiance. Present were Sachar, Jarrett Miller and David Henderson. VISITORS/PUBLIC COMMENT No visitors present. MINUTES Sachar moved to approve the minutes of 3/31/05 as presented. Henderson seconded. Carried. REPORTS Roadmaster – Dave reported on the spring snowstorm. The roads needed to be plowed and the estimate is that the plow round cost us $14,000 (lost gravel etc.). The crew is back to work. The last truck will be striped of its winter equipment this week. Agility, Falls Road Bridge #1, CDL Driving Hours, Stop Sign Maintenance – nothing. Equipment Repairs – the oil test on #5 was normal. The Oshkosh’s 4-wheel drive is not working. Jack’s Repair in New York said to take off the plows and chains and bring it to them and they will look at it. Dave said that it has less than 100 hours on it since the last repair. Sachar – sounds like a problem in the transfer case. Henderson – the 1-ton is grinding in 4-wheel. We checked the axles, u-joints etc. and can’t find the problem. Discussion. Anti-Skid Building – Dave reported that he is getting prices on blocks from Elk Creek Ready Mix and Edinboro Ready Mix. FINANCIAL AND TAXES Bills – Sachar moved to pay the bills as listed totaling $7,077.53 general fund and $1,765.79 state fund. Miller seconded. Carried. We received 10 truckloads of gravel from Showman’s that cost $11.00 a yard delivered due to the high cost of fuel. Payroll – Henderson moved to approve payroll #7-05 as presented. Sachar seconded. Carried. Revote on Henderson Pay at Convention – Sachar moved to rescind the motion of 3/31/05 on this issue. Miller seconded. Carried. Miller moved to pay Dave Henderson his regular wage for his attendance at the PSATS Convention. Sachar seconded. Carried. One abstention, Dave Henderson. EMS Tax – nothing. Benefits Credit – discussion on credit to be given for previous Township employment to those presently working. Will check old payroll records and discuss further at the next meeting. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCING, HEALTH AND THE COMMON GOOD Planning Commission Minutes – reviewed. Requested letter was sent to Zachary Smith. Discussion on the mobile home at 10916 Rt. 98 that appears to have fallen off it’s foundation. Regional Planning Commission – meeting 4/13/05. Industrial Park/KOZ, Storage Trailers – nothing. History Grant – corrections are completed. SFTF – Marshall Tolley, 11281 Eureka Road, still has not signed the agreement form. Discussion. He will be sent a letter instructing him to sign the form or submit an escrow of $1,000. Ordinance Compliance – will do a spring drive-by before the trees leaf out. Will try for April 24th at 1:30 p.m. Recycling – Kathy Mielke will try to make the 4/28/05 meeting. Shooting Range – no word as yet from Joe Weindorf. Edinboro Lake Watershed – annual meeting is 4/27/05. Discussion on the winter flood at the lake. SOLICITOR MDIA Contract – MDIA has agreed to the wording proposed in our 3/31/05 letter. Vittorio Property – waiting for the NIDMA meeting on 4/28/05. OLD BUSINESS Internet Survey, PA One Call – nothing. Ordinance #1-05/EMA – Henderson moved to advertise a hearing for 4/28/05. Sachar seconded. Carried. NEW BUSINESS Representative Good Meeting – meeting is 4/14/05 at 8:30 a.m. in his office. Discussion on several projects that need funding. Henderson – we need infrastructure. The pipe project across Francis is $50,000, $15,000 for the pipe across Silverthorn by Ray Swift and $15,000 for the pipe on Mohawk south. The Internet project could be included. Miller – what about the anti-skid building, we could include that also. Letter from Northwestern RECA/Power Outage – RECA sent a letter to their customers concerning the recent outage. Henderson – there is absolutely no excuse for the outage. Penelec’s feed lines go down and we all go down. They have emaciated their work force. We should send a letter of complaint to the PUC. Miller – or a letter of support for RECA. Penelec cut their lineman and have no equipment for repairs stored in this area. It has to come from Johnstown. Henderson – a transmission line is what went down. This is not acceptable. It resulted in a large-scale outage. The utilities have the PUC in their back pocket. They use mutual aid agreements as a flag. The investors are the only ones to benefit from their business practices, not their customers. Will send a letter of support to RECA and a letter of complaint to the PUC. CORRESPONDENCE Letters from GMHS Students – we received letters from four students who live in the Township as a civics class project on local government. Three complained about road conditions, one expressed thanks for Township efforts on the roads. Sachar – maybe we should volunteer to teach a class on local government so they know what we are up against. Henderson – we will respond to the school and the students.
