September 11, 2007 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 1914 hours with the Pledge of Allegiance. Present were Sachar, Gary Truitt, David Henderson, Denise Benedict, Carl Nelson and Joanne Markham and her son. VISITORS/PUBLIC COMMENT Joanne Markham stated that she does not want to use the house number assigned to her house at 8475 Clair Wright Road. She wants to use the house number that was assigned to her parent’s house on the corner of Gudgeonville and Clair Wright. That number is no longer valid as the house has been demolished. Henderson – the address is assigned from the center of the driveway on the road that the house is facing. She has had an emergency call and used the Gudgeonville address and the emergency responders could not find her house. Addressing is based on County rules. Markham – all my mail is delivered to the Gudgeonville address. Henderson – the house number was assigned when she moved the trailer onto the property and now to the new house. The County has come to an agreement with the post office. Post offices will not deliver to a wrong address. Homeowners must use the number assigned to them. Markham – my driveway goes all the way around from Clair Wright to Gudgeonville. Henderson, Sachar and Truitt reviewed Pictometry photos of the property in question. Henderson – even if you use the Gudgeonville address, it would still be an inaccurate address and would not be the number you are using. Sachar – after viewing the Pictometry photos, it doesn’t make sense to give the house a Gudgeonville address. The driveway is on Clair Wright. The address was given to you when you moved the trailer onto the property. Henderson – it’s your responsibility to change your address, which you have never done. The number is properly assigned. Sachar – why are you insisting on that Gudgeonville address? Markham – my mail has always come to that address, never to the Clair Wright address. I don’t feel there is a need to change my address. It’s a wrap-around driveway, why a Clair Wright address? Sachar – our position is that if the address is properly assigned, we’re not changing your address. Markham – can I appeal this? Sachar – I have no idea to whom. Markham – what happens if my garage faces Gudgeonville? Also there are potholes on the corner and Clair Wright is not plowed in the winter. Henderson – it makes no difference which direction it faces. Carl and Berdena Nelson Mylar – the subdivision was resubmitted with E.C. Planning’s requested changes. Wording was added, homeowner’s agreement was executed, right-of-way lines were clarified, net and gross acreage was clarified. Truitt moved to accept the Nelson Mylar as presented. Sachar seconded. Carried. Mylar and Agreement were signed. Denise Benedict – what is the ordinance compliance drive-by and do you have a list of violations. Henderson – look at the Nuisance and Zoning Ordinances. Sachar – if we see a violation from the road, we send a letter and ask for compliance. Slowly the gross violators are complying. MINUTES Truitt moved to approve the minutes of 8/29/07 as presented. Henderson seconded. Carried. REPORTS Roadmaster – Dave reported that the crew is back from lay-off. Gravel repair work was done on MO1&2. Today the crew was doing odds and ends because of the rain. The Dirt and Gravel Roads projects will be completed as weather permits. Agility – seal coat work will be done on SI2 and NE3 Thursday and Friday of this week. Francis Road Pipe Replacement – Mark Corey will look at it and pull numbers together. When the numbers are ready, we will apply for a grant. Fire Ponds – grant application for two ponds was updated. Dave reported that he only has one quote ($27,540) and will seek others. When the final numbers are ready, we will ask Representative John Hornaman to shepherd the application through. The ponds would be located on the Tolley property at Crane and Eureka and on the Szymanowicz property on Mohawk. Discussion. Henderson – when the dry hydrants are in place in these ponds, we can apply for a change in fire protection classification from #9 to #7. If approved the classification change can mean a savings to each residence of $235 a year. Truitt moved to submit the fire ponds grant application through Rep. John Hornaman’s office. Henderson seconded. Carried. D&G Update – Dave reported that driving surface aggregate will be placed on SI5 next Tuesday and on MO4 this Thursday with a Russell Standard paver and roller. Hornaman Grant – Henderson moved to sign the contract and return it to DCED. Truitt seconded. Carried. Sachar signed the contract. Oshkosh Repairs – John will look at it. Gravel/ATV Damage – letter was sent to residents in the area. No other damage has been reported but the previous damage has resulted in potholes. The PSP has been alerted. Washington Township Roller – the roller was repaired. Mechanically it is in good condition but it has 11 tires on it at $200 each and they are old. Henderson – I am interested in trading the use of our grader for the use of their roller. Sachar – see what you can work out. FINANCIAL AND TAXES Bills – Henderson moved to approve the bill list for payment totaling $3,225.39 general fund; $741.25 state fund; $983.63 equipment fund and $2,517.63 permanent improvement fund. Truitt seconded. Carried. Payroll – Henderson moved to approve payroll #18-07 as presented. Truitt seconded. Carried. Authorize purchase of two Trucklight LED 8 lamp traffic control advisors for fire trucks – Dave reported that the cost is around $775 each. The money would come from the Fire Dept. Fund in lieu of installing dry hydrants this year. Henderson moved to authorize the purchase. Truitt seconded. Carried. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes – reviewed. Update Comprehensive Plan – Dave reported that Tom Graney was contacted and was asked to seek a grant with Growing Greener as a conditional use. He will talk to DCED about a LUPTAP grant and we will work our costs into next year’s budget. We need to know what the County will be able to do for us. Industrial Park/KOZ, Stormwater Management, Storage Trailers, History Grant, Ordinance Compliance, Shooting Range, Watershed Assn, Davis Child Care, Cable TV Franchise, Road Naming and Addressing Reference Guide – nothing. Soil Conservation Letter – ECATO will seek clarification. Dry Hydrant Letter – will be sent next week. Recycle Day – Sept. 22nd. Help is needed. Purchase Two Gas Cards for Recycle Day – the purchase of two $100 gas cards as door prizes for Recycle Day was authorized in a motion by Henderson and second by Truitt. Motion carried. Russell Standard will reimburse us for one card. SOLICITOR Vittorio, Nuisance Ordinance Rewrite, Brown/Carver Property, UCC Inspectors, Merritt Truck Crane – nothing. Chivari Storage Trailer – the trailer has been removed. Airports in Township – Joe Szymanowicz has said that his airport is listed as private use only. We’ll need to check on the Chivari airport.
