June 30, 2005 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 0802 hours with the Pledge of Allegiance. Present were Sachar, Jarrett Miller and David Henderson. VISITORS/PUBLIC COMMENT No visitors present. MINUTES Miller moved to approve the minutes of 6/14/05 as presented. Sachar seconded. Carried. REPORTS Roadmaster – Dave reported that grading has been suspended due to lack of brine. To buy brine the cost is 15 cents a gallon. Three thousand gallons does about a mile. It would cost us approximately $10,000 per application and we usually grade four times a season. Cross pipes were replaced on Silverthorn #1 and on Eureka #2. Waterways were being mowed until there was a failure on the motor that drives the mower blades. Cost to replace the motor is $750. Parts to rebuild the motor would take three weeks to arrive. The crew is out today using the grader to cut a waterway at Gastemire’s on Carbury. Agility, CDL Driving Hours, Anti-Skid Building, Equipment Repairs, Grader- Sharing Agreement – nothing. Falls Road Bridge #1 – Engineer needs an approval from PennDOT before we can go to bid. Traffic Light at Franklin Center – refurbishment work is complete. County Emergency Liquid Fuels Form – Henderson moved to sign the application form requesting $24,000 that has been approved for the bridge replacement project. Sachar seconded. Carried. FINANCIAL AND TAXES Bills – discussion on mileage for Henderson. The amount includes 4 trips to Pittsburgh for his worker’s compensation claim. We will make a claim to Erie Insurance for reimbursement. Miller moved to approve the bill list for payment totaling $4,435.60 general fund; $2,126.38 state fund; $764.26 fire dept. fund. Sachar seconded. Carried. Payroll – Miller moved to approve payroll #13-05 as presented. Sachar seconded. Carried. Procurement Cards/PLGIT, EMS Tax, Benefits Credit – nothing. Clean and Green Reassessment – Jarrett reported that the County told him that reassessment is based on how the original application was filed. Anyone actively engaged in mowing, pasturing, haying, planting crops or trees were not reassessed. Those who filed forest or agriculture reserve were reassessed. Henderson – County Council can pass an ordinance to revert back to the original concept. There are provisions in the most recent Act permitting Council to do so if they so choose. It is good to have an incentive to keep open space no matter what the use. By reassessing the Act has taken away that incentive. Sachar – if a person now wants to opt out because of the changes to the law, they should not have to pay back taxes. Discussion. Henderson – County Council was not told that they could do things differently as a county. We could lobby Council and/or explain to people why they were reassessed and that they could appeal. Board decided to wait awhile before proceeding. Warrant Tax Collector – Henderson moved to warrant the tax collector for $239.25. Miller seconded. Carried. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes, Storage Trailers, History Grant, Ordinance Compliance, Recycling, Shooting Range, Edinboro Lake Watershed – nothing. Regional Planning Commission – Attorney Schroeck provided a letter approving the Comprehensive Plan adoption procedure. It should be approved at the next Regional P.C. meeting then each municipality will need to adopt it individually. Industrial Park/KOZ – PennDOT approved Washington Township’s project. Junk Yard/Swanson Property at 9648 Mohawk – we received a letter from Mrs. Swanson’s attorney requesting an additional 10 days for the prospective buyer to remove the junk vehicles that he put on the property. Henderson moved to give Mrs. Swanson an additional ten days. Sachar seconded. Carried. OLD BUSINESS Internet Survey/Verizon Proposal – Board reviewed a draft letter to be sent to residents concerning Verizon’s proposal for high-speed internet service. Henderson – my concern is that people are less than forthcoming when asked to provide personal information to government. They may give their name and address but not their phone number and Verizon wants phone numbers. Sachar – add the option of just sending name and address in the letter and not phone number. PA One Call – nothing. NEW BUSINESS Copier – the new copier is to be installed today. CORRESPONDENCE ECAB Picnic – Jarrett and Dave will attend. SOLICITOR Vittorio Judgments – nothing. Zoning Violation Form/Zachary Smith – a violation notice will be sent to Zachary Smith, 8244 Crane Road by the Zoning Officer as soon as the Solicitor approves the notice form.
