May 30, 2007 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 0800 hours with the Pledge of Allegiance. Present were Sachar, Gary Truitt, David Henderson and Reporter Audrey Scruton. VISITORS/PUBLIC COMMENT No comments. MINUTES Truitt moved to approve the minutes of 5/8/07 as presented. Sachar seconded. Carried. REPORTS Roadmaster – Dave reported that the crew has been grading. Repairs were made to the grader’s driveshaft. Our brine supply is getting low. Several new shrubs were planted and wood chips were placed around the plants. Agility, Francis Road Pipe, Fire Pond Grants – nothing. Gravel – low quote was Frank Tucci Inc. Dirt and Gravel Roads Projects – the projects will be the crew’s main concentration for the next couple of weeks. Rudy Vanco tells us, after the fact, that he wanted some of the wood that was removed from the Vanco property to clear the way for the Silverthorn project. Henderson – we sent a certified letter to the address listed in the tax duplicate. Alice Vanco and Tim Vanco both called and said they did not want the wood. We paid $600 to have it removed. There were some small trees, about six. Only three were out of the road right-of-way. The only thing we can do is give him whatever we cut over time. Anything else will cost us extra money. The person who cut the wood said there were two 1-ton truck loads from the trees. Truitt – explain to him that we are sorry for the miscommunication within his family. Sachar – the consensus of the Board is to express our regrets but nothing else. Merritt Overweight Permit – the letters that we have sent have all come back. The machine is still sitting at Art Foy’s property. Sachar said to put a notice on the windshield of the machine. Traffic Count – the count shows that lots of traffic uses Fry. We sent the information on to Jake Welsh at the County for analysis. FINANCIAL AND TAXES Bills – Henderson moved to pay the bills as listed totaling $3,874.37 general fund; $2,383.60 state fund and $6,244.44 fire dept. fund. Truitt seconded. Carried. Payroll – Henderson moved to approve payroll #10-07 as presented. Truitt seconded. Carried. Procurement Cards – we tried a card purchase; still working on the system. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes, Industrial Park/KOZ, Comprehensive Plan, Stormwater Management, Storage Trailers, History Grant, Soil Conservation Letter, Shooting Range, Edinboro Lake Watershed, Dry Hydrants, Cable TV Franchise – nothing. Recycling – Board will decide at the next meeting on senior citizen pick up. Elizabeth Davis Day Care – Mrs. Davis says she is working on getting a State permit and will come to the Planning Commission meeting to ask for a conditional use permit for the sign. Tavern Parking Access – Dave reported that a letter was sent to the new owners concerning egress and ingress of their parking lot. A copy was forwarded to PennDOT who is the enforcer of the regulations. SOLICITOR Vittorio, Nuisance Ordinance Rewrite, Brown/Carver Property, Chivari Trailers, UCC Ruling – nothing. OLD BUSINESS Internet Broadband – Dave said that if the cable company is not building out to the entire Township, they should install wireless internet access nodes. We’ll discuss this with them. FIOS, Elk Creek Boundary Road Agreement – nothing. NEW BUSINESS None. CORRESPONDENCE The Northwest Commission would like a letter sent in support of their training programs. Their State funding was cut considerably. Henderson moved to send a letter of support for fully funding their training program. Truitt seconded. Carried. E-Recycle – the day is June 23rd at GMHS. Roof Repair – discussion on repairing the roof of both buildings. Henderson – I got some information at the home show on roof refurbishing. To do our main building roof, the cost would be $11,000; to do the second building’s roof, $9,900. The work is guaranteed for 20 years. Discussion.
