July 12, 2005 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Vice Chairman C. Jarrett Miller at 2000 hours with the Pledge of Allegiance. Present were Miller, Supervisor David Henderson and visitor Gary Truitt. Chairman John Sachar and Secretary/Treasurer Bonnie Bernhardt were on vacation. VISITORS/PUBLIC COMMENT Gary Truitt had no comments. MINUTES Henderson moved to approve the minutes of 6/30/05 as presented. Miller seconded. Carried. REPORTS Roadmaster, Agility, CDL Driving Hours, Anti-Skid Building, Equipment Repairs, Grader-Sharing Agreement – nothing. Falls Road Bridge #1 – The engineer has requested final approval from PennDOT of the bridge construction documents, which is expected within two weeks. Motion was made by Henderson to authorize Township Engineer Mark Corey to proceed and to advertise for bids and to set a special meeting date for opening bids. Seconded by Miller. Carried. Dirt and Gravel Roads Program Grant Application – Henderson moved to apply to the Dirt and Gravel Road Program for funding for ditch stabilization and erosion repair on Silverthorn Road south of Crane in the amount of approximately $11,225 with an in-kind Township contribution of $12,244. These numbers are subject to last minute revisions. Some quotes are yet to be received. Seconded by Miller. Carried. Construction would be in 2006. Replacement of Large Cross Pipe on Francis Rd East of Brooks – Henderson presented an estimate for replacement of the 89” by 69” plate arch pipe with three parallel plastic pipes 140 ft long; 60”x140’, 48”x140’, 24”x140’. The estimated cost is $75,898. Henderson moved to seek a grant for replacement in 2006 of this failed arch pipe. Seconded by Miller. Carried. FINANCIAL AND TAXES Bills – Henderson moved to approve the bill list for payment totaling $9,818.02 general fund; $8,386.48 state fund; $2,820.90 special funds. Miller seconded. Carried. Payroll – Henderson moved to approve payroll #14-05 as presented. Miller seconded. Carried. Procurement Cards/PLGIT - Henderson moved to approve signing the BMO PLGIT P-Card Contract as presented. Miller seconded. Carried. EMS Tax, Benefits Credit – nothing. Clean and Green Reassessment, EMS Tax, Employee Benefits - nothing PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Nothing on P.C. Minutes, Industrial Park/KOZ, Storage Trailers, History Grant, SFTF, Ordinance Compliance, Recycling, Shooting Range, Watershed or Junk at Swanson Property. SOLICITOR Nothing on Vittorio Judgments. OLD BUSINESS Internet Survey/Verizon Proposal – A e-mail letter was read from Verizon stating that they would be ready about mid-August to announce the program and provide signup information to customers and the Township should wait until then. The Supervisors agreed. PA One Call – nothing. NEW BUSINESS Cougar Mountain Accounting Software – A software assurance program has been instituted by Cougar Mountain. Instead of paying $850 or more for each of three upgrades, the Township would pay $1,307 for the first two upgrades and approximately $600 for the third upgrade. Henderson moved to sign the Software Assurance agreement and to make a part of the agreement the costs quoted in the e-mail. Miller seconded. Carried. Kevin Raines Resignation from NIDMA and Vacancy Appointment – Kevin Raines has sold his property and will be moving. The Supervisors read his two letters. Henderson moved to accept his resignation with regret and to direct the Secretary to send a thank you letter and to appoint Peter Barry, the alternate member, to the permanent position on the NIDMA Board of Directors. Seconded by Miller. Carried. CORRESPONDENCE Roadmaster Roundtable Training Session in Crawford County – Henderson noted that he would like to attend this training session. Henderson move to allow the Roadmaster to attend the training session. Miller seconded. Carried.
