The advertised meeting to open the bids for the Falls Road Bridge #1 
Replacement Project, held in the Township office, was called to order by 
Chairman John Sachar at 0800 hours.  Present were Sachar, Jarrett Miller, David 
Henderson, Engineer Mark J. Corey, Jim Mischler and representatives from 
PennDOT, Shingledecker Welding Inc. and Quality Engineering Solutions.

Two bids were received and were as follows:

Quality Engineering Solutions	Total Bid $289,895.52, bid bond enclosed.

Shingledecker Welding Inc.	Total Bid $313,313.50, bid bond enclosed.

Sachar – I would ask our engineer to verify that the bids were properly made.

Mark Corey calculated and verified the accuracy of the figures and completeness 
of each bid.

Corey – the apparent low bid is of Quality Engineering Solutions.  The figures are 
accurate and the bid bond is enclosed.  I will check to see if the company is pre-
qualified by PennDOT as that prequalification number was not included.  Both 
bids are within the budget.

Miller moved to award the bid for the replacement of Falls Road Bridge #1 to 
Quality Engineering Solutions at the bid of $289,895.52.  Sachar seconded.  
Carried.

Corey – notice to proceed is two weeks from next Monday, September 27, 2005.

Henderson – we would expect construction to begin promptly.

Mischler – I need to move fencing and cattle before construction begins.  I will 
notify my fencing contractor.

Henderson – the utilities are taken care of.  Equipment storage areas will be 
needed.

Sachar called the meeting recessed at 0813 hours for an executive session to 
discuss legal matters.  All visitors left the meeting at 0813 hours.  Executive 
session ended at 0904 hours.

Sachar called the meeting adjourned at 0904 hours.
