February 13, 2007 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 1914 hours with the Pledge of Allegiance. Present were Sachar, Gary Truitt, David Henderson and Hunter Truitt. VISITORS/PUBLIC COMMENT No visitors were present. MINUTES Truitt moved to approve the minutes of 1/31/07 as presented. Henderson seconded. Carried. REPORTS Roadmaster – Dave reported that the crew has been plowing snow. Agility, Anti-Graffiti Paint, Francis Road Grant Application, Fire Ponds Grant Application – nothing. Roads to Gravel/MO4 D&G Program – the revised graveling schedule was reviewed. Dave reported that the lowest quote was from Tucci Trucking at $8.75/ton delivered for 2RC. Discussion. The cost to gravel 3.97 miles this year would be $75,250 with the other available $5,000 to go to MO4 for the D&G Roads Program project. Truitt – how much traffic does Mohawk get, Fry is in bad shape and it gets a lot of traffic. Henderson – Fry needs graded more often, it doesn’t need gravel. It’s a maintenance problem, not a gravel problem. Sachar – can you cut it with the grader to get the hard-pack off? Henderson – we can try. This graveling schedule can be adjusted at any time. Henderson moved to advertise for bids for 8,700 tons of 2RC for the graveling project and 800 tons for stockpile for a total of 9,500 tons. Sachar seconded. Carried. Tanker Repair – the tanker and tank went to Salt Painting for sandblasting. The cost estimate is $1,200 and the work (tank and fenders) should be done in a week. FINANCIAL AND TAXES Bills – discussion on the Heavy Metal Fab invoice. Sachar moved to pay the bills as listed totaling $9,300.38 general fund; $983.63 equipment fund and $2,517.63 permanent improvement fund. Truitt seconded. Carried. Payroll – Henderson moved to approve payroll #3-07 as presented. Sachar seconded. Carried. Procurement Cards – waiting. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes – the minutes were reviewed. Henderson – read the Nuisance Ordinance draft that they submitted, make comments and return your comments to me and we will forward the draft to our attorney. Joint Comprehensive Plan – Dave reported that Tom Graney will approach DCED about a grant for rewriting our Zoning Ordinance. Dave feels we would actually need the money in January of 2008. There is the chance of keeping the cost down by partnering with the E.C. Planning Dept. for the maps. Stormwater Management Model Ordinance – there is the possibility that we may need two Stormwater ordinances. Industrial Park/KOZ, History Grant, Ordinance Compliance, Edinboro Lake Watershed, Flu Pandemic, Elizabeth Davis Childcare Facility – nothing new. Shooting Range – waiting for a reply to our letter. Henderson – Joe Weindorf told me that this is still a high priority item and will send us a letter. Dry Hydrant/8355 Old State – a letter will be sent asking the resident to keep the hydrant cleared of snow. Terry/Nancy Rea SFTF – the paperwork for the small flow treatment facility was reviewed. It will be installed on the property at the northwest corner of Clair Wright and Mohawk. RESOLUTION #2 OF 2007 A Resolution for Plan Revision for New Land Development (in part, see Rea file for complete resolution). Sachar moved to approve the Rea SFTF as presented and to adopt Resolution #2 of 2007. Truitt seconded. Carried. SOLICITOR Vittorio, Nuisance Ordinance Rewrite (see above), Brown/Carver Property, Girard Pit – nothing. UCC Inspectors – we don’t know if the case will be heard by the State Supreme Court. Our attorney is to create a letter to put MDIA on notice until the case is adjudicated. Discussion on a conversation with our inspector. OLD BUSINESS Internet Broadband, Verizon FIOS, Elk Creek Boundary Road Agreement – nothing. NEW BUSINESS Soil Conservation District Letter on Subdivision/Wetlands – the letter was reviewed. The implications are that to secure the permit mentioned will add a considerable amount of expense to a subdivision. Henderson – the cost for a wetlands survey would add at least several thousand dollars more to the cost of a subdivision. That wouldn’t be bad for a large subdivision but for a mom and pop subdivision, the cost would be prohibitive. Sachar – it seems to depend on what type of residential/institutional/commercial subdivision is being considered. I don’t think this is means a mom/pop subdivision. Discussion.
