August 29, 2007 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 0800 hours with the Pledge of Allegiance. Present were Sachar, Gary Truitt, David Henderson and Reporter Courtney Soder. VISITORS/PUBLIC COMMENT No visitors present. MINUTES Truitt moved to approve the minutes of 8/14/07 as presented. Henderson seconded. Carried. REPORTS Roadmaster – Dave reported that some of the roads have been graded. Crew will take a lay-off Labor Day week. Agility – PennDOT will do the seal coating on SI2 and NE3 within the next 3-4 weeks. Francis Road Pipe – Dave said that an engineering study and cost estimate needs to be done and recommended having Mark Corey do the work. Payment will be budgeted in next year’s budget. The information is needed for the grant application. Fire Ponds – will reapply. Hornaman Grant, Oshkosh Repairs, Grader Repairs – nothing new to report. Dirt and Gravel Roads – Greenfield Township received two bids. Soil Conservation District said both bids were acceptable. ACA Inc. - $17.00/ton delivered; Hawbaker Inc. - $15.25/ton. Henderson moved to accept the driving surface aggregate bid of Glenn O. Hawbaker Inc. of $15.25/ton. Truitt seconded. Carried. Gravel Update – Dave reported that the crew finished up this year’s graveling with Silverthorn 1. Gravel report was reviewed. It shows that we are very close to budget. Crew will fill in at driveway entrances and correct any profile deficiencies. ATV/Go Cart Damage to Roads – the crew has had to re-grade newly graveled sections several times due to ATV/Go Cart damage, mainly on the corner of Francis and Mohawk. Henderson – we’ll have to spend Township money to send out letters to residents in that area. If we catch the offenders, we will turn them in to PSP. They are doing damage to public property. Sachar moved to send a letter to residents of Mohawk Road and immediate surrounding roads concerning this issue. Truitt seconded. Carried. Washington Township Roller – Dave said he asked Dave Anthony of WT to give us time to consider purchasing it or using it on a long term deal. FINANCIAL AND TAXES Bills – Henderson moved to approve the bill list for payment totaling $3,006.35 general fund; $505.02 state fund; $423.74 eu4 assessment fund; $49,872.32 gravel fund. Truitt seconded. Carried. Payroll – Truitt moved to approve payroll #17-07 as presented. Henderson seconded. Carried. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes, Industrial Park/KOZ, Stormwater Management, Storage Trailers, History Grant, Ordinance Compliance, Shooting Range, Edinboro Lake Watershed, Dry Hydrant, Davis Home Child Care, Cable TV Franchise, Nelson/Ronto Subdivision, Road Naming and Addressing Reference Guide – nothing new to report. Recycle Day – September 22nd, more volunteers are needed. Comprehensive Plan – we will contact Tom Graney about seeking a grant. SCD Letter/Wetlands and Subdivisions – Dave said he reviewed the DEP Facts Sheet on this issue and thinks ECATO should have their solicitor look into it further. He will recommend it at their next meeting. MNO/Gehr Property on West Stancliff – Mr. Gehr called and reported that the gathering was the overflow from Gem City Sportsman’s Club and their bow- hunters shoot. He was not aware that he needed a public assembly permit but will apply for one in the future. OLD BUSINESS Internet Broadband, Verizon FIOS, Elk Creek Boundary Road Agreement – nothing new to report. NEW BUSINESS No new business. CORRESPONDENCE Reviewed. Attorney George Schroeck arrived at 0825 hours. SOLICITOR Vittorio – Schroeck said the bankruptcy court will send him the date for expected payments to begin. Nuisance Ordinance Rewrite, Supreme Court/UCC – nothing. Brown/Carver Property – Schroeck reported that their attorney was to contact them about removing the mobile home. They have cleaned up the property, putting most items behind fencing. Chivari Storage Trailers – Mr. Chivari said he would have the storage trailers removed by August 10th. We’ll check to see if he has complied. Merritt Truck Crane Weight Limit Violation – Solicitor will send a letter. Court Decision on Airports – after research on this issue, Schroeck said he feels that the airports within the Township do not apply. Henderson – we need a letter to that affect; that says there are no commercial airports within Franklin Township. The Federal government would have it listed if they are registered with the Feds. Schroeck – the owners may have filed paperwork with the Feds. We need to check with the owners. I’ll check and send you a letter on what I find. ADJOURN Truitt moved to adjourn, Sachar seconded.
