December 11, 2007 The meeting of the Supervisors of Franklin Township, held in the Township office, was called to order by Chairman John Sachar at 1900 hours with the Pledge of Allegiance. Present were Sachar, Gary Truitt, David Henderson, Reporter Courtney Soder and Joanne Markham and daughter. VISITORS/PUBLIC COMMENT No comments. MINUTES Truitt moved to approve the minutes of 11/28/07 as presented. Henderson seconded. Carried. REPORTS Roadmaster – Dave reported that the crew has been doing routine maintenance on the equipment and has replaced stolen signs at Silverthorn and Crane. Agility, Francis Pipe, Grants for Fire Ponds – nothing. Dirt and Gravel Roads Grant Application – Dave reported that he felt the New Road project was too big for one year of funding. He suggested the Fry Road south of West Stancliff project. Henderson moved to submit a grant application for the Fry Road project. Truitt seconded. Carried. Rep. Hornaman Grant – if the check is not received by the end of the year, it will be put in as a receivable in 2008. Oshkosh Repairs – John did some work on the truck and test drove it. Discussion was held on oil temperatures and pressure relief valves. Winter Maintenance/Washington Township – Washington Twp. has done seven plow- rounds and removed several downed trees. FINANCIAL AND TAXES Bills – Henderson moved to approve the bill list for payment totaling $2,244.26 general fund; $243.02 EIT fund; $2,517.63 permanent improvement fund. Truitt seconded. Carried. Payroll – Henderson moved to approve payroll #25-07 as presented. Truitt seconded. Carried. Warrant Tax Collector – Henderson moved to warrant the tax collector for ($38.98), a tax refund for a property in the KOZ. Truitt seconded. Carried. PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, HEALTH AND THE COMMON GOOD Planning Commission Minutes, Joint Comprehensive Plan, History Grant, SCD Letter on Wetlands, Ordinance Compliance, Shooting Range, Edinboro Lake Watershed, E. Davis Home Child-Care, Cable TV Franchise, Address Changes/Assessment, Daniels Junk Vehicles, Safety Improvements at Crane/Rt. 98 – nothing. Industrial Park/KOZ – a meeting will be held 12/13/07 at 1:30 p.m. with EUP President Jeremy Brown and others to discuss the KOZ. Road Naming and Addressing Reference Guide – Henderson and Bernhardt attended a meeting on this issue and another will be scheduled to complete the review of the second draft of the guide. SOLICITOR Vittorio – a second interest payment was received. Vittorio/Junk on Property – waiting for a letter from our Attorney. Ordinance Rewrite/Nuisance Ordinance, Brown/Carver Property, Court Ruling on UCC Inspectors, Merritt Truck Crane Violation, Terminate Girard Pit Lease – nothing. Court Decision on Airports – we received an opinion letter from our Solicitor. OLD BUSINESS Internet Broadband – nothing. RESOLUTION #9-2007 BE IT HEREBY RESOLVED that the Board of Supervisors of Franklin Township adopts the tentative budget for 2008 as advertised, including the employee pay and benefits package and recommends to the auditors that they set the supervisor’s wages as per the Pay and Benefits Schedule. Budget totals $491,655 (excluding one-time large revenues). Adopted this 11th day of December 2007. Henderson moved to adopt Resolution #9-2007. Truitt seconded. Carried. RESOLUTION #10-2007 BE IT HEREBY RESOLVED that the Board of Supervisors of Franklin Township sets the tax levy for 2008 at 2.8 mills: 0.566 general fund; 0.157 fire department fund; 0.131 municipal building fund; 0.302 equipment fund; 0.344 permanent improvement fund; 1.300 gravel fund. Adopted this 11th day of December 2007. Truitt moved to adopt Resolution #10-2007. Henderson seconded. Carried. NEW BUSINESS General Trucking Bid – Truitt moved to advertise for general trucking and pay loader bids with bid opening on 12/26/07 at 8 a.m. Henderson seconded. Carried.
