October 9, 2007 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 1904 hours with the Pledge of Allegiance. Present were Sachar, Gary Truitt, David Henderson, Joanne Markham and daughter. VISITORS/PUBLIC COMMENT No comments. MINUTES Truitt moved to approve the minutes of 9/26/07 as presented. Henderson seconded. Carried. REPORTS Roadmaster – Dave reported that equipment repair work is being done. Crew is almost finished with a round of grading. Three sets of Eureka Road signs were stolen. The cost to replace them is $250 a set plus labor for a total of $1,500. PSP was notified. Henderson – we are now bolting them to the steel with thief proof bolts. Some signs are also being shot with a 22 or pellet gun. Signs are designed to last 15 years but ours are either stolen or shot. Discussion. Agility – done for the year. Francis Road Pipe Replacement, Fire Ponds, Rep. Hornaman Grant, Oshkosh Repairs – nothing new to report. Dirt and Gravel Roads Grants – Dave reported that he is readying paperwork for the final payment. The compaction problem is correcting itself naturally. The crew will grade again next week. Washington Township Roller – Dave is finalizing a deal where we will use their roller in exchange for them using our grader. FINANCIAL AND TAXES Bills – Henderson moved to approve the bill list for payment totaling $11,768.66 general fund; $378.64 state fund; $1,550 fire dept. fund; $983.63 equipment fund and $2,517.63 permanent improvement fund. Truitt seconded. Carried. Payroll – Henderson moved to approve payroll #20-07 as presented. Truitt seconded. Carried. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes – were reviewed. Richard/Roberta Lewis Mylar – M/M Lewis are subdividing their vacant land on Clair Wright Road into two parcels. Parcel A is 10.185 gross acres/10.00 net acres with 288.05 ft. of frontage. The residue is 19.983 gross acres with 598.68 ft. of frontage, index #22-1-17-10. Parcel A is adjacent to the Jim and Loretta Britton property at 8350 Clair Wright. They are purchasing the land and will keep it a separate deed. Truitt moved to approve the Mylar as presented. Sachar seconded. Carried. Mylar was signed. Joint Comprehensive Plan – Henderson said that we need to include a billboard ordinance within the Zoning Ordinance update as there are significant fees being charged for billboards, especially along interstates. Discussion. Henderson moved to direct our consultant to include what is needed in the Zoning Ordinance rewrite to include billboards. Truitt seconded. Carried. Industrial Park/KOZ, Stormwater Management, Storage Trailers, History Grant, Soil Conservation Letter on Wetlands, Shooting Range, Edinboro Lake Watershed, Elizabeth Davis Home Child Care, Public Safety Road Naming, County Assessment Refusal/Address Changes – nothing. Ordinance Compliance – Supervisors will do a drive-by on November 4th. Recycle Day Volunteer Jim Kell – Henderson moved to purchase a $30 gas card for Mr. Kell in appreciation of his volunteer work on Recycle Day. Truitt seconded. Carried. Gaming Funds Distribution Press Conference – Dave reported that it was a good press conference but came too late. County Council does not appear favorable to giving County residents a tax break. Junk Vehicles/Shirley Daniels Property on Ivoray – Truitt moved to send Mrs. Daniels a letter asking for compliance in removing the junk vehicles from her property. Henderson seconded. Carried. Safety Improvements/Crane at Route 98 – discussion was held on the recent accident at that intersection. Henderson – I asked for rumble strips after the last fatality. I’ve observed people pull out without stopping and go through the intersection without stopping. For 10 years or more it’s well known that rumble strips cut accidents considerably out west. They are not allowed in this state. The code needs to be changed. I’d like Board authority to pursue this issue. There is no cost to us. Discussion. Sachar moved to authorize Dave Henderson to pursue this issue. Truitt seconded. Carried. SOLICITOR Vittorio, Nuisance Ordinance Rewrite, Brown/Carver Violations, UCC Inspectors, Merritt Violation, Supreme Court Decision on Airports – nothing. OLD BUSINESS Internet Broadband, FIOS – nothing. Elk Creek Boundary Road Agreement – trying to set up a meeting their Board. NEW BUSINESS None. CORRESPONDENCE ECATO Annual Convention – Convention is October 25th at Nick’s Place in Edinboro. Henderson and Bernhardt will attend all day, Shelhamer afternoon session.
