The meeting of the Supervisors of Franklin Township, held in the Township 
office, was called to order by Chairman John Sachar at 0805 hours with the 
Pledge of Allegiance.  Present were Sachar, Gary Truitt, David Henderson and 
Reporter Courtney Soder.

GENERAL TRUCKING BID OPENING
One bid was received:  Russell Standard Corp.
Trucking at $68/hr. for a total of $6,800; Loader at $90/hr. for a total of 
$3,600.
Henderson moved to accept the Russell Standard bid, Truitt seconded.  Carried.

VISITORS/PUBLIC COMMENT
No visitors.

MINUTES
Sachar moved to approve the minutes of 12/11/07 as presented.  Henderson 
seconded.  Carried.

REPORTS
Roadmaster – Henderson reported that Washington Township’s crew has 
completed 12 plow-rounds so far this winter.  Water from recent snow-melt and 
rain overflowed the ditches at the SI5 project site and eroded some of the berms.  
Dave said that in the spring he would consider more cross pipe capacity at the 
hill.

Agility, Francis Pipe, Dirt & Gravel Roads Program, Rep. Hornaman Grant – 
nothing.

Fire Ponds Grant – a grant approval letter was received from DCED.

FINANCIAL AND TAXES
Bills – Henderson moved to approve the bill list for payment totaling $2,664.46 
general fund.  Truitt seconded.  Carried.

Payroll – Henderson moved to approve payroll #26-07 as presented.  Truitt 
seconded.  Carried.

Warrant Tax Collector – Truitt moved to warrant the tax collector for $1,193.75.  
Henderson seconded.  Carried.

PLANNING, ZONING, RECREATION, SAFETY, SANITATION/RECYCLING, 
HEALTH AND THE COMMON GOOD
Planning Commission Minutes, Comprehensive Plan, History Grant, SCD 
Letter on Wetlands, Ordinance Compliance, Shooting Range, Edinboro 
Lake Watershed, Davis Child-Care, Road Naming and Addressing, Junk 
Vehicles/Daniels, Safety Improvements at Crane & Rt. 98 – nothing.

Industrial Park/KOZ – Sachar reported that the meeting with EUP President 
Brown and others went well and the idea of an animation project seemed to be 
favorable received.  Another meeting will be held in January.

Cable TV Franchise – will consider this issue at the beginning of 2008.

SOLICITOR
Vittorio, Rewrite Nuisance Ordinance, Brown/Carver Property, UCC 
Inspectors, Merritt Truck Crane Violation, Girard Pit Lease – nothing.

OLD BUSINESS
Internet Broadband, Winter Maintenance Agreement – nothing.

NEW BUSINESS
Amend 2007 Budget – Henderson moved to amend the 2007 budget to reflect 
the actual revenues and expenses through December 31, 2007 including 
adjustments made by the Township and auditor adjustments.  Truitt seconded.  
Carried.
